49. The expert from the Republic of Korea introduced GRSP-72-12, indicating issues on the level of impact safety performance of bumper systems with autonomous driving systems. GRSP agreed to discuss the issues (GRSP-72-12) in the framework of activities of the Task Force Autonomous Vehicle Regulatory Screening (TF AVRS).
50. The expert from Germany introduced GRSP-72-43 on the outcome of TF AVRS work. He explained that at the first meeting of TF, it was clarified the way forward among the leaders of the Task Forces on AVRS of the other Working Parties. He added that excel files with the result of the screening the UN Regulations and UN GTRs under the responsibility of GRSP would be available for further discussion on the UN wikipage of GRSP TF AVRS. However, he indicated that endorsement of the outcome of work of TF at the May 2023 session of GRSP, would require a postponement of the deadline indicated by WP.29 (March 2023 session of WP.29).
51. GRSP agreed that its Chair, through its highlights of the session, would seek endorsement of WP.29 to postpone the outcome of results of TF-AVRS to the June 2023 session of WP.29.

18. The Chair of GRVA introduced the inventory of best Automated Driving Systems (ADS) storage practices titled “Review of the national / regional activities and a proposed way forward for DSSAD” (WP.29-188-06), GRVA recommendations on ADS external light-signalling (WP.29-188-10) and the amendment proposal to the Framework Document on Automated Vehicles (FDAV) (WP.29-188-12). WP.29 endorsed these documents and requested the secretariat to distribute WP.29-188-06 (unchanged) and WP.29-188-12 (amending the mandate extension of the IWG on Cyber Security and Over the Air (CS/OTA) issues to November 2024), with official symbols at the next WP.29 session.

137. The Secretary presented GRVA-11-26, a publication (brochure) that UNECE would publish within the next months, dealing to technological developments and governmental responses at international level, related to ADAS and ADS. The expert from France asked whether the publication could be also published in French.
138. GRVA welcomed the draft publication of UNECE “all you need to know about Automated Vehicles” and agreed that delegations should send comments until 15 October 2021.

100. The expert from OICA suggested GRVA to initiate early discussions on its programme of work for 2023. He highlighted that, apart from a few exceptions, the framework document only provided clarity on the items to be delivered in 2022. He asked which follow-up activities for GRVA would be defined, once the IWGs on FRAV and VMAD would have completed their activities until November 2022. GRVA agreed to start discussions regarding its 2023 programme of work at its next session in May 2022.
101. The Secretary mentioned that the brochure based on GRVA-11-26, presented in September 2021, was published after having taken into account all comments received.

109. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspections (PTI) reported to WP.29 on the activities of the IWG at its twenty-first, twenty-second and twenty-third sessions, which took place in April, May and June 2021, in a virtual format (WP.29-184-08). He informed delegates that IWG on PTI had revised its terms of reference and submitted it for consideration by the World Forum. He stated that the IWG had completed the development and submitted for approval to WP.29 the framework document on vehicle whole-life compliance, which contained definitions, a safety and environmental vision, working principles, and a whole-life compliance principles based on a risk assessment approach. In addition, he introduced the work of the IWG concerning a draft proposal for amending UN Rule No. 1 and the WP.29 recommendation on application of Particulate Number (PN) measurement at PTI, as well as the work towards the development of the draft Guidance for road-side technical inspections and enforcement.
110. The representative of the Russian Federation, Co-Chair of the IWG on PTI introduced the updated draft terms of reference of the IWG (WP.29-184-09). The World Forum endorsed the updated draft terms of reference, as amended in session (WP.29-184-09/Rev.1). He also introduced the draft Framework document on vehicle whole-life compliance (WP.29-184-10).
111. The representative of the Netherlands, Chair of GRPE, congratulated the IWG on PTI for the initiatives taken, and the forward-thinking activities introduced. He welcomed the approach of the IWG on PTI, and insisted both IWG on PTI and GRPE were already working closely together on the topic of lifetime compliance, especially looking at tampering and the links between the type approval and periodic technical inspection procedures. The Chair of WP.29 agreed a close collaboration was fully appropriate.
112. Upon detailed discussion pertaining to its contents, and further comments from representatives of the Russian Federation, CITA and OICA, WP.29 requested the draft Framework document on vehicle whole-life compliance as revised in session (WP.29-184-10/Rev.1) to be issued as an official document, circulated among all GRs for their comments and contributions and submitted for consideration at the November 2021 session of the World Forum.
