Proposal as approved by the GRSG to update and improve provisions concerning passenger entry/exit, driver compartments, passageways, use of signs, and emergency lighting pursuant to the work of the informal group on Service Doors, Windows and Emergency Exits (SDWEE).

Proposal to a) introduce requirements to prevent accidents when the flap covering the engine compartment is open; b) clarify that “low-floor vehicles” concern only those vehicles that provide a single step from the ground onto the low floor area; c) prohibit any equipment that would counteract the intention of such single-step low-floor vehicles to facilitate access by passengers with reduced mobility; d) clarify the text of the amendments updating provisions for service doors, windows and emergency exits; e) delete the prohibition on the use of laminated glass or plastic material in window panes; f) delete the provision that emergency windows be operable from outside the vehicle; g) clarify that an “overnight locking system” is not intended to be operated from inside the vehicle; and h) align the Annex 12 safety prescriptions for trolley buses with current electrical standards.

Proposal to introduce mandatory requirements for fire suppression systems for Class III buses and coaches (and optional requirements for other classes) activated upon detection of fire in the engine and/or heater compartment. This proposal also extends the treatment of rear-view mirrors to any camera-monitor systems used in place of rear-view mirrors.

Proposal to

1. extend requirements for exterior rear-view mirrors to camera monitor systems;
2. reduce the speed threshold for deactivation of emergency controls from 5 km/h to 3 km/h;
3. clarify the requirements concerning the height of steps in vehicles which comply with Annex 8;
4. limit the mandatory application of the requirements for dedicated areas for prams and pushchairs to Class I vehicles;
5. require activation of the alarm and fire suppression systems as soon as the heater is in function regardless of whether the engine is operating;
6. extend requirements for exposed seats adjacent to step wells to apply to other exposed seats where there is a risk of the occupant being thrown forward; and
7. correct the text of the Regulation.

Proposal to introduce the automatic activation of hazard warning lights upon detection of excess temperatures in the engine and/or heater compartment. A parallel proposal covering indicators and the hazard warning is being prepared by GRE. The package of GRSG and GRE proposals are expected for the March 2015 WP.29 session.

Proposal as approved by the GRSG to align Annex 11 of UN R107 with Regulation (EU) 1230/2012. Annex 11 was originally based on EU Directive 97/27 EC (type approval of vehicles with regard to their masses and dimensions) which has now been replaced by Regulation (EU) 1230/2012, thus prompting the need for realignment.

Proposal of the following corrections:
Annex 3, paragraph 7.7.9.1., correct the reference to paragraph 7.6.11.4. to read 7.6.11.8.
Annex 8, paragraphs 3.7.3., 3.7.4. and 3.8.4.1.6., correct the references to paragraph 7.6.11.4. to read 7.6.11.8.

Proposal to extend requirements introduced via Supplement 4 to the 04 series of amendments concerning barriers in the gangway and the amount of priority seats to the 06 series of amendments.

The proposal also aims to paragraph 7.7.5.1. with regard to ceiling-mounted displays or monitors and simplify the testing procedure:

• The gauge shall be used only for the identification of the monitors to be tested.
• The simplified way to apply the removal force corresponds to a passenger pushing the monitor/display with its hand, and in these conditions the acceptable force limit is adapted.
• The test must be conducted in both directions.
• The proposed wording for the last condition to fulfil is more technology neutral, the case of automatic redeployment is also considered and banned.

The proposal would also redefine the measurement criteria for determining appropriate seat spacing, including the use of a new testing gauge for the H dimension measurement.

Proposal to replace the prohibition against the use of reinforced insulation for trolleybus circuits directly connected to the overhead power line with a requirement that such circuits shall be double insulated.

Proposal to lower the minimum mass requirement for an articulated vehicle of Class I having four or more axles of which two are steering axles.
