Amended proposal for formal document WP.29/2018/134 on transitional provisions, specifically to correct an error regarding new series type approval transition provisions which should have read “2012” rather than “2010” as erroneously used in the original submission.

Proposal to amend the transitional provisions in order to explicitly confirm that approvals granted prior to the respective supplements to the 01 and 02 series of amendments and the establishment of the new guidelines on UN Regulation procedures (documents WP.29/2017/107 including Corrigendum 1 and Addendum 1) will continue to be accepted. This amendment confirms the understanding that the new procedures apply only to new approvals and do not affect previous approvals.
This proposal (WP.29/2018/134), as amended by para. 116 of the session report, was adopted by the World Forum. Thirty-nine Contracting Parties out of the 48 applying UN R100 were present for the vote by AC.1. Thirty-nine voted in favor with zero against and zero abstaining.

Proposal to:
harmonize airbag warning labels regarding the correct use of a child restraint system in a seating position equipped with an activated frontal airbag in order to prohibit the display of additional information unrelated to child safety, and
clarify that only a 3-point-belt shall be permitted for the driver seating position in order to address differing interpretations among Technical Services regarding which requirements apply for driver position seat-belt approval.
As from 1 September 2020, authorities will not be obliged to accept applicable type approvals to the preceding series of amendments that were first issued on or after 1 September 2020. As from 1 September 2022, they will not be obliged to accept any applicable approvals to the preceding series. These transitional provisions only apply to vehicles equipped with airbags. Approvals for seat belt and restraint systems remain valid.
This proposal (WP.29/2018/141) was adopted by the World Forum. Thirty-seven Contracting Parties out of the 47 applying UN R16 were present for the vote by AC.1. Thirty-seven voted in favor with zero against and zero abstaining.

UN R17: Proposal for the 09 series of amendments
Proposal to require seat belt components such as retractors to remain functional if damaged during the load-retention test according to Annex 9 of UN R17. Such components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation and require post-test inspection to confirm the continued functionality. The transitional provisions phase in the new requirements during September 2020-September 2022.
