12. The expert from France introduced ECE/TRANS/WP.29/GRRF/2016/26 proposing amendments to Annex 12 of Regulation No. 13. The proposal received a general support. The expert from Germany noted that some modifications of editorial nature might be necessary. GRRF agreed to revisit this item at its next session, on the basis of a revised proposal, that the experts from France and Germany volunteered to prepare.
14. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2017/12 as amended by GRRF-84-04 (Justification), clarifying the verification of the sufficient movement on the balancer without having to take measurements underneath the trailer in a potentially unsecure position. GRRF adopted this proposal.
15. GRRF requested the secretariat to submit the three official documents above as draft Supplement 15 to the 11 series of amendments to Regulation No. 13 for consideration and vote by WP.29 and AC.1 at their March 2018 session.

17. The Secretary of the IWG introduced ECE/TRANS/WP.29/GRRF/2016/29 (amended by GRRF-82-27) with technical requirements for coupling devices for the purpose of modular vehicle combinations as well as “in-use” requirements for the combination of vehicles. The proposal, supported by GRRF, received some comments about the possibility to verify, at the time of type approval, the compliance with these “in use” requirements. GRRF questioned whether a driver could be requested to verify during a coupling phase the compatibility requirements defined in the proposal. The expert from CLEPA showed that calculation tools were available on the website of his company (www.vbg.se) and argued that it would be possible. GRRF agreed that this aspect of the proposal would need further consideration by the IWG who should recognise that new measures must be enforceable via type approval.
17. The expert from CLEPA also presented GRRF-81-06, proposing amendments to Regulation No. 55 in the case of Multiple Vehicle Combinations. GRRF as well as the IWG on MVC supported in principle the proposal and requested that the IWG on Regulation No. 55 prepares an official document for consideration at the next GRRF session.
18. The expert from CLEPA introduced GRRF-81-07, proposing the procedure to identify allowable combinations of performance values Dc and V for drawbar coupling equipment. The expert from the UK noted that an editorial correction would be needed in paragraph 4.1.1. and proposed to assist the Secretary of the IWG to prepare an official document for consideration at the next GRRF session.

21. The expert from Poland introduced ECE/TRANS/WP.29/GRRF/2016/32 proposing to introduce requirements in Regulation No. 55 imposing that a coupling device can only be installed on an M1 vehicle which was designed for its installation. The intention of the proposal received a general support. The expert from Denmark proposed that it should also apply to vehicles of category N1. The experts from the Netherlands and Spain noted that the text of the Regulation already contained provisions in that sense (a list with such provisions is available in the IWG working paper R55-07-06). GRRF supported the idea proposed and agreed to revisit this item at its January 2017 session on the basis of a revised proposal that the experts from Denmark, the Netherlands, Poland and Spain volunteered to prepare.
21. The expert from Poland informed GRSG about the purpose of ECE/TRANS/WP.29/GRSG/2016/4, proposing to insert into UN Regulation No. 55 an amendment imposing a new general constraint for granting component type-approval for mechanical coupling devices dedicated to category M1 vehicles only if they were designed to tow trailers. He announced the submission of the document to GRRF for consideration at its next session in September. GRSG endorsed that position and agreed to remove the agenda item.
Item w14 (Coupling installed to vehicles without towable mass) (GRSG/2016/4)
This item was originating from Poland that had brought it up at the TAAM. It concerns retrofitting a coupling (class A) to a vehicle not having a towable mass assigned by the vehicle manufacturer. Would it be possible to have this installation approved? The general opinion was that it is not possible to have such a vehicle approved according to regulation 55. There is no a possibility make a change to regulation 55 to have such an approval. The argument around this issue went like this. Assigning a towable mass to a vehicle includes a rigorous testing and analysis by the vehicle manufacturer. There are uphill tests, stability test, slalom test, cooling system capacity tests, endurance test for the fixing points, braking system tests, … A vehicle not having a towable mass assigned by the vehicle manufacturer has not been subject to these tests. Accordingly it cannot have a coupling with D-, Dc-, S- or V- value installed. If such installations shall anyway be brought up for an approval it shall be shown that the relevant tests as required by the vehicle manufacturer to assign a towable mass have been carried out. It is the general opinion of the working group that it is a bad practice to install a class A coupling for the sole purpose to enable the usage of special appliances as e.g. bicycle carriers. If such arrangements are still on the agenda it is the opinion of this working group that measures shall be taken that excludes the installation can be used to tow a trailer. Detailed regulation for appliances aimed at other applications than towing a trailer shall be the subject for the GRSG to consider.
20. The Chair of GRRF recalled the purpose of ECE/TRANS/WP.29/GRRF/2016/32, aimed at imposing a new general constraint for granting component type-approval for mechanical coupling devices dedicated to category M1 vehicles only if the vehicle type is designed to tow trailers. An ad hoc group of experts proposed an alternative wording, in GRRF-83-25-Rev.1.
21. GRRF adopted the proposal as reproduced in Annex III and requested the secretariat to submit it as part of the Supplement 7 to the 01 series of amendments to Regulation No. 55 (Mechanical coupling) to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

