56. The expert from EC with the support of the expert from UK introduced ECE/TRANS/WP.29/GRPE/2019/5 clarifying the definition of peripheral devices. GRPE adopted ECE/TRANS/WP.29/GRPE/2019/5 and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2019 sessions as draft Amendment 1 to Mutual Resolution No. 2 (M.R.2).

55. The expert from EC introduced GRPE-77-12 on a clarification of definitions of peripheral devices. The expert from the United Kingdom further explained the proposal and required guidance from GRPE. GRPE requested the secretariat to distribute the document with an official symbol at the next session of GRPE in January 2019 and agreed that the Chair would request guidance from WP.29/AC.3 on modifications to Mutual Resolutions and if other working parties would like to provide an input to this proposal.

97. The Chair of GRPE presented ECE/TRANS/WP.29/2015/110 on a new Mutual Resolution on vehicle propulsion system definitions. He underlined that the new Mutual Resolution would serve a basis for harmonization of definitions and terminology in all UN GTRs and UN Regulations. He clarified that the proposed M.R.2 would be further developed and could serve as a repository for definitions.
98. WP.29 adopted ECE/TRANS/WP.29/2015/110 without objections or abstentions and passed the proposal to AC.3 for voting.
120. The proposed Mutual Resolution No. 2 (M.R.2) (ECE/TRANS/WP.29/2015/110) was submitted for consideration and vote, and was adopted on 12 November 2015 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom), India, Japan, Kazakhstan, Republic of Korea, Russian Federation, South Africa, Turkey and the United States of America.

She presented GRPE-71-12 proposing amendments to ECE/TRANS/WP.29/GRPE/2015/13 following the latest discussions and conclusions of the group. She referred to GRPE-71-13-Rev.1 as a consolidated version to facilitate the understanding of the proposal.

He highlighted that these definitions might not necessarily be aligned with those in the regulations and, therefore, the current definitions in the existing regulations should not immediately be aligned with those proposed in draft M.R.2 but should be progressively adjusted.
55. The Chair of the IWG on WLTP mentioned that his group might not be able to take into account all definitions proposed by the IWG on VPSD due to time critical circumstances.
56. The Chair of the IWG on VPSD clarified that the proposed definitions should be used as a basis for harmonization and that they probably matched with those in the UN GTR on WLTP.
57. The expert from OICA underlined the importance of the exercise to harmonize vehicle propulsion system definitions. He announced that further work would certainly be needed to clarify several issues such as how to define an internal combustion engine when it is not used for propulsion.
58. GRPE adopted ECE/TRANS/WP.29/GRPE/2015/13 as amended by Annex V of this report. GRPE requested the secretariat to submit it to WP.29 and AC.3 for consideration at their November 2015 sessions as draft Mutual Resolution No. 2.

Worldwide Harmonized Light Vehicles Emissions Test Procedure | Session 11 | 9-10

VPSD recommendations (GRPE/2015/13 & GRPE-71-xyz) and other definitions were reviewed by Bill Coleman:
- Proposed change of mass of optional equipment was supported by NL. Japan will scrutinize the proposal.
- ACEA proposal for gtr amendment (WLTP-11-27e) based on data of representative fuel tanks levels was discussed by IWG. CP’s and Stakeholder were asked to scrutinize the proposal. NL objected to reopen the mass definition and the mixing of mass in running order and reference mass definitions. EC could support the general idea of reducing the unrepresentative 90% tank filling provision, but objected to solve this by deleting 25 kg from the test mass. IWG decided not to put this issue on the agenda of IWG #12, unless a further developed proposal is supported by CPs in advance.
- IWG will expect position of GRPE on VPSD recommendations before amending gtr 15 definitions. SG Drafting will provide proposal for GTR 15 amendments for IWG #12.

5. GRPE – VPSD. (Vehicle Propulsion System Definitions). GFV provided VPSD with definitions of gaseous fuel definitions (Document VPSD-06-08 (GFV 38-02)) and Mr. Albus, Chairman of VPSD has provided some comments and reaction. The language discussed is highlighted from the original with Mr. Albus’s comments. Mr. Albus’s comments all were discussed and preferred revisions were made as follows (paragraphs 4-7, below). A new GFV definitions document will be prepared for the VPSD that incorporates the debated changes. The bi-fuel and dual fuel definitions annotated in red in this text is what was returned with comments from the VPSD. Below each is the result of the GFV discussion with the preferred option returned to VPSD (Document GFV-40-03).

