Discussion from 152nd WP.29 session (9-12
Nov 2010)
|
44. The World Forum resumed consideration of the guidance requested by GRSG on the introduction of a concept of Revisions of type approvals in the framework of the 1958 Agreement on the basis of ECE/TRANS/WP.29/2010/111 proposing Supplement 5 to the 02 series of amendments to Regulation No. 46 (Devices for indirect vision) (see ECE/TRANS/WP.29/1087, para. 45). The representative of OICA introduced WP.29-153-27 clarifying the concerns expressed by Japan at the previous session.
45. The Chair of GRE agreed to adopt documents ECE/TRANS/WP.29/2010/111 and WP.29-153-27, however, as the definitions of “revision” and “extension” of type approvals may affect manufacturers of vehicle lighting and light signalling, he asked WP.29 to leave this item including WP.29-153-26, on the agenda of the June session to allow for potential comments from GRE experts. The Chair of GRRF wondered if WP.29-153-26 in seeking clarification on the extensions to type approvals was linked to the proposal by GRSG. WP.29 agreed with the Chair’s suggestion to have a final review of the proposals at the June 2011 session relying on OICA to advise on the relationship between both issues.
45. The World Forum was asked to provide guidance on the introduction of the concept of revisions of type approvals in the framework of the 1958 Agreement on the basis of a proposal for Supplement 5 to the 02 series of amendments to Regulation No. 46 (Devices for indirect vision). The representative of Japan expressed some concerns and the World Forum agreed to continue consideration of this concept for possible application to all Regulations annexed to the 1958 Agreement at its March 2011 session.
28. The expert from the Netherlands presented ECE/TRANS/WP.29/GRSG/2011/22 (superseding GRSG-100-13) proposing the concept of extension in the communication form of Regulation No. 61 (External projections of commercial vehicles). GRSG noted that a concrete proposal (ECE/TRANS/WP.29/2011/152) on this subject was on the agenda of the November 2011 session of WP.29 (see WP.29 report: ECE/TRANS/WP.29/1093, para. 51). GRSG agreed to resume consideration of the matter at its next session on the basis of a revised proposal by the Netherlands, taking into account the final decision of WP.29.

WP.29/2016/89: Proposal to change the latency for scanning a field of vision (total process of scanning, rendering and reset to its initial position) from a maximum of 2 seconds to a maximum of 200 ms. This proposal corresponds to the current state of technology and removes a contradiction within the regulation between paragraphs 6.2.1.2. and 6.2.2.3.4.3. (the latter introduced via supplement 2 to the 04 series of amendments). With 35 of the 43 Contracting Parties applying UN R46 present

WP.29/2017/113: Proposal to correct paragraph 16.1.3.1. as follows: "The minimum and the average magnification factors of the CMS, in both horizontal and vertical directions shall not be lower than the minimum average magnification factors indicated below." The latter reference to "minimum average" should be deleted since the subsequent text provides the required minimum and average magnification factors.
The proposal also corrects the cross-reference in paragraph 6.3.3.2. where “the test shall satisfy the conditions laid down in paragraph 6.1.3. of this Regulation” should refer to paragraph 6.1.1.3. and aligns the communication form with with the scope of the Regulation regarding vehicle categories (adding category L). With 34 of the 45 Contracting Parties applying UN R46 present
and voting, AC.1 adopted document WP.29/2017/113 by a vote of 34 in favor,

WP.29/2018/123: Proposal to clarify that overlays may only be used to convey “safety-related rearward vision information.” The proposal addresses confusion regarding circumstances under which the provision of information through overlays is permissible. The proposal also amends the French text. The overall proposal aims to make clear that overlays may convey safety information regarding the rearward environment of the vehicle and are not necessarily limited only to when the vehicle is moving in reverse. The proposal also aims to restrict the information to rear-vision safety. Other information, not related to the rear view, should never appear within the defined field of view. The proposal also corrects the omission of Class VII devices from the communication form described under Annex 3 of the regulation, as previously adopted for Revisions 5 and 6. With 37 of the 46 Contracting Parties applying UN R46 present
and voting, AC.1 adopted document WP.29/2018/123 by a vote of 37 in favor,
0 opposed, with 0 abstaining.

Discussion from 116th GRSG session (8-12
Apr 2019)
|
28. The expert from EC, Chair of IWG on VRU-Proxi, reported on the group’s decision to withdraw ECE/TRANS/WP.29/GRSG/2019/10 on a new 05 series of amendments to UN Regulation No. 46 and to submit instead a new draft UN Regulation on devices for reversing motion and driver’s awareness of vulnerable road users behind the vehicle (GRSG-116-36). He added that the new UN Regulation would address a broader scope, i.e. direct and indirect vision devices, and other detection devices. He sought the advice of GRSG on this new IWG approach. GRSG noted the requests by Italy and Sweden to apply these devices also on incomplete vehicles and, if possible, to already include it into the International Whole Vehicle Type Approval (IWVTA) scheme. GRSG endorsed the new IWG approach.
29. The Chair of VRU-Proxi announced that IWG would further review the terms of reference to extend the mandate for developing reversing safety by one additional year and to circulate, if possible, the new draft UN Regulation as an official document, for consideration by GRSG at its next session.
30. GRSG welcomed the good work progress and noted that the next meeting of IWG on VRU-Proxi was scheduled to be held in Berlin (Germany) on 17–19 June 2019.
