Consideration of “optional requirements” of UN Regulations within the context of the proposed International Whole Vehicle Type Approval system.

This document describes the process of upgrading UN Regulation No. 0 for inclusion in the list of requirements (Annex 4 to the UN Regulation No. 0), newly adopted UN Regulations, and new series of amendments to existing UN Regulations. Once WP.29 and AC.1 be involved in this process, it is necessary to obtain the agreement of WP.29 on this process. Therefore SGR0 should submit to WP.29 a request for guidance.

Revised document asking for WP.29 guidance on the process for integrating new UN Regulations or amendments to existing regulations into Annex 4 of the UN Regulation 0 (i.e., altering the breadth of the whole vehicle type approval regulation).

Revised document concerning the continuous alignment of the whole-vehicle UN Regulation No. 0 with the individual UN Regulations of which it is comprised as these individual UN Regulations are amended over time.

The need for a request for guidance from WP.29 on the exchange of information between Contracting Parties to facilitate implementation of UN Regulation No. 0 is stipulated in the IWVTA Explanatory Note (documents SGR0-05-03 and SGR0-05-03/Rev.1). This document is intended to explain this issue to WP.29.
