Proposal to amend the table of contents, modify para. 3.42. to clarify specific voltage condition definitions, amend paras. 5.4.12. to 5.4.12.2. and 7.3.12. to 7.3.12.2. to establish thermal propagation requirements with two compliance options (test approach or risk management approach), insert new paras. 5.4.12.3. to 5.4.12.3.2.4. and 7.3.12.3. to 7.3.12.3.2.4. detailing thermal propagation compliance options, insert new paras. 6.2.12. to 6.2.12.6. and 8.2.11. to 8.2.11.6. specifying thermal propagation test procedures, and insert Annex 3 with five appendices describing thermal runaway initiation methods.

Minutes of the 29th EVS-GTR meeting held in Torrance, CA on 17-19 February 2025. The group reviewed transposition of GTR 20 to national regulations in China, the European Union, Japan, the United States, and Canada. The European Union reported the 05 series of amendments to UN R100 containing thermal propagation test requirements will be adopted by WP.29/AC1 in March 2025 and implemented from September 2027 for new types and September 2029 for all vehicles. The United States published a Final Rule based on GTR 20 on 20 December 2024 applying documentation requirements for thermal propagation. The group discussed risk management analysis methods, initiation methods for thermal propagation testing, and vehicle operating modes, and agreed to include five initiation methods in the draft amendments. A drafting group led by the United States and Canada will prepare draft amendments for submission to May GRSP.

Meeting minutes from the 30th EVS-GTR session held in Seoul, 9–11 September 2025, covering transposition of GTR 20 to national regulations in Canada, China, the European Union, Japan, Korea, and the United States; related standardization committee activities; and drafting of GTR20 Amendment 1. Future work topics include maintaining EV battery safety during the in-use phase, field statistics on EV fires, expansion of thermal propagation test protection scope, quantitative criteria on smoke and toxic gases, bottom protection of REESS, and electric safety requirements updates. Co-sponsors intend to prepare a new mandate for phase 3 development.
