3. (a) Proposal for Phase 2 of the global technical regulation
GRSP-55-36 | Comments from the United States on the draft Amendment 2 to GTR No. 9 The draft Amendment 2 to GTR No. 9 proposes to establish the new FlexPLI impactor as the single harmonized tool for lower leg impact tests. The amendment also proposes injury assessment reference values (IARV) to go with the FlexPLI. The US, however, has consistently expressed concerns that the proposed injury thresholds and IARV have not been validated as appropriate for the American car fleet. Therefore, the US proposes to have 'recommended' IARV included in the preamble to Amendment 2 while allowing governments the freedom to use whatever IARV/performance thresholds they deem appropriate until such criteria can be fully validated.

GRSP/2014/13 | Proposal for the 04 series of amendments to Regulation No. 11 Certain anti-theft systems fully lock every door and window in a vehicle and also deactivate interior unlock controls. This can lead to a situation where an occupant can be locked inside a vehicle with no means of exit save to break a window. This proposal would introduce provisions for the safety and protection of road vehicle occupants in case of the installation of such a full locking system.

Vehicles with only one seat row are exempted from this requirement. This proposal introduces provisions for at least one set of ISOFIX anchorages in vehicles having only one seat row or having several seat rows with only one seat per row.
GRSP-55-31 | Proposal for Supplement 7 to the 07 series of amendments to Regulation No. 14 The current text of UN R14 requires the installation of two ISOFIX anchorages in a vehicle. Vehicles with only one seat row are exempted from this requirement. This proposal refines the previous German proposal to introduce provisions for at least one set of ISOFIX anchorages in vehicles having only one seat row or having several seat rows with only one seat per row (document GRSP-53-11) which modified the proposal for Supplement 6 to the 07 series of amendments (document GRSP/2013/15).

GRSP-54-03 | Proposal for Supplement 6 to the 06 series of amendments to Regulation No. 16 Proposal based on document GRSP/2012/25 (proposal drafted by the secretariat to consolidate the transitional provisions of UN R16 as a basis for a discussion on simplifying and correcting the text) to consolidate the transitional provisions of UN R16.
GRSP/2012/25 | Proposal for Supplement 3 to the 06 series of amendments to Regulation No. 16 Pursuant to discussions from the 44th GRSP session, the secretariat has drafted this proposal to consolidate the transitional provisions of UN R16 as a basis for a discussion on simplifying and correcting the current text of the regulation.
11. Regulation No. 17 (Strength of seats)
GRSP-55-15 | Proposal for Supplement 3 to the 08 series of amendments to UN Regulation No. 17 Proposal to define the moment of intertia in the luggage-impact test as "0.3 ± 0.05 kgm<sup>2</sup> (around all 3 principal axis of inertia of the luggage blocks)". UN R17 presently lacks such a definition, resulting in variations in trajectory and behavior of the luggage cubes before and after impact.

GRSP-54-20 | Japan proposal for Supplement 3 to the 08 series of amendments to Regulation No. 17 In document GRSP-54-04, CLEPA proposed changes to improve the reproducibility of the luggage impact test described in annex 9 of UN R17. Japan proposes to specify only the minimum moment of inertia in the test (where CLEPA proposed a minimum-maximum range.

GRSP/2014/3 | Proposal for Supplement 1 to th e 04 series of amendments to Regulation No. 25 UN R17, R25 and R80 address head restraints for various categories of vehicles. In order to prevent redundant application of these regulations, this amendment clarifies that head restraints approved under UN R17 would be exempted from the requirements of UN R25 and that UN R25 does not apply to coach and bus seats approved under UN R80.

15. Regulation No. 44 (Child restraint systems)
GRSP-55-02 | Proposal for Supplement 8 to the 04 series of amendments to Regulation No. 44 The present requirement for booster with belt guides for the diagonal belt is more stringent than for boosters without belt guides. This proposal aligns the requirement for belt disengagement with the requirements for other child restraint systems ((e.g. the displacement criteria and the criteria as indicated in Annex 15, para. 6.2.4.) and at the same time proposes new language to clarify the affected text.

