The depositary notification for the new UN Regulation on the approval of light vehicles with automatic emergency braking systems was received on 17 July by the UN Secretary-General’s office. As a result, the new UN R152 will become effective from 17 January 2020. During this interim period, governments may notify the UN of their intention not to apply the regulation.

WP.29 has adopted the proposals for new UN Regulations on light-signalling devices (LSD), road-illumination devices (RID), and retro-reflective devices (RRD). The new regulations have been tentatively numbered UN R148, R149, and R150, respectively. As a result, they can now be found under the "UN(ECE) Regulations" section of GAR. The Simplification of Lighting Regulations remains a developmental program with amendments to the three new regulations to emphasize technology-neutral, performance-oriented requirements and test methods expected by the end of next year.

The three new regulations will be the basis for new lighting device type approvals towards the end of 2022 (based upon the transitional provisions for ending approvals under the current device regulations 24 months after the entry into force of these new regulations). The current regulations affected by this change are UN R3, R4, R6, R7, R19, R23, R27, R38, R50, R69, R70, R77, R87, R91, R98, R104, R112, R113, R119, and R123.

WP.29 has adopted a new UN Regulation for the type approval of vehicles equipped with blind-spot information systems (BSIS). BSIS aims to prevent close-proximity cyclist collisions and fatalities during heavy vehicle curb-side turns. BSIS are expected to become mandatory for vehicles over 8 tonnes under forthcoming EU legislation.

The US National Highway Traffic Safety Agency (NHTSA) has issued a Notice of Proposed Rulemaking (NPRM) to harmonize the Federal Motor Vehicle Safety Standard (FMVSS) No. 305, “Electric-powered vehicles: Electrolyte spillage and electrical shock protection,” with GTR 13 and GTR 20. The amendments would clarify the direct contact protection requirements that apply to high voltage connectors and explicitly permit the use of high voltage connectors that cannot be separated without the use of tools.

The World Forum has decided to postpone adoption of the new UN Regulations on Light-Signaling Devices, Road Illumination Devices, and Retro-Reflective Devices as well as the amendments that would “freez” the current lighting regulations. These proposals will be considered during the March 2019 session. The postponement was due to late changes to the proposals which precluded the European Commission from expressing the will of its members until it receives approval from the member states on the changes.

Nigeria has joined the World Forum/WP.29. According to the Office of the UN Secretary General, Nigeria acceded to the 1958 Agreement, the 1997 Vienna Agreement (PTI), and the 1998 Global Agreement (GTR) on 18 October. Nigeria’s accession enters into force on 17 December 2018.

The UN in Geneva is updating the architecture of its “wiki” server. This server hosts all the WP.29 informal group web pages. While we look forward to the result, the fact is that access to the informal group pages may be down periodically. Because GAR delivers the original UN documents, we also lose access. We regret any inconvenience and want to make sure users are aware of the UN server upgrade so you don’t waste time trying to figure out why certain downloads don’t work. The UN IT folks are very good about limiting downtime, so hopefully full access will be restored shortly.

Supplement 1 refines the scope by replacing the phrase “can travel” by “can be propelled” in order to clarify that the regulation does not apply to vehicles using using electrical systems for purposes other than propulsion (e.g., energy recuperation).

The 01 series additionally prohibits driver activation of a “pause system” (e.g., temporary deactivation of the audible alert signal) while driving, but allows the manufacturer to activate or deactivate AVAS by regional coding according to legal requirements of individual markets.

My apologies for the site being down since last Saturday. The hosting service used by GAR is closing a data center we’ve used since I started this site in 2008. This change required the migration of our site to a new data center using a different architecture. Unfortunately, the migration did not go as planned and the site was temporarily lost while I basically rebuilt a new server. Anyhow, by some miracle, GAR is back up again. I expect to have to do some additional work to get everything squared away, but I will keep this to the weekends. The Final Declaration of the 2017 G7 Transport Ministers has been published. The declaration specifically encourages WP.29 to “work on the fundamental technical principles, including appropriate performance metrics and test procedures for demonstrating the effectiveness and safety” for automated driving systems and connected vehicles. At the same time, the declaration affirms the Transport ministers’ commitment “to identify and remove potential barriers in existing regulations to the introduction of automated and connected driving technologies.”
