Germany reviews problems with applying UN specifications for the marking of winter tyres, covering disparities in definitions and performance requirements across the tyre regulations (UN R30, R54, R75, R106, R108, R109 and R117). Therefore, Germany proposes that GRRF work to resolve these disparities and offers two possible solutions: 1) Introduce the definition of "Snow tyre for use in severe snow conditions” and the related performance and marking requirements established under UN R109 and R117 into UN R30, R54, R75, R108, and (possibly) R106; 2) Amending UN R117 to extend the scope of its snow performance criteria to additional tyre classes and categories, such as special tyres (POR, MPT), all terrain (AT) tyres, and retreaded tyres for passenger cars.

Presentation to explain the rational behind the proposal of a new Annex 8 to the R55 introduced in the working document GRRF/2017/03.

Proposal to simplify the verification of sufficient movement on the balancer (of the compensator) without having to take measurements underneath the trailer in an potentially unsecured position and to correct the text of Annex 12 (Conditions governing the testing of vehicles equipped with inertia (overrun) braking systems). Intention to provide an objective calculation method as part of setting requirements for permissible “differential travel” or swivel.

ACSF informal group revisions to the proposal to introduce corrective steering and B1 level (lane-keeping) automatically commanded steering functions provisions into UN R79. The proposal substantially revises the corrective steering test procedure, providing greater clarity over the procedure and requirements, and makes editorial corrections.

Revised set of amendments to improve and clarify the draft amendment to UN R79 for introduction of provisions for corrective steering and ACSF category A and B1 systems. In particular, the revised document seeks consensus on symbols and interaction between the system and driver, including specifications for notifications related to the status the driver’s hands on the wheel.

Proposal for amendments to the draft amendment to introduce provisions for corrective steering and category A and B1 automatically commanded steering functions (ACSF) into UN Regulation No. 79 as agreed during the 83rd GRRF session, including the proposal to allow for the approval of systems that do not comply with the mandatory use of the color red for the “hands off” steering wheel warning symbol (introduced by this amendment) until 1 April 2020 for consideration by the World Forum.

Proposal to align GTR No. 3 with technical progress, addressing among others: electromagnetic compatibility/immunity of ABS-systems, ABS performance requirements for category 3-5 vehicles (three-wheelers), uniform requirements for equipment such Emergency Stop Signal and the means to disable the ABS, if equipped. This amendment aims to harmonize GTR with recent amendments made to UN Regulation No. 78.

Proposal to delete passages under paragraph 3.1.15.2. referring to the “prediction of the vehicle deceleration” since no method for doing so is described in the regulation. Moreover, in a self-certification system, the requirement would have to be met for the actual vehicle deceleration. The proposal also substitutes switching between ABS modes for the terms “disable” and “deactivate” for greater clarity. Lastly, the proposal recommends the use of a clearly specified telltale design to signal the ABS operating status rather than to leave this function open to “…any other equivalent unequivocal indication of the disabled antilock brake system state.”

Revised version of the proposal to include UN R106 tyre dimensions in a Mutual Resolution on tyre sizes. The amendment to the table listing the allowed nominal rim diameters (d) is needed to allow the approval of standardized sizes which exist and are already on the waiting list for type approval.

European Commission note on the publication of a recent study carried out by the environmental advocacy group Transport & Environment on the performance of indirect TPMS.

Proposal to amend the transitional provisions of the formal proposal to update UN R106 (GRRF/2017/9).

Proposal to add tyre and rim dimensions and to add a diameter code ‘d’ of 28.5 (Please note that the “28.5.5” shown in the table is a typo and should be “28.5”).

OICA presentation on its field study to develop data on TPMS performance and comments on the T&E test procedure for evaluating indirect TPMS. In particular, OICA states that the T&E methods did not represent normal use cases or correspond to the intent of UN R141 to address slow diffusion of air that leads to underinflation.

Proposal to extend the scope of UN R131 to include light vehicles in line with priorities in Japan, the EU, and USA with regard to the installation of AEB systems on passenger cars and light trucks.

Proposal to authorize the establishment of an expert group to draft test procedures and performance requirements for M1/N1 with regard to automatic emergency braking, including stationary and moving obstacles, and for pedestrian AEBS.

OICA comments and questions regarding the EC proposal to amend the UN R79 annex on complex electronic systems to require auditing of methodologies used to ensure system safety at both concept and system level.

OICA request for confirmation that:

• the provisions for CSF, ACSF A and ACSF B1 will be introduced via a new supplement 06 to the current series of amendments to UN R79;
• the vehicles approved prior to the introduction of the new supplement will not be required to comply with it, even in case of an extension.

Proposal to amend provisions on electronic stability control warnings under braking regulations to allow for activation of the ESC visual warning during a stability-assistance intervention of an electronic steering control. The aim is to avoid separate requirements for brake-actuated and steering-actuated stability assistance that would lead to two visual warnings where only one is appropriate.

