UN R129 : Proposal for Supplement 5 to the 03 series of amendments

12. | UN Regulation No. 129 (Enhanced Child Restraint Systems)

21. The expert from CLEPA introduced:

  1. ECE/TRANS/WP.29/GRSP/2020/15 and GRSP-68-02-Rev.2 amending it, to provide to consumers information on a digital form.
  2. ECE/TRANS/WP.29/GRSP/2020/16 and GRSP-68-25-Rev.1 amending it, concerning the test report template and dimension assessment method.
  3. ECE/TRANS/WP.29/GRSP/2020/18 and GRSP-68-11-Rev.2 amending it, to clarify that specific vehicle-belted Enhanced Child Restraint Systems (ECRS) maybe fitted with a support leg, top tether and lower tether attachments.

22. GRSP adopted ECE/TRANS/WP.29/GRSP/2020/15, ECE/TRANS/WP.29/GRSP/2020/16 and ECE/TRANS/WP.29/GRSP/2020/18, all as amended by Annex III to the session report and requested to submit them, as whole package, as draft Supplement 5 to the 03 series of amendments to UN Regulation No. 129, for consideration and vote at the June 2021 sessions of WP.29 and AC.1.

12. | UN Regulation No. 129 (Enhanced Child Restraint Systems)

22. The expert from CLEPA reiterated a proposal (GRSP-67-33) (superseding ECE/TRANS/WP.29/GRSP/2020/3 and GRSP-67-16) and a presentation (GRSP-67-34) aimed at: (a) providing instructions to consumers in a digital form, (b) recording essential measurement information in the type approval system and (c) improving the procedure for assessing the external dimensions of Enhanced Child Restraint Systems (ECRS). The expert from Japan raised a study reservation on instructions to consumers in a digital form; consumers without access to internet should receive the same information in paper copies. GRSP agreed to resume discussion on this subject at its May 2020 session and requested the secretariat to distribute GRSP-67-33 with an official symbol.

20. | UN Regulation No. 129 (Enhanced Child Restraint Systems)

41. GRSP agreed to defer discussion on ECE/TRANS/WP.29/GRSP/2019/19 and amendment GRSP-66-28 to its May 2020 session. The expert from the Netherlands also withdrew ECE/TRANS/WP.29/GRSP/2019/36. The expert from CLEPA introduced three proposals : (a) to provide instructions to consumers in a digital form (GRSP-66-11), (b) on essential measurement information to be recorded in the type approval system (GRSP-66-12) and (c) to improve the procedure for assessment of the external dimensions of ECRS (GRSP-66-13). GRSP agreed to hold informal documents GRSP-66-11, GRSP-66-12 and GRSP-66-13 and wait for possible new documents at its May 2020 session.
