Proposal for a Supplement to the 06 series of amendments to UN Regulation No. 107

Updated version of the text prepared by the GRSG secretariat pursuant to GRSG discussions on the proposal for a supplement to UN R107 to align the provisions of Annex 12 (concerning trolley buses) with current electrical standards.

5. The expert from the Russian Federation lifted the reservation on ECE/TRANS/WP.29/2014/70, submitted to the November 2014 sessions of WP.29 and of the Administrative Committee of the 1958 Agreement (AC.1). GRSG confirmed the adoption of ECE/TRANS/WP.29/2014/70 as well as ECE/TRANS/WP.29/2014/77 (this latter document will be submitted to the March 2015 sessions of WP.29 and AC.1), without amendments. The expert from OICA withdrew ECE/TRANS/WP.29/GRSG/2014/31. GRSG agreed to withdraw ECE/TRANS/WP.29/2014/76 from the agenda of the WP.29 session in November 2014. (see WP.29-164-05).

8. GRSG noted GRSG-107-05, tabled by the expert from Hungary, addressing ECE/TRANS/WP.29/2014/70. In his opinion, this last compromise did not correctly address the security as it facilitated the access of undesirable people during the parking time of buses. GRSG noted no support and reiterated its decision of the previous session. GRSG agreed to keep GRSG-107-05 for reference only in the agenda of its May 2015 session.

11. The expert from Belgium presented GRSG-106-28 superseding ECE/TRANS/WP.29/GRSG/2014/19 and amending the safety prescriptions for trolleybuses to update these according to the respective electrical standard EN 50502. The expert from the Russian Federation introduced GRSG-106-09 listing a number of suggestions to improve the proposed text. GRSG adopted the document, as reproduced in Annex II to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as a part (see paras. 5, 6, 8 and 9 above) of draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107, subject to a final review by GRSG at its next session in October 2014.

63. Agenda item 4.7.6, Regulation No. 107, ECE/TRANS/WP.29/2014/70, paragraphs 10.24 and 10. 25, correct to read (renumbering the paragraphs):

Paragraph 10.9. (instead of 10.24.), amend to read:

“10.9. Notwithstanding paragraphs 10.7. and 10.8., Contracting Parties applying this Regulation shall continue to accept type approvals granted to the preceding series of amendments, which are not affected by the 05 series of amendments.”

Add a new paragraph 10.10. (instead of 10.25.), to read:
“10.10.Contracting Parties applying this Regulation shall not refuse to grant extensions of approval for vehicles which are not affected by the 05 series of amendments.”
