Proposal to amend and extend the existing requirements for odometers to include provisions on:

1. accuracy of the on-board odometer mileage values,
2. anti-tampering of the on-board odometer mileage values and
3. accuracy and anti-tampering of the odometer mileage values displayed to the driver.
