Proposal to transpose requirements for new snow tyres (under UN R117) into UN R109 in order of avoid the exclusion of retreaded tyres from such applications/markets.

Proposal to amend Annex 7 and Annex 10. This proposal would:

1. change measurement units for drum speed in Annex 7 from min-1 to km.h-1 to align the requirements with other tyre regulations;
2. correct the wording from “speed category symbol” to “speed symbol” (as defined in para. 2.33);
3. correct the wording from “load capacity index” to “load index” (as defined in para. 2.32);
4. correct a reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1;
5. correct a boundary value of load index in Annex 7, Appendix 1;
6. delete in paragraph 2.1 in Annex 7, the possibility to use the 2.0 m drum diameter to perform the endurance test.

In Annex 10, the proposal aligns the text with Annex 7 of UN R117, 02 series of amendments, Supplement 5.

The proposal would also clarify provisions for the minimum heights for markings for tyres with nominal rim diameter codes ≥ 20 and nominal section width ≤ 235 and for tyres with nominal rim diameter codes < 20 and nominal section width > 235. The proposal also corrects tables and figures for the use of lowercase letter to denote tyre dimension specifications.

Addendum from GRRF to include provisions for PSI or kilopascal (kPa) markings and to clarify inflation pressure under the test procedures in the proposal for Supplement 9.

In order to have a Regulation on the retreaded tyres with definitions and provisions structured in the same way of those previously introduced in amendments of “new tyres” Regulations, this amendment:

1. Indicates that for the purpose of this Regulation “tyres” means “pneumatic tyres”, so all the text has been reviewed
2. Introduces a definition of :
   • “retreader” copy based on that “manufacturer” in the tyres regulations
   • Brand name", “Trademark”, “Trade description” and “Commercial name” as defined in the tyre regulations
   • Material manufacturer / material supplier
3. Takes into account the rounding rules (already approved in the other tyre regulations) for the calculation of width and diameter of the tyres
4. Aligns the title and the provisions of the para. 12 related to the names and addresses of Technical Services, Approved Laboratories and administrative Department with their equivalent in the tyres regulations

Proposal to align the provisions for retreaded tyres marked using the three-peak-mountain snow-flake (3PMSF) symbol with amendments to UN R117 and to restore the remainder of a sentence that was unintentionally deleted in paragraph 3.2.1. during a previous amendment procedure.

Proposal to align the provisions for retreaded tyres with parallel proposals for UN R54 and UN R117 and to cover all the tread materials and to allow upgrading of the service description of a used casing subject to meeting conditions for traceability.

Proposal to move provisions for snow grip performance of retreaded tyres and their classification as traction tyres from R109 into a new UN Regulation on type approval of retreaded tyres of classes C1, C2 and C3 with respect to their snow grip performance and/or classification as traction tyre.

Proposal to:

1. Correct the description of a tyre to exclude aspects outside the scope of UN R109


2. Clarify the definition of nominal rim diameter


3. Clarify the definition of principal grooves in line with the proposal for UN R54


4. Amend para. 6.4.4.2. to clarify that the UN R117 certificate may be used for obtaining the type approval under UN R172 of retreaded tyres classified as traction tyre


5. Simplify the wording of the requirements for professional off-road tyres


6. Replace “XXX” with the UN Regulation No. 172 in the references to the approval of retreaded tyres with regard to their snow performance and/or classification as traction tyre.

Proposal to delete the term “Supplier of the tread used for retreading process”, to delete “material manufacturer” in favor of “material supplier”, to simplify the list of tyres classified as a tyre for use in severe snow conditions and/or as traction tyre, to introduce a paragraph clarifying that the supplier of tread material dedicated to the retreading of tyres categorized as special use tyres shall provide to the retreader the “void to fill ratio” pertinent to such tread material, to correct a reference to “Appendix 2” to refer to “Schedule 1” of the 1958 Agreement, to delete the field for “Extension No.” in the Communication form since the extension is already in the Approval number, and to align wording with UN R54.