Revised proposal pursuant to GRRF discussions to enable activation of the ESC optical symbol in cases of a corrective steering function intervention when the CSF intervention is activated under the control of an ESC system. The aim is to avoid separate requirements for brake-actuated and steering-actuated vehicle stability functions (VSF) that would lead to two optical warnings where only one is appropriate.

Amendment, per GRRF discussions, to remove the proposal to require the use of kPa markings and the related transitional provisions from the broader set of amendments to UN R106 proposed in document GRRF/2017/9.

Comments concerning the clarity and utility of certain provisions in the proposal to amend the annex on complex electronic systems.

The proposal aims to make clear to Technical Services and Authorities that in cases where no values for the maximum permissible towing vehicle and trailer masses and the maximum permissible static vertical imposed load on the tow ball are declared by a vehicle manufacturer or where the declared maximum vertical value is zero, approval shall be refused.

Addition, based on document GRRF/2016/32, to the package of amendments developed by the informal working group on UN R55 (document GRRF/2017/3). Document GRRF-83-08 proposes modifications to document WP.29/2017/10 proposing amendments to UN R79 to enable the approval of corrective steering and category A and B1 automated steering systems (ACSF).

Proposal for a harmonized symbol with option for explanatory text to signify a request for and status of the driver’s hands on the steering wheel when the vehicle is in an ACSF mode.

Revised proposal, pursuant to GRRF-83 discussions, to amend the annex on complex electronic systems, in particular, to require auditing of the methodologies used to ensure system safety at both concept and system level.

Proposal to clarify the intent of “a means of detecting that the driver is holding the steering control” by specifying that the vehicle manufacturer would define “holding the steering control” (e.g., one hand, two hands, firmness of grip, etc.) for each vehicle/system under test.

UN R13 allows for the exemption of certain vehicles from the requirement for electronic stability controls (footnote 12). This proposal (following proposals GRRF/2016/27 and GRRF-82-03) seeks to clarify the scope of the exemptions to include any special purpose vehicle with a non-standard chassis. The change was prompted by a modified vehicle where use of ESC was not feasible, but where the current UN R13 language left doubt as to whether the ESC requirement was applicable.

Proposal to delete a redundant requirement. The paragraphs 2.2. and 2.2.1. are superfluous since paragraph 5.2.2.13. already requires all O4 trailers to be equipped with Anti-lock Braking Systems (ABS) of Category A.

UN R55 informal group proposal for:

1. An amendment for the separation of the procedures to verify towable mass from the procedure of setting and certifying performance values;
2. An amendment that adds procedures to verify towable mass for vehicle combinations that have hitherto not been accounted for in the Regulation;
3. Amendments that adds integrated fixing points for secondary couplings;
4. An amendment that clarifies the procedure to identify worst cases for certification testing;
5. Amendments that removes typos in the current Regulation.

Proposal to add specifications for tyre sizes 33×11.50R20LT, 35×11.50R17LT, 37×13.50R26LT, 36×15.50R20LT and 40×15.50R26LT.

Regulation No. 106 contains standardized tyre sizes, which often need to be updated, following the technical progress. In order to accelerate the update process of the Regulation and limit the number of amendments, it is proposed to insert in a new Resolution the standardized sizes and to refer to this Resolution in Annex 5. As a temporary solution to assess the effectiveness of such proposal, the Annex 5 of Regulation No. 106 will be kept as it is with no further updates. After a trial period of approximately two years and upon confirmation of effectiveness, the complete Annex 5 of Regulation No. 106 would be transferred to this Resolution on Tyre Sizes.

Proposal to correct a type in Annex 7- Appendix 2, Part 2, Paragraph 5 where the snow group index should read “1.00”, not “100” as appeared erroneously in the adopted text.

Proposal to amend the annex on complex electronic systems, in particular, to require auditing of the methodologies used to ensure system safety at both concept and system level. Concept level specifically requires consideration of interaction with other vehicle systems.

Proposal to:

1. Align definitions and contents of paragraphs with the other tyre regulations (UN R30, R54, R117, etc.);
2. Include a definition of “Manufacturer” extracted from the resolution “R.E.3”;
3. Adopt a common definition and use of the terms “Manufacturer’s name”," Brand name", “Trademark”, “Trade description” and “Commercial name” and their links;
4. Clarify which markings shall be moulded on both sidewalls of the tyre; and those which shall be moulded on one sidewall only;
5. Add information in the certificate to clarify the relationship with the certified products;
6. Align definitions with Regulation EU 167/2013 which defines vehicles in category S as “interchangeable towed equipment” and includes tread patterns for ‘implement traction tyres’ that consist of blocks rather than lugs or cleats;
7. Eliminate redundant marking requirements with the requirement for “@kPa” markings effective from 1 September 2017;
8. Clarify the inflation pressure to be used for measurements and tests and related tyre markings;
9. Align the current rules for calculating the dimensional limits in accordance with ISO, all major tyre standards, and as proposed for UN R30, R54, and R75;
