Proposal for a temporary funding solution to enable the implementation of the DETA program pending conclusion of the process for funding DETA through the UN Regular Budget and/or Programme Budgetary Implications (PBIs) system.

The aim of this document is to propose that the Contracting Parties request the UN Secretariat to initiate a procedure for the Sole Source purchase of DETA, in accordance with the United Nations procurement procedures, Chapter 9 Section 9.10. This is due to the emergency of the implementing of DETA according to the provisions set out in Revision 3 to the 1958 Agreement1 expected to enter into force in September 2017.