5. There is still a lot of work being done on the other definitions in the first phase dealing with various propulsion systems. GFV had provided VPSD with a set of definitions and the Chairman responded with his comments. On 11th May the GFV reacted to the VPSD comments and then developed refinements based on those comments and returned them to the VPSD for their further consideration. The VPSD chairman suggested that the gaseous fuel vehicle definitions must be ‘technology neutral’ and generic as possible. The GFV provided input on definitions for bi-fuel, dual-fuel, mono-fuel, and flex-fuel gaseous fuel vehicles.
6. The European Commission commented that the GFV use of ‘compression ignition’ in its original definitions was not ‘neutral’ enough. The new version of the definitions refer only to a ‘propulsion energy converter’, which is terminology adopted by the VPSD as an engine/motor. The thinking is to provide a generic definition at first and then to narrow it or make it more specific if it is required in some regulations. GFV provided optional definitions as ‘preferred’ and ‘acceptable’. The Commission indicated that, for dual-fuel the GFV’s ‘acceptable’ definition likely is one that can be used.
7. Question was raised how the Commission feels about the removal of ‘compression ignition’ but leaving in that ‘one fuel ignites the other’. The Commission expressed interest that this might be a reasonable approach.
8. India asked if the dual-fuel definition also is applicable to a ‘limp-home’ option in the dual-fuel energy storage system. The Chairman said that that this issue was fully discussed and that the GFV had settled on the more simplified approach.
9. India felt that the ‘limp home’ option in a gaseous fuel mono-fuel vehicle has to be an established part of the definition.
10. European Commission indicated that regulations 49 and 83 also have allowances for the limp-home mono-fuel vehicle. Mr. Rijnders indicated that there also are some other technical details of systems (like bi-fuel vehicles that can run on petrol/gas simultaneously).
11. These definitions are designed to be generic but not to replace the definitions in existing regulations. These new definitions would be aimed at new Global Technical Regulations. The new definitions should be clear but also to allow some of the variances and more detail as might be required in a particular regulation for clarification of specifics.
12. The Commission indicated that a definition might be changed in an amendment or made into an explanatory note. The substantive requirement of the definition should be in place.
13. During the second phase of discussions at the VPSD it should be noted that some additional requirements might be made so it is still within the scope of bi-fuel and dual-fuel vehicles in new regulations.
14. Question is whether the explanatory remarks being discussed now will be added to the VPSD. Mr. Rijnders indicated that this will be discussed when the VPSD enters its second phase of work. This document is only an internal GFV document.
15. Question is raised if other groups in the United Nations, like the International Maritime Organization, would be consulted for their input? Answer (by the Commission) is that the idea of harmonization and the use of these definitions will be included in safety and environmental regulations and at some future date other parts of the UN dealing with these issues will be considered.

Answer (by the Commission) is that the idea of harmonization and the use of these definitions will be included in safety and environmental regulations and at some future date other parts of the UN dealing with these issues will be considered.

28. [The GRPE Chair] announced that the IWG on Vehicle Propulsion System Definitions (VPSD) would submit a formal proposal for a new Mutual Resolution on Vehicle Powertrain Definitions for the June 2015 session of GRPE.
29. He introduced the informal documents, which list the acronyms and abbreviations used in UN Regulations (WP.29-165-17) and highlighted the problem of using the acronym ‘RESS’ to describe both the ‘Non-original Replacement Exhaust Silencer System’ and the ‘Non-original Replacement Exhaust System and Rechargeable Energy Storage System’ (WP.29-165-16). The World Forum endorsed the content of document WP.29-165-16 and referred the choice to its subsidiary bodies. The secretariat added that the document WP.29-165-17 would be made available on the UNECE website and it would continue to be updated on a regular basis.

GRB noted that WP.29, at its March 2015 session, had considered a list of acronyms and abbreviations used in Regulations (WP.29-165-17) and noted that the acronym RESS “Replacement Exhaust Silencing System” is used in Regulation No. 92. However, RESS is widely used as “Rechargeable Energy Storage System”, for example, in Regulations Nos. 10, 12, 94, 95 and 100. For this reason, WP.29 had requested GRB to introduce, in the medium term, an alternative acronym for “Replacement Exhaust Silencing System” in Regulation No. 92 (WP.29-165-16). GRB invited experts and, in particular, IMMA to study this issue and decided to revert to it at the next session.

