IMMA comments on the latest changes to the draft global technical regulation on motorcycle crankcase and evaporative emissions.

The current draft GTR refers to the ISO 15031-3 16-pin connector which was developed for road vehicles (e.g., cars). ISO15031-3 is not suitable for use in all motorcycles/mopeds since such connectors need to satisfy specific requirements such as watertightness and smaller size.

ISO SC38/WG4 recently adopted ISO DIS 19689 for an OBD connector that satisifies needs for watertightness, size (6 pins), optimized contacts, accessibility and chemical resistance. Publication of ISO 19689 is expected in April 2016. IMMA thus proposes to make reference to this ‘PTW specific’ connector standard.

Proposals to modify the draft Supplement 5 to UN R28:

On new para. 14.3.6.: editorial clarification. (The purpose of fixing the height should be restricted for taking measurement in a particular test.)

On para. 6.2.1.1. and para. 6.2.1.3.: Since sound level meters on the market don’t meet the latest standard yet, IMMA proposes to use same IEC standard as in ECE R51.03: IEC 61672-1:2002.

Proposal to clarify the test procedure by explicitly excluding first gear where possible from the ASEP control range.

UN R51 specifies that conditioning of a silencing system is necessary only in cases where exhaust gases come into contact with silencer fibrous materials. This proposal would apply the same concept in L category noise regulations.

IMMA comments on the Chinese proposal to clarify the requirements of UN R10, especially with regard to CISPR Standard 12, IEC Standards 61000-3-3 and 61000-3-11, and ISO Standard 11451-2.

Editorial corrections to the draft GTR on L-category vehicle OBD systems.

Proposal for amendments to the draft 04 series of amendments to Regulation No. 78. The draft 04 series proposes to align UN R78 with the provisions for anti-lock braking systems used in other regulations, including specific exemptions for certain off-road vehicles as incorporated in UN Regulation No. 13. The proposal clarifies the limits on the use of any temporary ABS deactivation switch and prohibition against permanent disabling of ABS if fitted on a motorcycle.
