14. (b) | UN Regulation No. [160] (Event Data Recorder (EDR))

106. The expert from the Netherlands, a Co-Chair of the IWG on EDR/DSSAD, presented documents GRSG-122-36 which is a proposal to revise document ECE/TRANS/WP.29/GRSG/2021/33 (Proposal for supplement 1 to UN Regulation No. 160) and GRSG-122-37 which is a proposal to revise document ECE/TRANS/WP.29/GRSG/2021/34 (Proposal for supplement 1 to 01 Series of amendments to UN Regulation No. 160).

107. The expert from China applauded the work done by the expert from the Netherlands on behalf of the IWG on EDR/DSSAD and appreciated his dedication to the group. He expressed his concerns on the problem with different definitions of the same elements in different UN Regulations, he further expressed concerns that sometimes, different English terms could have the same meaning. He proposed that non-English speaking countries find a way to harmonize resolutions and advised the use of limited English terms to prevent confusion in the use of words.

108. The expert from Netherlands said that the document is a base document for the 1958 Agreement and Contracting Parties to the UN Regulation No. 160 and a few GTRs and they could make some additions to this document to clarify the meaning of the various definitions.

109. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/33 as amended by GRSG-122-36 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions. GRSG also adopted document ECE/TRANS/WP.29/GRSG/2021/34 as amended by GRSG-122-37 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions.

4.12. | Consideration of proposals for new UN Regulations submitted by the Working Parties subsidiary to the World Forum, if any

90. The Chair of GRSG presented draft proposals for new UN Regulations contained in documents ECE/TRANS/WP.29/2020/123/Rev.1, ECE/TRANS/WP.29/2021/48, ECE/TRANS/WP.29/2021/49 and ECE/TRANS/WP.29/2021/50, under agenda items 4.12.1 to 4.12.4., as well as a proposal for the 01 series of amendments, contained in document ECE/TRANS/WP.29/2021/58, to the draft proposal for the new UN Regulation on Event Data Recorder (EDR) contained in document ECE/TRANS/WP.29/2020/123/Rev.1. The World Forum recommended their submission to AC.1 for voting.

80. The GRSG chair informed WP.29 that GRSG had agreed to request withdrawal of documents ECE/TRANS/WP.29/2020/100 and ECE/TRANS/WP.29/2020/123 from the agenda (item 4.7.1) of this session of WP.29 in order to resume considerations.

4.13.4. | Proposal for a new UN Regulation on Event Data Recorder (EDR)
13. | Event Data Recorder

71. Following detailed technical discussions, including comments from China, Netherlands, the United Kingdom of Great Britain and Northern Ireland, the European Commission, AAPC and OICA, GRSG endorsed GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, and asked the IWG on EDR/DSSAD to continue in its activities with respect to further developing the content of those documents.

72. GRSG decided to hold an additional session in early January 2021, for the purpose of considering revised versions of documents GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, pending further consultations on the documents content within the IWG on EDR/DSSAS.

73. GRSG agreed to request WP.29/AC.2 to recommend to WP.29/AC.1 a deferral of the scheduled consideration of document ECE/TRANS/WP.29/2020/100, Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreement Resolutions or Regulations, and document ECE/TRANS/WP.29/2020/123, a proposal for a new UN Regulation on Event Data Recorder, to its March 2021 session, in order to allow further consultations on the documents content.

4. (c) | Deliverables of the Informal Working Group on Event Data Recorder / Data Storage Systems for Automated Driving

13. The expert from the USA, Co-Chair of the IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD), informed GRVA on the outcome of the work of the group (GRVA-07-58), currently primarily focusing on EDR activities. She mentioned that a significant list of data elements was considered but that those concerning Vulnerable Road Users would be considered in a second step of activities. She mentioned that the discussions on EDR were delaying activities on DSSAD, due to divergence in the group concerning the EDR data elements. GRVA encouraged the stakeholders to discuss possibilities to resolve divergences before the next session of the Working Party on General Safety provisions (GRSG) in October 2020.

14. GRVA noted GRVA-07-60 and GRVA-07-61 expected to be reviewed by GRSG.

15. GRVA noted the informal document GRVA-07-57 titled “Review of the existing national / regional activities and a proposed way forward for Data Storage System for Automated Driving”, submitted by the IWG on EDR/DSSAD.

16. GRVA endorsed the report provided.

15. | Event Data Recorder

60. The expert from Netherlands, Co-Chair of IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD) introduced GRSG-118-12 containing a status report of the activities of IWG. GRSG adopted GRSG-118-13 on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements and GRSG-118-14 the Proposal for a new UN Regulation on Event Data Recorder, and requested the secretariat to submit those documents with an official symbol for consideration and vote to WP.29/AC.1 subject to their review at the October 2020 session of GRSG.

61. The expert from China presented GRSG-118-29 introducing the Chinese proposals for EDR performance elements. GRSG noted the matters raised and agreed to continue considerations at the next meeting upon further discussions that would take place at the upcoming meeting of the IWG on EDR/DSSAD.

62. GRSG agreed to resume consideration of this subject at its next session.
