9. (b) | Environmental and Propulsion Performance Requirements (EPPR) for L-category vehicles

31. The Chair of the IWG on EPPR presented a status report (GRPE-73-20) on the activities of the group. He presented ECE/TRANS/WP.29/GRPE/2016/13 on a draft new GTR on the measurement procedure for two- or three-wheeled motor vehicles with regard to on-board diagnostics. He explained the main issues addressed by the group on the applicability, scope and requirements of the draft new GTR (GRPE-73-21). He introduced GRPE-73-16 on modifications to ECE/TRANS/WP.29/GRPE/2016/13 and he referred to GRPE-73-17 as a consolidated version of both documents. He introduced the technical report on the development of the draft new GTR (GRPE-73-18-Rev.1). He announced that the next priority of the IWG on EPPR would be to initiate the work on amendments to GTR No. 2.

32. GRPE adopted ECE/TRANS/WP.29/GRPE/2016/13 as amended by Annex VI of this report and requested the secretariat to submit it to WP.29 and the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their November 2016 sessions as a draft new GTR on the measurement procedure for two- or three-wheeled motor vehicles with regard to on-board diagnostics. GRPE also adopted the technical report (GRPE-73-18-Rev.1) as reproduced in Annex VII of this report and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their November 2016 sessions. GRPE noted the intention of the IWG on EPPR to submit a proposal on amendments to GTR No. 2 in the year 2017. GRPE acknowledged the progress made by the group and noted the request for a meeting room for one day during the GRPE week in January 2017.

5. (b) | Proposals for new GTR on OBD

Background
EPPR-13-23, Excel table, containing the development of the draft OBD GTR, up to the November meeting included.

Afterwards, the EC prepared a new proposal (EPPR-14-06), which differs from the previous one both in terms of contents and layout. It was published on 08.12.2016 but not discussed during the EPPR telco of December, since such meeting focussed on EVAP only. It was taken as new version of draft OBD GTR: version No.5

Japan inserted their comments on EPPR-14-06.

Discussion
Chair introduced the 3 latest documents available (EPPR-13-23, EPPR-14-06 and 14-14) and suggested to have EPPR-14-14 introduced by JPN.

EPPR-14-06 was presented by Japan.

EC thanked Japan and asked to add the definition of default mode in their proposal. Japan agreed to provide such definition at the next meeting.

Mr Nakhawa/India requested for a study reservation, especially on issues like repair information, assessment of OBD, items relating to intellectual property which are going to be submitted to authorities.

As requested by the Chair, stakeholders were invited to send written comments by Friday 05.02.2016, in good time for a fruitful discussion at the next telephone conference early February.

India asked for a clarification on pag.28 and deemed that there was no justification for the proposal on Grade A.
