22. AC.2 took note of the communication from the UNECE Executive Secretary sent to Permanent Representatives of UNECE member States containing an update on the operational arrangements in place at the UNECE in response to combined impacts of the COVID-19 pandemic, financial constrains triggered by the liquidity crisis facing the UN Organization, and the ongoing renovation work at the Palais des Nations (Strategic Heritage Plan (SHP)) on the conduct of business and mandate delivery. AC.2 considered the revised calendar of sessions for 2020 (WP.29-179-02/Rev.3), and the proposed calendar of sessions for 2021 (WP.29-182-02), taking note that the 2020 calendar had been impacted and that the 2021 calendar may need to be revised in light of circumstances described in the communication from the UNECE Executive Secretary. Following discussions, AC.2 decided to recommend to WP.29 that GRVA would hold one additional session on 14-16 December 2020 and one additional session in 2021, to take place in late May or early June. AC.2 recommended that WP.29 endorse a communication addressed to the UNECE Executive Secretary, requesting priority access to resources necessary for the conduct of business and mandate delivery of WP.29 during the ongoing crises.

22. 96. The representative from Germany, Chair of the IWG on DETA, updated the World Forum concerning the work of the IWG at its thirty-ninth session, held on 04 November 2020. He proposed that WP.29 consider and endorse the Guidelines for the use of DETA with regard to the exchange of information on Cyber Security (WP.29-182-07)
97. WP.29 endorsed informal document WP.29-182-07.
98. The Secretary updated WP.29 on the situation for hosting DETA at UNECE recalling the blocking of regular budget funding at the Administrative and Budget Committee (Fifth Committee) of the UN General Assembly. He proposed to seek alternative funding possibilities in close cooperation with interested Contracting Parties and stakeholders.
99. WP.29 noted that the development of additional functionalities, Unique Identifier, UI, and Declaration of Conformity, DoC, funded by private sector stakeholders was blocked due to contractual issues. OICA, CLEPA, ETRTO and CITA confirmed their continued availability to fund these developments but asked for support from UNECE to overcome contracting issues as soon as possible; OICA referred to the WHDC (World Harmonised Driving Cycle for heavy duty vehicles) which included, some 20 years ago, a test programme funded by industry and suggested that it could be useful to review the contracting procedures that were used at that time.

135. AC.3 noted the information, as of 3 November 2020, on the status of the Agreement of the Global Registry and of the Compendium of Candidates (ECE/TRANS/WP.29/1073/Rev.28), the status of the priorities of the 1998 Agreement (based on WP.29-182-10 as reproduced in Annex IV to this report) and items on which the exchange of views should continue. AC.3 noted that notifications and the mandatory reports on the transposition process through their Permanent Missions in Geneva to the secretariat, are publicly accessible. AC.3 recalled its agreement to always send the above-mentioned reports and notifications through their Permanent Missions in Geneva and directly to the secretariat (email: edoardo.gianotti@un.org) to ensure updating of the status document, which is the monitoring tool of the agreement. AC.3 noted that since March 2020, no status reports or final notifications were submitted. Therefore, AC.3 warmly reiterated its request to its Contracting Parties to send the above-mentioned status report and notifications as one of the main obligations of the 1998 Agreement. Moreover, it was noted that this action would imply that representatives would provide the secretariat with the coordinates of their corresponding focal points to the agreement, appointed in their capitals to draft the reports and notifications to keep them informed in the exchange of information through the above-mentioned website.

35. The Secretary of WP.29 presented the revised programme of work with a strategic introduction on the main priorities of the WP.29 work, which are related to the implementation of the ITC strategy 2030 and among others, to vehicle automation and environmental protection. (ECE/TRANS/WP.29/2020/1/Rev.2).
36. WP.29 adopted the revised programme of work of WP.29 and Subsidiary Bodies based on document ECE/TRANS/WP.29/2020/1/Rev2. Further amendments may be introduced in the 2021 programme of work for consideration at the March 2021 WP.29 session, based on input to be provided by GR Chairs.
37. The expert of the European Union introduced WP.29-182-17, the European Union’s proposal for amendments to the programme of Work related to GRVA priorities for the year 2021. WP.29 proposed GRVA to consider this proposal at its December 2020 ad-hoc session when discussing the revision of the Framework Document on Automated Vehicles.

47. WP.29 received the oral report of the representative of United Kingdom of Great Britain and Northern Ireland, Co-Chair of the IWG on ITS, mentioning that the group, at its second session on 6 November 2020, (i) reviewed the draft revised UNECE Road Map on Intelligent Transport Systems and recommended its endorsement by WP.29, (ii) discussed the offer of UNECE and the International Telecommunications Union (ITU) to organize the first session of the 2021 Future Networked Car event, which will be dedicated to regulatory activities on automated and connected vehicles and (iii) received a presentation on Vehicle-to-Everything (V2X) communication for Cooperative Driving Automation from the expert from Japan, Mr. N. Ogawa, working for ITS research in Technical Research department of Mazda Motor Corporation Tokyo HQ and member of the Strategic Innovation Promotion Program (SIP) Automated Driving System for Universal Service (ADUS) initiative, which is a project of the Japanese Government.
48. WP.29 considered and endorsed the draft revised UNECE Road Map on Intelligent Transport Systems (ITS) proposed in WP.29-182-12. WP.29 requested the secretariat to submit it, as amended during the session, to ITC and its Bureau at its November 2020 session, for preparation of the eighty third session of ITC.
49. WP.29 proposed that delegates of the IWG on ITS and delegates of GRVA IWGs working on relevant topics, represent the World Forum at annual Future Networked Car events that are organized by the International Telecommunications Union (ITU).
50. WP.29 noted the information mentioned by the representative of ITU concerning the allocation of frequencies dedicated to vehicle-to-vehicle communication and decided to further discuss this point at its March 2021 session.
51. WP.29 endorsed the extension of the mandate of the IWG on ITS until November 2025.

