(“ambient or engine temperatures”) and the second sentence, where “or engine” was missing to avoid misunderstanding and ambiguity. Engine temperature is sometimes used as a substitute for ambient temperature. In this case, the engine temperature is evaluated once after a longer engine shut off phase. Only in this case an approval is necessary, as this is the only case, where an OBD monitor is disabled for the complete trip. WP.29/2014/40: Proposal to align the regulation with the full requirements for vehicles that meet “special social needs” under the regulatory framework of the European Union. In response to the extension of the scope of Euro VI legislation down to 2380 kg vehicles, this proposal would also add an exemption to take into account overlap between UN R83 and UN R101 with regard to light-duty vehicle CO2 emissions and fuel/energy consumption. This proposal was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/3, as amended by para. 25. of the session report and document GRPE/2014/7, not amended.

WP.29/2016/108: UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83. The proposal also makes several corrections and clarifications (see document GRPE/2016/11) with respect to extensions of approval, reduction in efficiency of the catalytic converter with respect to emissions of NMHC and NOx, and OBD. With 37 of the 47 Contracting Parties applying UN R83 present and voting, AC.1 adopted document WP.29/2016/108, No per the session report, by a vote of 37 in favor, 0 opposed, with 0 abstaining.

11. The Secretary of GRPE presented ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 on transitional provisions to be introduced in Regulations Nos. 83 and 101 as an interim solution while the Worldwide harmonized Light vehicles Test Procedure (WLTP) is transposed into the 1958 Agreement. He explained that these documents were prepared by the Secretariat as agreed by WP.29 at its June 2016 session. Following the request of WP.29 and taking into account the urgency of the topic, he explained that the three proposals were already submitted to WP.29 and AC.1 for consideration and vote at their March 2017 sessions, but subject to the endorsement of GRPE at this session.
12. The expert from OICA presented GRPE-74-16 on some modifications to the wording of ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44. The expert from EC stated that he was not in the position to accept the changes introduced by GRPE-74-16.
13. Following the discussion, GRPE endorsed ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 to be further considered by WP.29 and AC.1 at their March 2017 sessions.
75. The representative of the Netherlands, Chair of GRPE presented ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 on the introduction of transitional provisions in Regulations Nos. 83 and 101. He mentioned that GRPE endorsed the three documents at its January 2017 session. He recalled that the documents were prepared by the Secretariat at the request of WP.29 at its June and November 2016 sessions. He explained that the transitional provisions were an interim solution until a UN Regulation implementing WLTP was in place. He mentioned that the transitional provisions would prevent Contracting Parties that implement gtr No. 15 (WLTP) at an earlier stage to cease applying Regulations Nos. 83 and 101.
76. The representative of the Russian Federation introduced WP.29-171-27. He mentioned his understanding about the need of the proposal in ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44, but he expressed his concerns on whether the content was fully in line with the 1958 Agreement. He explained the need of the Russian Federation to consult with partners from Euroasian Economic Union before adopting these amendments.
77. The representative of the Euroasian Economic Commission (EEC) stated that EEC harmonizes legislation on transport in line with UN Regulations. He expressed his concerns on the tabled proposals (ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44) and he explained that previous consultation within EEC members before adoption of the proposals would be appreciated.
78. The Vice-Chair of WP.29 underlined that the introduction of such transitional provisions into Regulations Nos. 83 and 101 may lead to confusing situations and certain abuses.
79. The representative of OICA noted that the transitional provisions were expected to maintain the possibility to grant approvals according to UN R83.07 (or earlier version) and UN R101 even by Contracting Parties that would refuse those approvals after the introduction of mandatory application of emission legislation based on WLTP.
80. In this sense, he remarked that the derogation mentioned in the proposed transitional provisions in fact was referring to the obligation to refuse vehicles approved to the 07 series of amendments o Regulation No. 83 (or its 06 series of amendments) or Regulation No. 101 on the territory of the Contracting Party that already had implemented WLTP, and would not derogate to the possibility to grant approval according to the above UN Regulations for export to other countries. WP.29 confirmed this interpretation.
81. The World Forum considered the draft amendments under items 4.10.1 and 4.10.3 and recommended their submission to AC.1 for voting.

He recalled that ECE/TRANS/WP.29/2016/28 had been already submitted by the secretariat to WP.29 and AC.1 for consideration at their March 2016 sessions, subject to the endorsement of GRPE at this session, to reintroduce the sentence.
18. The expert from Germany agreed with ECE/TRANS/WP.29/2016/28 and announced the intention of Germany to submit a proposal at the next GRPE session to further improve the requirements on the total number of failures simulated when testing the malfunction indicator.