20. GRB recalled the WP.29 request to introduce, in the medium term, an alternative acronym for “Replacement Exhaust Silencing System” (RESS) in Regulation No. 92 (WP.29-165-16). As a replacement, the experts from IMMA and OICA proposed a new term “Non-Original Replacement Exhaust Silencing System” (NORESS). GRB preliminary agreed with this proposal and noted that it was already used in the amendment proposal for Regulation No. 92 (GRB-63-09).

32. The Chair of the IWG on GFV presented a status report (GRPE-70-22) on the activities of his group and in particular those of its Task Force, developing a new Regulation on Heavy Duty Dual Fuel Retrofit.
33. He reported that the group would propose definitions that could be added to those defined by the IWG on Vehicle Propulsion System Definitions (VPSD).
34. He added that the group was investigating possible liaisons with the UNECE Group of Experts on gas and its Task Force D dealing with removing barriers to the use of natural gas as a transportation fuel.

The definitions, developed in close cooperation with WLTP, will be submitted to GRPE, WP.29 and AC.3 to be introduced as annexes to R.E.3 and S.R.1. This will be accompanied by an explanatory report on the VPSD work. The terms and structure of the main definitions are now agreed, even if some open issues are still under consideration. A document will be submitted to GRPE in January 2014.

101. WP. 29 endorsed the proposal of the Chair of GRPE for establishing an informal working group on Vehicle Propulsion System Definitions (VPSD), under the chairmanship of Germany (WP.29-156-26). The World Forum approved the terms of reference of the informal working group as reproduced below:
(a) VPSD under GRPE will be chaired by Germany, participation is open for everybody.
(b) VPSD will work in close cooperation with the informal working group on Worldwide harmonized Light vehicles Test Procedures, subgroup on the Development of the Test Procedure (WLTP-DTP) and the WLTP drafting manager.
(c) VPSD shall:
- (i) Review existing UN Regulations and UN GTRs concerning terms, definitions and classifications regarding vehicle propulsion systems.
- (ii) Review the related definitions in the current draft of the WLTP GTR.
- (iii) Develop a proposal for a frame system of terms, definitions and classifications regarding vehicle propulsion systems for the introduction into the Consolidated Resolution on the Construction of Vehicles (R.E.3) and on the Special Resolution No. 1 (S.R.1).

1. LabProcICE reported on the working progress (see document WLTP‐DTP‐09‐05). Several bilateral meetings held between LabProcICE and drafting coordinator to deliver input to draft gtr text.
2. Definitions will be put into a database to be able to handle the amount of definitions. General documents of the GRPE‐chair (document WP.29‐156‐26) concerning the definitions will be considered. DTP is responsible to deliver definitions for GTR‐text. DC will schedule web Conferences with DTP‐Subgroups for further progress on definitions.
3. Multimode‐Gearboxes:
- a. Proposal for excluded modes and definition for default mode commonly agreed (see LabProcICE‐119).
- b. New Reservations by COM and NL since last LabProcICE‐meeting regarding the default mode procedure:
- i. Alternative Proposal to test best and worst case instead of default mode.
- ii. Decision will be taken after VP2.
4. Evaluation Issues for Validation 2 (See Guidance document WLTP‐DTP‐09‐10):
- a. Multiple issues addressed, that must be evaluated after finishing VP2;
- b. Decision on Evaluation Issues must be prepared in August. Therefore a fundamental input must be given out of VP2.
5. Road Load Determination
- a. Reservations by COM since last LabProcICE‐meeting concerning the table of running resistances, that the default factors should be representative for the worst case.
- b. Validation of RLD necessary. VTF is considered to be responsible for the organization of the validation. VTF‐chair will be informed by DTP‐chair.
6. Measurement equipment: Part 1066 compliant test cells are WLTP compliant as well (but not vice‐versa).

80. The Chair of GRPE introduced WP.29-156-26, containing the terms of reference for a task force group under GRPE to develop a framework system of terms, definitions and classifications on vehicle propulsion systems. He mentioned that, even if the activity of the VPSD would have an impact on the work of several GRs and their informal groups, he expected WLTP to be the main informal group concerned. He underlined that this activity is expected to build bridges across different areas of work in the WP.29 framework. Given the need to start the activities of this informal group, he invited GRPE experts to contact him if they want to be involved in this work, and he requested the secretariat to allocate a specific item on the next GRPE agenda to this task.
81. GRPE endorsed this approach.