7. The representative of the United States of America, Dr. James C. Owens, Deputy Administrator of NHTSA extended greetings to WP.29 delegates on behalf of the Transportation Secretary of the United States of America, and thanked Director Li for enabling his participation at the session by videoconference.
8. In his address (WP.29-182-20), he highlighted the work of the World Forum, its global reach and the resulting worldwide impact on vehicle and pedestrian safety, emphasizing the unique position of WP.29 to build a coalition around efforts to improve the safety of all road traffic participants by bringing countries together to share their knowledge, their expertise, and their perspectives.
9. The Deputy Administrator stated that automated vehicle technologies hold the promise to help prevent fatal crashes, save lives, and reduce the severity of the crashes that do occur, and that the United States of America is accelerating innovation and facilitating the smooth deployment of automated driving systems (ADS).

He highlighted that NHTSA rulemaking processes are based on the principles of sound science, transparency and inclusive and open consultative processes, explaining that NHTSA has yet to issue performance standards for ADS technologies as they are still very new, rapidly evolving and not fully understood – as such unsuitable for being the subject matter of performance standards and regulations.
11. Mr. Owens emphasized that all motor vehicles are subject to an existing standard in the United States as a result of which they cannot create an unreasonable risk to safety. He stressed however that implementing performance standards prematurely on developing technologies may limit their potential to improve safety performance of vehicles and could lead to unexpected negative consequences of their applications.
12. He underlined that performance standards if implemented prematurely will hamper innovation, limit testing in different environments, and ultimately serve as an unwarranted barrier to trade. The auto industry is global in nature and has significant impact everywhere. Promising lifesaving technology should be allowed to develop and reach its potential and should not be constrained by trade barriers.
13. The Deputy Administrator advised WP.29 to consider NHTSAs approach in the development of a globally harmonized technical regulatory framework, concluding by reiterating the commitment of the United States of America to continued collaboration on activities of the World Forum.
14. A question and answer session ensued with questions addressed to the Deputy Administrator by representatives from Germany, Canada and the European Commission.

26. AC.2 discussed the draft revised Programme of Work (PoW) for 2020 (ECE/TRANS/WP.29/2020/1/Rev.2) that reflects both the relevant elements from the ITC Strategy as well the priorities of the work for the GRs.
35. The Secretary of WP.29 presented the revised programme of work with a strategic introduction on the main priorities of the WP.29 work, which are related to the implementation of the ITC strategy 2030 and among others, to vehicle automation and environmental protection. (ECE/TRANS/WP.29/2020/1/Rev.2).
36. WP.29 adopted the revised programme of work of WP.29 and Subsidiary Bodies based on document ECE/TRANS/WP.29/2020/1/Rev2. Further amendments may be introduced in the 2021 programme of work for consideration at the March 2021 WP.29 session, based on input to be provided by GR Chairs.
37. The expert of the European Union introduced WP.29-182-17, the European Union’s proposal for amendments to the programme of Work related to GRVA priorities for the year 2021. WP.29 proposed GRVA to consider this proposal at its December 2020 ad-hoc session when discussing the revision of the Framework Document on Automated Vehicles.

34. The representative of OICA presented GRSG-118-28, containing OICA’s position on proposed amendments to UN Regulation No. 93 as envisaged through document ECE/TRANS/WP.29/GRSG/2020/10, and reaffirming OICA’s support for document ECE/TRANS/WP.29/2020/83.
35 GRSG agreed to resume consideration of document ECE/TRANS/WP.29/GRSG/2020/10 at its next session in October 2020, possibly as a revised proposal based on bilateral discussions.
36. GRSG reviewed ECE/TRANS/WP.29/2020/83 on amendments to UN Regulation No. 93 and agreed to re-submit it for consideration and vote to the WP.29/AC.1 session in November 2020.

Following detailed technical discussions, including comments from China, Netherlands, the United Kingdom of Great Britain and Northern Ireland, the European Commission, AAPC and OICA, GRSG endorsed GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, and asked the IWG on EDR/DSSAD to continue in its activities with respect to further developing the content of those documents.
72. GRSG decided to hold an additional session in early January 2021, for the purpose of considering revised versions of documents GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, pending further consultations on the documents content within the IWG on EDR/DSSAS.

Finally, WP.29 recommended that all Contracting Parties to the 1958 Agreement agree to consider Supplement 1 to UN Regulation No. 153 (ECE/TRANS/WP.29/2020/114) when issuing type approvals.

Following detailed technical discussions, including comments from China, Netherlands, the United Kingdom of Great Britain and Northern Ireland, the European Commission, AAPC and OICA, GRSG endorsed GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, and asked the IWG on EDR/DSSAD to continue in its activities with respect to further developing the content of those documents.
72. GRSG decided to hold an additional session in early January 2021, for the purpose of considering revised versions of documents GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, pending further consultations on the documents content within the IWG on EDR/DSSAS.
73. GRSG agreed to request WP.29/AC.2 to recommend to WP.29/AC.1 a deferral of the scheduled consideration of document ECE/TRANS/WP.29/2020/100, Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreement Resolutions or Regulations, and document ECE/TRANS/WP.29/2020/123, a proposal for a new UN Regulation on Event Data Recorder, to its March 2021 session, in order to allow further consultations on the documents content.