GRSP-55-44 | Proposal to amend Supplement 1 to Regulation No. 127 Proposal to remove the specification of "±0.01 m/sec" for the accuracy of the velocity measurement in Annex 5, Paragraph 3.2.1. This would leave in place the specification to use the measurement procedure if ISO 3784:1976 which specifies an accuracy of ±1 %.
WP.29/2014/38 | Proposal for the 01 series of amendments to Regulation No. 127 Draft 01 series of amendments to Regulation No. 127 presented in a consolidated text of the regulation as adopted by GRSP and which aligns the test requirements of UN Regulation No. 127 with UN GTR No. 9 Phase 2 (Flex-PLI), incorporating Supplement 1 to the original version of the UN Regulation (determination of the headform test points). This proposal was adopted by the GRSP at its 54th session based on document GRSP-54-15-Rev. 1 as reproduced in Addendum 1 (document GRSP/54/Add.1) to the session report.

GRSP-55-03 | Compilation of non-harmonized technical terms related to passive safety systems Across its various groups, WP.29 has been looking at the definitions of technical terms used in its regulations from the standpoint of consistency. The GRSP secretariat has compiled terms and definitions found in the regulations under its purview that differ across regulations (including those under regulations managed by other GR). This document is proposed for consideration as a possible starting point for the development of a "dictionary" of harmonized terms and definitions.
23. (f) Proposal for collective amendments to Regulations Nos. 14 and 16
GRSP-55-04 | Proposal for collective amendments to Regulations Nos. 14 and 16 Proposal to clarify that the recently increased height requirements for the effective upper belt anchorage (Supplement 4 to the 07 series of amendments to UN Regulation No. 14) can be satisfied by means of a "belt adjustment device for height" that is part of the belt-anchorage as well as a device that is part of the belt itself, each with a distinctive approach. The proposals are presented as draft Supplement 7 to the 07 series of amendments to Regulation No. 14 and draft Supplement 6 to the 06 series of amendments to Regulation No. 16.

GRSP-55-06 | Proposal for Supplement 5 to the 03 series of amendments to Regulation No. 95 Proposal by the GRSP secretariat to delete Appendix 3 (examination of the mobile impact barrier) to Annex 5 of UN R95. The secretariat suspects that the appendix is superfluous, but wishes to confirm if Appendix 3 should remain for any examination purposes of the Type Approval Authority responsible for the mobile deformable barrier.
23. (h) Proposals for Supplement 4 to the 01 series of amendments and Supplement 2 to the 02 series of amendments to Regulation No. 100
GRSP-55-12 | Proposal for Supplement 2 to the 02 series of amendments to UN Regulation No. 100 Proposal to clarify the requirements of UN R100 specified under paragraph 5.1.1. This paragraph describes the general requirements for the protection of all high voltage parts, including the obligation that such protection against live parts cannot be opened without the use of tools. If connectors can be opened without use of tools or if they do not satisfy the IPXXD/IPXXB protection limits, the provisions of 5.1.1.3 have to be met.
GRSP-55-13 | Proposal for Supplement 4 to the 01 series of amendments to Regulation No. 100 Proposal to clarify the requirements of UN R100 specified under paragraph 5.1.1. This paragraph describes the general requirements for the protection of all high voltage parts, including the obligation that such protection against live parts cannot be opened without the use of tools. 23. (i) Proposal to amend UN Regulation No. 80
GRSP-55-18 | Proposal to amend UN Regulation No. 80 Proposal to amend the scope and clarify the transitional provisions to avoid misinterpretations for the installation of side-facing seats in category M<sub>3</sub>vehicles. The proposal exempts vehicles exceeding 10 tonnes from the prohibition on side-facing seat provided the seat meet conditions specified in the 03 series of amendments to the Regulation.
