74. The World Forum considered the draft amendments under agenda items 4.8.1 to 4.8.10 and recommended their submission to AC.1 for voting subject to the editorial correction below:
75. Agenda item 4.8.1, in ECE/TRANS/WP.29/2016/98, paragraph 12.1, correct "granted/refused/extended/withdrawn,2 " to read: "granted/extended,2 ".
19. The expert from the Netherlands informed GRSP on the progress of work of the “Task Force (TF) on Energy absorption of seats” (former group of interested experts on new restraint system technology). He clarified that the group had decided that eventually there was no need to develop further amendments to the Regulation. He added that Supplement 8 to the 06 series amendments to Regulation No. 16 (ECE/TRANS/WP.29/2016/98), adopted by WP.29 at its November 2016 session, was sufficient to cover the energy absorption requirements of the rear part of seat backs. Accordingly, he announced that the activity of the TF was dissolved. GRSP agreed to remove ECE/TRANS/WP.29/GRSP/2015/27 from its agenda.

WP.29/2017/59: Proposal to add new CRS fixtures and otherwise align UN R16 with changes introduced through UN R129 (enhanced child restraint systems). Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN R129. These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. An additional “Reduced-Size Rearward Facing toddler CRS” fixture (ISO/R2x) was added to facilitate compatibility in small cars/seating positions. The ISO/B2 booster seat fixture was added in the i-Size concept. Lateral facing fixtures (ISO/L1 and ISO/L2) have been upgraded. The proposal also corrects figure 2 in Annex 1B to show the referenced zones A and B, to add the sentence “Non-rigid material of < 50 Shore A hardness may be removed in order to demonstrate that covered or padded rigid parts are not contacted by the head or the chest of the manikin during the test.” and makes editorial improvements. WP.29/2018/141: Proposal to:- harmonize airbag warning labels regarding the correct use of a child restraint system in a seating position equipped with an activated frontal airbag in order to prohibit the display of additional information unrelated to child safety, and
- clarify that only a 3-point-belt shall be permitted for the driver seating position in order to address differing interpretations among Technical Services regarding which requirements apply for driver position seat-belt approval.
As from 1 September 2020, authorities will not be obliged to accept applicable type approvals to the preceding series of amendments that were first issued on or after 1 September 2020. As from 1 September 2022, they will not be obliged to accept any applicable approvals to the preceding series. These transitional provisions only apply to vehicles equipped with airbags. Approvals for seat belt and restraint systems remain valid. 13. The expert from the Republic of Korea, Chair of the ad-hoc group on seat-belt reminders (SBR), introduced GRSP-75-12 to explain that were different interpretations to be solved on SBR activation when the safety-belts was unfastened. The expert from Spain argued that current provisions in the UN Regulation need changes. Furthermore, the expert from the Republic of Korea introduced ECE/TRANS/WP.29/GRSP/2024/2 to clarify the text of the UN Regulation. GRSP also noted ECE/TRANS/WP.29/GRSP/2024/6, tabled by the expert from Germany to clarify the buckle-opening test. GRSP endorsed in principle this last proposal. GRSP finally agreed to resume consideration on ECE/TRANS/WP.29/GRSP/2024/2, ECE/TRANS/WP.29/GRSP/2024/6 and ECE/TRANS/WP.29/GRSP/2023/32 (see ECE/TRANS/WP.29/GRSP/74, paragraph 19) at the December 2024 session of GRSP. The experts from Germany, Japan and the Republic of Korea were requested to adapt their respective proposals to the new adopted UN Regulations and to the 10 series of amendments to UN Regulation No. 16 (see paragraph 12 above).

GRSP also noted ECE/TRANS/WP.29/GRSP/2024/6, tabled by the expert from Germany to clarify the buckle-opening test. GRSP endorsed in principle this last proposal. GRSP finally agreed to resume consideration on ECE/TRANS/WP.29/GRSP/2024/2, ECE/TRANS/WP.29/GRSP/2024/6 and ECE/TRANS/WP.29/GRSP/2023/32 (see ECE/TRANS/WP.29/GRSP/74, paragraph 19) at the December 2024 session of GRSP. The experts from Germany, Japan and the Republic of Korea were requested to adapt their respective proposals to the new adopted UN Regulations and to the 10 series of amendments to UN Regulation No. 16 (see paragraph 12 above).
