GTR 21: Improvement proposal for phase 4

Proposal to improve efficiency of test methods by adding a reference to SAE J1349 or applicable local regulations, in addition to UN R85 and ISO 1585, to para. 6.1.2. and para. 6.1.2.1., and delete the requirement for Current integration measurement from para. 5.2.1. The additions provide consistency throughout the regulation and clarify that test results obtained in accordance with applicable local regulations are considered valid. The deletion removes an inconsistency whereby only Current integration measurement specifies a frequency of 20 Hz, while other items specify at least 10 Hz, and eliminates inapplicable wording carried over from UN R154.

GTR 21: Proposal to introduce provisions for fuel-cell vehicles (FCV)

Proposal to:

  • Amend para. 2.1.(a) to include fuel cell electric vehicles that have more than one propulsion energy converter,
  • Add fuel cell electric vehicle preparation requirements to para. 6.3. requiring run-in in accordance with manufacturers recommendations and at least 300 km of fuel cell run-in with hydrogen refueled in accordance with manufacturers recommendations,
  • Amend para. 6.5. to include FCEVs in initial REESS charge requirements,
  • Amend para. 6.8.1. to include fuel cell temperature in operational metrics to be monitored and recorded throughout the test,
  • Retitle para. 2.6. as Fuel cell architectures, and add paras. 2.6.1., 2.6.2., and 2.6.3. specifying power determination reference points and test procedures for fuel cell architectures.

GTR 25: Comments for further development of the GTR

Japan proposes to add a specific requirement for vehicle speed measurement frequency of 20 Hz in Table A3/1 of Annex 3, consistent with UN R154; revise para. 2.4 to clarify that both constant and transient cycles test methods are permitted; delete redundant text from para. 2.4.1 regarding test cycle requirements; and delete from para. 5.1 the requirement that resolution and method for SOCE availability be determined in agreement with authorities, as these are already specified.

Electromagnetic Compatibility: Agenda for the 54th (September 2026) session

Lamps Under Parked Conditions: Agenda for the 12th (September 2026) session

GRSP AV Screening: Minutes of the 27th (July 2026) session

Minutes from the 27th meeting of GRSP TF on AVRS held Wednesday 1st July 2026 online. The agenda and previous minutes were approved. EC reported from June WP.29-199 TF Expert FADS and presented WP.29-199-19. GRSP TF AVRS must complete crashworthiness regulation for Category Y and Pedestrian Protection R127, GRE TF AVSR ADS marker lamps, GRE IWG EMC refinements for ADS in 10R08, and GRPE TF AVRS amendments to UN Regulation No. 154. Regarding amendment proposals to UN Regulations Nos. 35 (ECE/TRANS/WP.29/2026/104) and 68 (ECE/TRANS/WP.29/2026/146), AC.1 postponed voting to the next session due to required quorum not being attained. EC presented updates on Y-category regulatory framework for N1, Y-category Pedestrian Protection UN Reg 127, and UN Regulation No. 42 and 134. Next meetings scheduled 4th September, 5th October, week 4, 24th November or 1st December, and 7–11 December.

CS/OTA Task Force: Minutes of the 39th (September 2026) session

The UN IWG on Cyber Security and OTA issues held its 39th session on 3 September 2026. The provisional agenda (TFCS-38-01/Rev.3) and minutes from the 38th session (TFCS-38-13) were adopted. Regarding R155 amendments: multistage vehicle proposals (GRVA/2026/28, GRVA/2026/29, TFCS-39-08) will be submitted as informal documents with a merged paragraph; component approval proposals (TFCS-39-04) had STU references removed and discussion continues; remote operation for ADS proposals were not discussed but participants are invited to consider a general refresh of Annex 5. RXWIN application proposals (TFCS-39-05, TFCS-39-06, TFCS-39-07, TFCS-39-08, TFCS-39-09, TFCS-39-10, TFCS-39-11, TFCS-39-12) were presented; items 1, 4, and 6 were agreed, item 5 was agreed in principle, and items 2 and 3 regarding R155 and R157 applicability require revised wording. Netherlands expressed concerns about vehicle discontinuation and multiple type approvals. Administrative provisions regarding Type Approval Authority for CSMS/SUMS (GRVA/2026/30, TFCS-39-02, TFCS-39-07) were discussed without consensus. Out-of-scope vehicle approvals (TFCS-38-03) discussion was deferred to a separate workshop. Two informal documents will be provided to GRVA.

EqOp: Preparation for the workshop on frontal collisions

This document provides background material for an IWG EqOP workshop scheduled for November 2026 in Tokyo to draft conceptual ideas for assessing robustness of vehicles in frontal crashes using a holistic approach complementing current ATD-based requirements. The workshop aims to protect occupants of varying body height, weight, shape, and seating position by maintaining structural integrity and effective safety systems. Two sessions are planned: identifying issues needing solutions through field data and EqOP priorities from GRSP-78-07, and reviewing regulatory solutions including current regulations R16, R94, and R137, with consideration of ATD and HBM roles.
