10. (c) | Regulation No. 13-H

54. The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/6 removing (as suggested by the IWG on IWVTA) the provisions on ESC and Brake Assist Systems (BAS) from Regulation No. 13-H, taking into consideration the comments received at previous sessions of GRRF as well as the transitional provisions proposed by the expert from UK in ECE/TRANS/WP.29/GRRF/2016/10. He introduced ECE/TRANS/WP.29/GRRF/2016/7 proposing a new Regulation on BAS. He also introduced a proposal for a new Regulation on ESC (ECE/TRANS/WP.29/GRRF/2016/8). After discussion, GRRF agreed on the revised proposals in GRRF-81-23, GRRF-81-24 and GRRF-81-25.

56. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/7 as amended by Annex VIII to the report and requested the Secretariat to submit it to WP.29 and AC.1 for consideration and vote in June 2016.

10. (c) | Regulation No. 13-H

45. The expert from OICA introduced GRRF-79-05, GRRF-79-06 and GRRF 79 07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13 H (ECE/TRANS/WP.29/GRRF/2014/10). GRRF agreed that further work e.g. on the transitional provisions, was necessary to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. The expert from UK agreed to lead an ad-hoc group of interested members on addressing the transitional provisions, to establish a methodology for all of the regulations that would need to be separated for IWVTA. GRRF agreed to reconsider this proposal at its September 2015 session.

48. The expert from OICA announced that GRRF-76-13, GRRF-76-14, GRRF-76-18, GRRF-76-22 and GRRF-76-23 had been replaced by GRRF‑78‑19, GRRF‑78‑20 and GRRF‑78‑21.

49. The expert from OICA introduced the new documents as well as the proposals for separate UN Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from UN Regulation No. 13‑H (ECE/TRANS/WP.29/GRRF/2014/10). The Chair recalled the purpose of GRRF-76-33 and GRRF-76-34. OICA stated that GRRF-76-34 had been taken into account when drafting the proposals above. He introduced GRRF-78-29 proposing to delete the k-test method prescribed in Annex 7 and only keep the method prescribed in Appendix 2 to Annex 6 to align the UN Regulation with GTR No. 8. GRRF agreed to reconsider this proposal at its seventy-ninth session.

51. GRRF agreed to resume consideration of this agenda item at its February 2015 session, based on three revised proposals by OICA and CLEPA.

10. (b) | Regulation No. 13-H

36. The expert from OICA introduced a proposal for a draft Regulation on Brake Assist Systems (ECE/TRANS/WP.29/GRRF/2014/11 amended by GRRF-76-14 and GRRF-76-33) and a proposal for a draft Regulation on Electronic Stability Control (ECE/TRANS/WP.29/GRRF/2014/12 amended by GRRF-76-13). Addressing the open question on how to deal with the original Annex 8 of Regulation No. 13-H, he presented GRRF-76-40 and the corresponding proposal amending the draft mentioned above (GRRF-76-22 and GRRF-76-23). GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.
