Proposal from the GRBP task force on Tyre Abrasion to delete provisions from UN R117 that are covered by the proposal for a new UN Regulation on tyre abrasion.
Small Volume Manufacturers (SVMs) are defined as manufacturers producing fewer than 10,000 M1 or 22,000 N1 vehicles annually in the European Union. Ultra Small Volume Manufacturers (USVMs) produce fewer than 1,000 vehicles annually. SVMs receive exemptions from certain systems and testing requirements, including OBM, EEEDWS, and OBFCM installations for M1 and N1 vehicles. Type approvals granted before July 1, 2030 remain valid. In-service conformity checks are not mandatory for SVMs.
The Level Concept distinguishes four levels of life cycle assessment for passenger cars based on intended use and data granularity. Level 1 uses generic data for strategy and research; Level 2 combines specific and generic data for product development; Level 3 uses primary data for specific vehicle models in official reporting; Level 4 uses primary data across entire supply chains. Levels 3 and 4 follow fixed methodologies ensuring comparability, while Levels 1 and 2 permit multiple methodology combinations.
This document proposes to establish an internationally harmonized methodology for assessing greenhouse gas emissions covering four life cycle stages: material production, parts production and vehicle assembly, use phase, and end-of-life treatment. The methodology employs a four-level framework corresponding to different data availability and analytical complexity, from generic research-level assessments to detailed company-specific reporting. It specifies requirements for data collection, energy modeling, allocation procedures, and recycling calculations, using metrics based on IPCC standards. The resolution document would provide non-binding guidance for manufacturers, suppliers, and authorities conducting vehicle carbon footprint studies.

Proposal to add quality checks for applied brake torque to GTR 24, including methods for calculating Brake Torque Rising Criterion, Brake Torque Maximum Criterion, and Brake Torque Stability Criterion based on signals with frequency of 250 Hz or faster, to be recorded in Event-Based Files and reported in summary table 13.6, and to add signal filtering requirements to chapter 5.4 specifying a second order filter with cut-off frequency between 25% and 50% of the lower sampling or recording frequency to fulfill Nyquist-Shannon sampling theorem.
Proposal to establish quality criteria for applied brake torque datasets at 250 Hz sampling rate by calculating rising criterion, maximum criterion, and stability criterion for each brake event. Rising criterion measures time to reach ninety per cent of nominal brake torque and overshoot at brake event start. Maximum criterion calculates maximum brake torque weighted by nominal specific kinetic energy. Stability criterion reports average brake torque and root mean squared error weighted by nominal specific kinetic energy. Results show variation across laboratories. Further investigation necessary for different brake types, threshold definition for failed brake events, and inclusion of method and criteria reporting in event based file.
PM samplers must sample continuously until 10 seconds after the end of the WLTP, as particles require 10 seconds to reach the filter after the last brake event. PN calculation does not completely cover all PN of the trips’ last brake event due to time delay and smoothing during the calculation period. Based on ILS data, extending the TBF export by 5 seconds would result in maximum emission factor differences of approximately 0.35 percent, estimated below 1 percent overall influence.
ILS 3 Findings and GTR 24 Updates addresses improvements to the Particle Measurement Programme. References to three-probe layout and smaller duct diameters are deleted; duct inner diameter is defined as 190–225 mm. A column defining numbers of decimals is added to Table 8.1. Bedding and emissions measurement sections shall use new parts. Temperature requirements at filter holder are clarified to remain above 15°C. Requirements on decimal places are added throughout Tables 13.1, 13.3, 13.4, 13.5, and 13.6. Table 13.6 now counts from 1 to 274. Unit notation is harmonized. Signal filtering requirements are added to Chapter 5.4. Various requests are rejected, including repositioning sampling nozzles and probes, PM₁₀ probe positioning, and OEM-declared threshold pressure values.

This document evaluates the AIP dustIN multisampling PM10 system using an ILS-3 brake on a BMW X5 tested across the WLTC cycle with brake cooling airflow at 500, 1000, and 1500 m³/h. Testing involved six tests per flowrate comprising regular runs with repetitions. Deviations between multisampler and single sampling were less than 5 percent, covered by measurement uncertainty and partly caused by different sampling positions. No significant loss impact by the dustIN multisampler was identified. A PM2.5 campaign is currently running.
Proposal for a new series to align with Euro 7 requirements, including provisions on manipulation devices and manipulation strategies, anti-tampering, security and cyber security, and extended lifetime and In-Service Conformity requirements for in-vehicle battery durability. The Type 2 test has been removed from this new series. An informal document amending this proposal is under development.

