Document prepared by the AVLI informal working group highlight the changes between documents GRE/2014/30 and GRE/2014/2. These two documents proposed to update and revise Regulation No. 86. This document is identical to the text proposed in the official document GRE/2014/30.

Summary of the background and aims of the EU proposal to restructure and simplify automotive lighting regulations.

Comments from the European Commission in response to the proposal of the GRE Informal Group on Agricultural Vehicle Lighting Installation (AVLI) to introduce new categories of vehicles, namely agricultural trailers and towed machinery, into the Consolidated Resolution on the Construction of Vehicles (document GRSG/2014/25).

German proposal amending its earlier draft supplement to UN R48 that would introduce provisions for flashing side marker lamps for M2, M3, N2, N3, O3 and O4 category vehicles in order to promote the safety of vulnerable road users by informing them about the intended turns of buses and heavy goods vehicles and their trailers. The change would exempt the proposed requirement from the transitional provisions of the 06 series of amendments.

Proposal to require that side marker lamps mounted on M2, M3, N2, N3, O 3 and O4 vehicles flash simultaneously with the direction-indicator lamps. The aim is to prevent death and injury to cyclists by improving their reaction time through clearer indication of the intended turn of a longer vehicle.

During the 71st session of GRE, the experts from GTB presented the outcome of a study on visibility and glare of automotive low beam headlamps; see informal document GRE-71-32. The study concentrated on levelling in relation to load. The major objectives of the study were to improve the understanding of different factors that influence visibility and glare and to identify results of the study that might reveal alternatives for automatic static levelling. The deciding factors in headlamp glare have been determined to be the vehicle pitch angle, loading conditions and initial headlamp aim. Therefore, this proposal looks at replacing the light source technology and the light source 2,000 lm criterion in UN Regulation No. 48 as criteria for the requirement for automatic levelling with performance requirements based upon these deciding factors.

Documents GRE/2014/20, GRE/2014/24 and GRE/2014/29 propose to add light categories to UN Regulation Nos. 37, 99, and 128; however, since the amendment or extension of an IEC60061 cap sheet results in a change to the sequence number of the sheet, all light source category sheets that refer to that IEC sheet need an update. Therefore, the IEC proposes the necessary changes to the text of the above proposals.

This proposal would correct an error introduced into the regulation through Supplement 16.

Front fog lamps may be reciprocally incorporated with the main beam and in some cases, it is required to switch off the front fog lamp when the main beam is operated to avoid overheating of the device. In this case, Regulation No. 19 requires a “/” in the approval marking. However, the current text in paragraph 6.3.7 of Regulation No. 48 requires that “it shall be possible to switch the front fog lamps ON and OFF independently of the main-beam headlamps”. This proposal is intended to remove the conflict between the texts of the two regulations. This proposal supersedes and replaces document GRE/2014/22 and has been prepared to remove ambiguities identified in the previous proposal.

Proposal to correct an error introduced by Supplement 21 to the 02 series of Regulation No. 7 (document WP29/2012/65). Supplement 21 introduced provisions for the use of light-emitting diode (LED) light sources and corrected the provisions concerning approval markings.

Correction to the consolidated proposal prepared by AVLI informal working group to update and revise Regulation No. 86 (document GRE/2014/30).

Document GRE/2014/31 proposes to introduce requirements to avoid intentional non-approved (voltage) variation of the passing and driving beam, using halogen light sources and to harmonize it with the operating voltage requirements in Regulation No. 48. This correction seeks to improve the text by replacing the “about value” for the reference luminous flux with the exact value of 13.2V and to simplify the C.o.P. procedure.

Text prepared by IMMA in order to introduce amendments to ensure consistency of Chapter II Vehicle lighting and light-signalling devices of the 1968 Convention on Road Traffic with regulations under the 1958 Agreement and regulations applicable in the European Union.

Clarification of certain diagrams in the original proposal (document GRE/2014/15). Supplement 17 proposes to introduce the possibility of interdependent lamps for dedicated motorcycle lamps.

OICA comments on document GRE/2014/39 proposing to align UN R48 with the proposal approved by the GRSG to require the automatic activation of hazard warning lights in buses and coaches in the event of excess temperatures in the engine and/or other compartments.

IMMA proposal to provide transitional provisions to the German proposal to delete R113 Class B headlamps from R53 (document GRE/2014/32).

Proposal for the scope, mission, and mandate timeframe for the informal group of experts.

Proposal to introduce type-approval provisions for lamps intended to provide supplemental lateral illumination of the road on the driver-side of the vehicle as a means to reduce the impact of glare from on-coming vehicle headlamps on driver vision and road visibility.

Revised proposal to introduce flashing side marker lamps for vehicles of categories M2, M3, N2, N3, O3 and O4 with the objective of improving the safety of vulnerable road users by informing them about the intended turns of buses and heavy goods vehicles and their trailers. Revised proposal (superseding document GRE/2014/7) to introduce the possibility of interdependent lamps for dedicated motorcycle lamps. The proposal reflects recent amendments to Regulations Nos. 6 and 7 and meets the visibility angle requirements of Regulations Nos. 50 and 53. The concern is that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features.

Revised proposal (superseding document GRE/2014/8) to allow for the installation of interdependent lamps for L3 category vehicles. The amendment also reflects recent amendments to Regulation No. 48, Supplement 2 to its 06 series of amendments and further includes some editorial corrections of current Regulation No. 53 texts. The concern is that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features.

Proposal to amend UN R3 in order to address the recent introduction of devices with a reduced light distribution to be mounted no higher than 750 mm. 1. The proposal would also require colorimetric and photometric testing to type approve each variation in color of an approved device.

Proposal to delete unnecessary markings for LED front fog lamps that have non-replaceable LED modules and to correct and clarify the requirements for colour measurement and ultraviolet (UV) testing of light emitting diode (LED) modules.

Proposal to amend the test procedure for reversing lamps and maneuvering lamps equipped with light sources other than filament lamps. Currently, the lamps are required to meet photometric parameters after one minute and 30 minutes of operation. Under normal use, these lamps are operated for no more than six minutes at a time. This proposal would set the second measurement point at 10 minutes rather than 30 minutes. This change would also align the procedure with SAE standard J1889.1.

Proposal to introduce new halogen categories H18, H19 and H20 and some minor corrections to existing categories.

In addition, the proposal would replace the term “beech wood” with the phrase “produced from beech wood” to improve clarity.

Proposal to correct a series of editorial errors.

Text prepared by Italy to delete all obsolete references in Regulations Nos. 53 and 74 in order to avoid confusion and possible incorrect application of the requirements containing these references. The deletions cover references to Regulations Nos. 1, 8, 20, 56, 57, 72, 76 and 82. These regulations have all been “frozen” (i.e., they do not apply to new type approvals) and their functions have been taken over by Regulations Nos. 112 and 113.

The Working Party on General Safety (GRSG) has approved a proposal to require the automatic activation of hazard warning lights in buses and coaches in the event of excess temperatures in the engine and/or other compartments. This proposal would align UN R48 with this new requirement so a complete set of amendments can be presented for adoption at the March 2015 session of the World Forum.

Proposal to allow cornering lights to remain on as long as the vehicle speed does not exceed 10 km/h as a measure to improve visibility during slow manoeuvres.

Proposal to align the requirements of UN Regulation No. 10 with regard to electromagnetic compatibility of trolleybuses with the electrical standards in Annex 12 to UN Regulation No. 107.