34. The expert from France introduced ECE/TRANS/WP.29/GRRF/2016/37 proposing clarifications in line with those proposed previously to Regulations Nos. 30, 54 and 117. GRRF adopted this proposal and requested the secretariat to submit it as draft Supplement 16 to Regulation No. 75 (Tyres for motorcycles/mopeds) to WP.29 and AC.1 for consideration and vote at their March 2017 sessions.

c) Adopt a common definition and use of the terms "Manufacturer’s name"," Brand
name", "Trademark", "Trade description" and "Commercial name" and their links;
d) Clarify the designation of the categories of use;
e) Remove the word "normal" in the definition of "Reinforced" tyre to avoid confusion
with the category of use "normal";
f) Add some information in the certificate to the attention of the Type Approval
Authorities for making easier the relationship between this one and the products.

e) Add information in the certificate to clarify the relationship with the certified products;
f) Align definitions with Regulation EU 167/2013 which defines vehicles in category S as “interchangeable towed equipment” and includes tread patterns for ‘implement traction tyres’ that consist of blocks rather than lugs or cleats;
g) Eliminate redundant marking requirements;
h) Clarify the inflation pressure to be used for measurements and tests and related tyre markings;
i) Align the current rules for calculating the dimensional limits in accordance with ISO, all major tyre standards, and as proposed for UN R30, R54, and R75.

35. The expert from ETRTO presented ECE/TRANS/WP.29/GRRF/2016/38, proposing amendments on tyre markings, similar amendments to those proposed by the expert from France (see ECE/TRANS/WP.29/GRRF/2016/37) and harmonized provisions with those in another EU Regulation (namely Regulation EU 167/2013) which defines vehicles of Category S as “interchangeable towed equipment”. GRRF amended the proposal, as reflected in GRRF-82-24-Rev.1.
38. The expert from ETRTO presented a revised proposal ECE/TRANS/WP.29/GRRF/2017/9 with provisions which were already supported at the last session. He introduced the revised transitional provisions related to new marking requirements. The experts from EC and UK proposed an alternative wording (GRRF-83-14). Both proposals received several comments. Therefore GRRF agreed to adopt the agreed provisions that would not be subject to transitional provisions and to remove the others, as reproduced in GRRF-83-23.
39. GRRF requested the secretariat to submit the adopted proposals ECE/TRANS/WP.29/GRRF/2017/9 amended by Annex VI (based on GRRF-83-23 and GRRF-83-15) as well as ECE/TRANS/WP.29/GRRF/2016/39 as draft Supplement 15 to Regulation No. 106 (Agricultural tyres) to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

Proposal to amend Annex 7 (based on the documents ECE/TRANS/WP.29/GRRF/2015/39 and GRRF-80-16 from Slovakia) and Annex 10. This proposal would: - change measurement units for drum speed in Annex 7 from min-1 to km.h-1 to align the requirements with other tyre regulations;
- correct the wording from “speed category symbol” to “speed symbol” (as defined in para. 2.33);
- correct the wording from “load capacity index” to “load index” (as defined in para. 2.32);
- correct a reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1;
- correct a boundary value of load index in Annex 7, Appendix 1;
- delete in paragraph 2.1 in Annex 7, the possibility to use the 2.0 m drum diameter to perform the endurance test.
In Annex 10, the proposal aligns the text with Annex 7 of UN R117, 02 series of amendments, Supplement 5.

39. GRRF resumed consideration of proposed amendments to Annexes 7 and 10 to Regulation No. 109 as well as the proposal originally submitted by the expert from Slovakia, in ECE/TRANS/WP.29/GRRF/2016/40. The expert from ETRTO presented a proposal for amendments to tyre marking requirements in ECE/TRANS/WP.29/GRRF/2016/41.
40. GRRF adopted both proposals and requested the secretariat to submit them as draft Supplement 8 to Regulation No. 109 (Retreaded tyres for commercial vehicles and their trailers) to WP.29 and AC.1 for consideration and vote at their March 2017 sessions.
44. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/39 as amended by GRRF-80-16 proposing clarifications for Regulation No. 109. The expert from ETRTO recalled that the proposed clarifications would also be relevant for Regulations Nos. 30 and 54. GRRF agreed to resume consideration of these clarifications on the basis of a revised proposal that the experts from ETRTO and the Slovak Republic volunteered to prepare for the September 2016 session of GRRF.
39. The expert from ETRTO presented GRRF-81-12 proposing editorial corrections in Annex 7 and Annex 10 of the Regulation, to align the requirements with those of other tyre Regulations and on the provisions for tests performed on two metre test drums. GRRF requested the secretariat to distribute this document with an official symbol at the next GRRF session.

53. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2016/45, containing four options as possible ways forward to progress on ACSF. The Secretary of the IWG on Automatically Commanded Steering Function (ACSF) gave a presentation reporting on the progress made by the group (GRRF-82-17). He reported on definitions proposed for ACSF of Categories A to E, clarifications proposed for Corrective Steering Functions (CSF) and new provisions proposed for RCP. GRRF acknowledged the status report received and agreed to work on an amendment to Option 4 as proposed by GRRF-82-12. The proposal for Option 4 received several comments in GRRF-82-08, GRRF-82-09, GRRF-82-14, GRRF-82-15, GRRF-82-18, GRRF-82-19 and GRRF-82-26.