Automotive Life Cycle Assessment: Agenda for the 28th (October 2025) session

The 28th session of the Informal Working Group on Automotive Life Cycle Assessment convened on 8th October 2025 from 12:00 to 15:00 via web. The agenda includes welcome and introduction, adoption of the agenda and last meeting minutes, review of open issues, review of all development of amendment proposal, and discussion of whether to keep the original schedule or extend activities until next GRPE.
“Hotspot” means a process or stage within a defined boundary exhibiting GHG emissions significantly higher than the average. A process or stage shall be included in the calculation if recognized as necessary to satisfy the requirement definition of the cut-off rule in 7.13, even if not considered a hotspot in GHG emissions calculation. Hotspots are defined in the 2017 UNEP report, and hotspot definition may be revised considering updated references.
Hotspot means a life cycle stage whose contribution to an impact category exceeds even distribution across all stages, or all stages collectively contributing more than fifty percent to any impact category. In vehicle LCA guidelines for Global Warming Potential, hotspots refer only to the production phase and are related to parts or components representing minimum twenty percent of Global Warming Potential of the production phase. Level three requires company-specific data for at least one hotspot material or component, with primary data preferred and secondary data traceable and based on field survey data when primary data unavailable.
A-LCA: Draft informal document-Section 9 on Reporting

A-LCA SG2 comments. Results of A-LCA based on this Resolution shall be completely and accurately reported without bias in accordance with paragraph 6 “Reporting” of ISO 14040: 2006. Results, data, methods, assumptions and limitations described in the background report shall be transparent and presented in sufficient detail to allow readers, reviewers, verifiers and the targeted audience to comprehend the determination process and its complexities and trade-offs inherent in the LCA. The background report is the basis for critical review and verification for all levels of the level concept. When results of the A-LCA are available to the public, required information shall be described within the background report and in a summary report, including general information, applicable methodology, vehicle configuration, geographic considerations, results, data sources and weighting factors, and reviewer or verifier signature.
A-LCA: Draft revisions to Section 10 on Verification process

Section 10 establishes that verification shall be conducted to confirm A-LCA results comply with the Resolution while ensuring transparency and consistency. For levels 1, 2, 3 and 4, a critical review shall be conducted according to ISO 14040:2006 paragraph 7 with additional focus on compliance. The verification statement shall be available on published A-LCA study reports. Verification covers methodology applied, input data used, interpretation of results, interpretation of robustness, reporting in background reports, and checking numerical calculation results. For levels 1 and 2, LCA practitioners should decide whether to perform internal or external critical review; for levels 3 and 4, external third-party review is mandatory. For levels 3 and 4, verification shall be conducted at OEM level and shall include definition of the LCA group and choice of representative vehicle. Verification at OEM level shall build on verifications of suppliers’ input data without re-verifying these data. The OEM’s LCA calculation system verification shall include data collection, internal sources, assumptions, calculation processes and tools applied. In case an LCA calculation system is verified and verification remains valid, no reverification is required for subsequent LCA studies based on that verified system. OEMs and suppliers shall make system verification statements available to contracting parties upon request.
A-LCA: GRPE/2025/17 with update provisions on "representative vehicle"

Section 7.9 establishes a representative vehicle (RV) methodology for Automotive Life Cycle Assessment. The RV is a benchmark vehicle reflecting typical characteristics of a defined group of vehicles to reduce administrative burden while ensuring comparability. RV selection excludes high-performance, off-road, and special-purpose variants, then selects based on highest technical mass among remaining vehicles within an LCA group defined by vehicle structure family, powertrain type, and production region. Upstream, downstream, and end-of-life emission factors are calculated from the RV and applied to declared vehicles within the same LCA group. Traction batteries and hydrogen storage vessels are calculated separately.
Proposal to amend Annex B4, para. 4.2.1.1.1. to specify vehicle H selection without interpolation based on highest cycle energy demand and wheel selection criteria, amend para. 4.2.1.1.2. to permit optional interpolation method using two test vehicles or one vehicle tested twice with specified configurations, amend para. 4.2.1.5. to specify operation of movable aerodynamic body parts during road load determination, amend para. 4.2.2.1. to establish tyre rolling resistance measurement according to UN R117 02 series amendments and introduce Table A4/2 with rolling resistance classes and coefficients for C1, C2 and C3 tyres, amend para. 4.3.1.4.3. to establish rejection criteria for road load measurements not exceeding one-third of total measurement pairs and data evaluation procedures, amend para. 6. heading to include optional procedures for road load determination and calculation, amend para. 6.8. to permit optional measurement of friction differences on component or suitable dynamometer, add new paras. 6.9. to 6.10.1.1. to establish component dynamometer test procedures and optional calculation method for road load based on base vehicle measurement and technical vehicle parameters, and amend Annex B7 paras. 3.2.3.2.2.2.2. and 3.2.3.2.2.4. to reference Table A4/2 rolling resistance classes and permit optional calculation using actual tyre rolling resistance values.
Proposal to amend UN R154 road load determination procedures by introducing an optional calculation method for road load coefficients based on component dynamometer measurements from two reference vehicles, establishing boundary conditions permitting up to 300 kg vehicle weight difference and unlimited aerodynamic configuration variation, and allowing optional calculation of the linear coefficient f₁ using the mean value of measurements from both vehicles to reduce measurement uncertainties.
Devices for monitoring on-board vehicle consumption of fuel and/or electric energy shall determine and store lifetime values of fuel consumed, distance travelled, and energy parameters specified in Appendix 5. Type-approval requires testing per Table A according to vehicle category and fuel type, including Type 1 emissions tests, evaporative emissions tests, durability, OBD checks, and OBFCM accuracy verification. Manufacturers must ensure OBFCM accuracy between −0.05 and +0.05 calculated using specified formulae comparing WLTP-determined and OBFCM-measured consumption. Conformity of production requires periodic testing and audits. Lifetime counter values shall be preserved from 1 January 2029 for new vehicle types; from 1 January 2030, type approvals for non-compliant vehicles shall not be accepted. OBFCM devices must provide standardised, unrestricted access to information via specified ISO and SAE standards.

