Proposal to amend UN R167 to introduce Supplement 1 to the 01 series of amendments. The Regulation applies to vehicles of categories M₂, M₃, N₂ and N₃. Vehicles of category Y and vehicles of category X without manual mode intended to be operated on-board are exempted. Vehicles of category X with manual mode must comply. New definitions added: “Safety Concept” and “Three-dimensional reference system.” Approval marks amended to include Unique Identifier option. Alternative requirements permitted for category X vehicles with manual mode not using driver’s seat, provided equivalent safety demonstrated via safety concept. This document is intended to amend and supersede GRSG/2026/17.

Proposal to amend UN R167 to account for vehicles of categories X and Y. Vehicles of category Y and category X without manual mode intended for on-board operation are exempted from this Regulation. Vehicles equipped with an ADS must comply when operated manually by a driver on-board. Three manual modes are considered: remote-control operation near the vehicle (exempted), seated operation in driver’s seat (general provisions apply), and on-board operation other than seated (alternative provisions apply). Regulation applies to vehicles of categories M₂, M₃, N₂ and N₃. New definitions and approval mark arrangements are introduced.