17. The expert from OICA presented GRPE-72-05 reproducing ECE/TRANS/WP.29/2016/28 aimed at reintroducing a sentence that was inadvertently deleted out in the original proposal and then in ECE/TRANS/WP.29/2015/57 adopted at the 166th session of WP.29. He recalled that ECE/TRANS/WP.29/2016/28 had been already submitted by the secretariat to WP.29 and AC.1 for consideration at their March 2016 sessions, subject to the endorsement of GRPE at this session, to reintroduce the sentence.
18. The expert from Germany agreed with ECE/TRANS/WP.29/2016/28 and announced the intention of Germany to submit a proposal at the next GRPE session to further improve the requirements on the total number of failures simulated when testing the malfunction indicator.
19. GRPE endorsed ECE/TRANS/WP.29/2016/28 to be considered by WP.29 and AC.1 at their March 2016 sessions.
69. The World Forum considered the draft amendment under agenda item 4.15.2 and recommended its submission to AC.1 for voting.

WP.29/2016/109: UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83. The proposal also makes several corrections and clarifications (see document GRPE/2016/11) with respect to extensions of approval, reduction in efficiency of the catalytic converter with respect to emissions of NMHC and NOx, and OBD.

11. The Secretary of GRPE presented ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 on transitional provisions to be introduced in Regulations Nos. 83 and 101 as an interim solution while the Worldwide harmonized Light vehicles Test Procedure (WLTP) is transposed into the 1958 Agreement. He explained that these documents were prepared by the Secretariat as agreed by WP.29 at its June 2016 session. Following the request of WP.29 and taking into account the urgency of the topic, he explained that the three proposals were already submitted to WP.29 and AC.1 for consideration and vote at their March 2017 sessions, but subject to the endorsement of GRPE at this session.
12. The expert from OICA presented GRPE-74-16 on some modifications to the wording of ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44. The expert from EC stated that he was not in the position to accept the changes introduced by GRPE-74-16.
13. Following the discussion, GRPE endorsed ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 to be further considered by WP.29 and AC.1 at their March 2017 sessions.
75. The representative of the Netherlands, Chair of GRPE presented ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44 on the introduction of transitional provisions in Regulations Nos. 83 and 101. He mentioned that GRPE endorsed the three documents at its January 2017 session. He recalled that the documents were prepared by the Secretariat at the request of WP.29 at its June and November 2016 sessions. He explained that the transitional provisions were an interim solution until a UN Regulation implementing WLTP was in place. He mentioned that the transitional provisions would prevent Contracting Parties that implement gtr No. 15 (WLTP) at an earlier stage to cease applying Regulations Nos. 83 and 101.
76. The representative of the Russian Federation introduced WP.29-171-27. He mentioned his understanding about the need of the proposal in ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44, but he expressed his concerns on whether the content was fully in line with the 1958 Agreement. He explained the need of the Russian Federation to consult with partners from Euroasian Economic Union before adopting these amendments.
77. The representative of the Euroasian Economic Commission (EEC) stated that EEC harmonizes legislation on transport in line with UN Regulations. He expressed his concerns on the tabled proposals (ECE/TRANS/WP.29/2017/42, ECE/TRANS/WP.29/2017/43 and ECE/TRANS/WP.29/2017/44) and he explained that previous consultation within EEC members before adoption of the proposals would be appreciated.
78. The Vice-Chair of WP.29 underlined that the introduction of such transitional provisions into Regulations Nos. 83 and 101 may lead to confusing situations and certain abuses.
79. The representative of OICA noted that the transitional provisions were expected to maintain the possibility to grant approvals according to UN R83.07 (or earlier version) and UN R101 even by Contracting Parties that would refuse those approvals after the introduction of mandatory application of emission legislation based on WLTP.
80. In this sense, he remarked that the derogation mentioned in the proposed transitional provisions in fact was referring to the obligation to refuse vehicles approved to the 07 series of amendments o Regulation No. 83 (or its 06 series of amendments) or Regulation No. 101 on the territory of the Contracting Party that already had implemented WLTP, and would not derogate to the possibility to grant approval according to the above UN Regulations for export to other countries. WP.29 confirmed this interpretation.
81. The World Forum considered the draft amendments under items 4.10.1 and 4.10.3 and recommended their submission to AC.1 for voting.

This aligns UN R83 with EU Directive 2007/46/EC where approvals of vehicles with a reference mass less than 2,610 kg can be extended to special purpose vehicles exceeding 2,840 kg (e.g., armored vehicles).