Proposal to establish a new Mutual Resolution concerning Automotive Life Cycle Assessment (A-LCA) to provide an internationally harmonised methodology for determining the carbon footprint of light-duty vehicles across all life cycle stages—material production, parts production and vehicle assembly, use, and end-of-life—considering energy use pathways from production to disposal, with a Level Concept offering four detail levels depending on data availability and study purpose, including definitions, abbreviations, system boundaries, data collection requirements, energy modelling approaches for electricity and fuels, allocation rules, waste treatment and recycling modelling using Circular Footprint Formula or Recycled Content Method, maintenance assessment, and verification procedures. The methodology applies to light-duty vehicles, uses a functional unit of 1 passenger per kilometre over vehicle lifetime, includes service life values from official data by Contracting Parties or peer-reviewed reports, accounts for discrepancy and deterioration factors in use phase calculations, addresses traction battery and fuel cell deterioration, specifies reporting requirements for all life cycle stages including biogenic emissions separately, and requires external third-party verification for Level 3 and Level 4 studies based on GRPE/86/Rev.1 through the Working Party on Pollution and Energy at its 93rd session.
A-LCA: Comments on SG4 Use Phase inputs to GRPE/2025/17

OICA advocates for regional flexibility in service life determination, OEM-specific data for discrepancy factors at Level 4, standardized approaches for battery and fuel cell deterioration, and structured hierarchies for assessing maintenance part replacements over vehicle operational lifetime.
Proposal to amend Annex B4, para. 6.2.1. to specify that three vehicles selected by the responsible authority shall cover the range of vehicles planned to be measured, and that each change of range requires new selection, but original measurements can be re-used if a vehicle is reselected, and amend para. 6.2.4. to establish approval criteria requiring the difference in cycle energy between wind tunnel method and coastdown method to be within 0.05 for each of three vehicles and within 0.02 for arithmetic average, to require approval recording, to permit facility use for two years with extension every two years upon manufacturer evidence of modifications, measurement results at three-month intervals meeting repeatability and force measurement accuracy requirements, and to require separate approval for each roller chassis dynamometer or moving belt and wind tunnel combination and each combination of wind speeds used.
UN R83: Proposal for amendments to the 08 series of Amendments

The document establishes reporting requirements for fuel consumption, electric energy consumption, and fuel efficiency for various vehicle types including OVC-FCHVs and NOVC-FCHVs, with driving range of hydrogen calculated according to specified procedures.

A-LCA Subgroup 5: Agenda for the 27th (November 2025) session

The 27th session of GRPE A-LCA Subgroup 5 is scheduled for November 25, 2025. The agenda includes confirmation of the 26th meeting minutes and 27th agenda, SG5 Drafting update, CFF parameters and EoL emission factors availability in each region, and next actions. Main open issues include Hotspots, Functional Unit, Representative vehicle concept, Data quality, Primary data share, Electricity modelling, Multi-output allocation, and Methodology to define discrepancy and deterioration factors. SG5 will address coherency on Second life parts treatment with SG4.
Working Documents for 198th WP.29 session will exclude Level 1C, with editorial corrections merged. Pre-discussion on EU Mega-Decision is scheduled for 2026/1/14, followed by extra GRPE discussion during GRVA week in 2026/1/19–2026/3. A new Supplement 1 to the 04 Series of Amendments to UN Regulation No. 154 will be submitted to 94th GRPE session in 2026/3, with review of applicable Level, manipulation device transfer from UN R83 possibility, and Level 1B transitional provision status. Japan is undertaking precise review on GRPE-93-29 and may provide text proposals for incorporation into the Informal Document.
