With respect to the amendment proposal to UN Regulation No. 35 (ECE/TRANS/WP.29/2025/82, agenda item 4.9.1.), AC.1 noted that the European Union did not apply this Regulation and did not have the mandate to vote on behalf of its member States. Thus, the EU member States applying this Regulation were supposed to vote individually.
113. WP.29 noted that a quorum of not less than one-half of the Contracting Parties applying a UN Regulation was required for the purpose of taking decisions. For UN Regulation No. 35, the number of the Contracting Parties applying this Regulation was 37. Therefore, 19 Contracting Parties were required to be present.
114. The secretariat proceeded with a roll call and determined that only 13 Contracting Parties applying UN Regulation No. 35 were present and, thus, the required quorum was not attained. As a result, AC.1 postponed to the next session its vote on the amendment proposal to UN Regulation No. 35 (ECE/TRANS/WP.29/2025/82).
