SLR-07-06/Annex1 | Contracting Parties applying forward lighting regulations
A mock-up for the proposed regulation consolidating the current forward lighting device regulations, illustrating how the application of the device subparts would be shown in the "Status of the 1958 Agreement" registry of applications, approval authorities, and technical services. The approach would be to add a column listing the lighting functions for which each Contracting Parties accepts/issues approvals.

- Structure for a new regulation to group a number of existing regulations The meeting observed that the proposed approach is good but will work only when the DETA database will be operative. It was agreed to focus with priority on the Light Signalling devices (i.e. Regulations 4, 6, 7, 23, 38, 77, 87, 91) and the Forward Lighting devices (i.e. Regulations 19, 98, 112, 123, 119), identified respectively as “NEW1” and “NEW2” in document SLR-07-07. It was also agreed to move all the definitions from the draft resolution document (SLR-07-04) to Regulation 48.

6. | Possible options for simplification with pros & cons |
Mr. Puglisi and Mr. Draper introduced a table listing all the possible options for simplification so far considered and, for each one, a summary of pros and cons with the aim to choose the best way forward and provide a rationale to support it. Mr. Draper informed that the table includes also some comments conveyed by Mr. Frost, who was not able to join the meeting. The participants examined in details each option and provided some additional observations that have been added to the table. With regard to the “Option 5”, Dr. Manz introduced document SLR-07-09 explaining how the regulations could be grouped together using one of the regulations in each group as a place holder for the common parts of the group. The meeting observed that the “master” regulation should be, within the relevant group, the most adopted one or the least amended one. Although it was recognised that there is no option without disadvantages, the meeting reached the conclusion that the “Option 6” is the one having more chances to be successful. This option is also in line with the guidance from the SLR Chairman available in document SLR-07-02. Note: document SLR-07-10 shows the outcome of the 7th SLR meeting.

Comments and proposal concerning an approach for restructuring the lighting equipment regulations within the context of the proposal to consolidate the current regulations around three poles: Common provisions for forward lighting, light-signalling and retro-reflecting devices.
SLR-07-10 | Possible options for the simplification of lighting regulations
Review of the options considered for the simplification of lighting regulations that culminated in the decision to consolidate the device regulations under three new regulations covering Front Lighting, Light Signalling, and Retro-reflective Devices.

7. | Light Sources package for review |
Mr. de Visser introduced a revised light sources package, updated following the 74th GRE session. This comprehensive package includes the draft simplified regulations (namely R-37, R-99, R-128 and an extensive justification), the draft resolution on the common specification of light source categories and additional documents to better understand the huge work done and the modifications made to the texts. During the discussion of the draft resolution document (namely “SLR-07-04 – rev of GRE-2015-28 – draft resolution.docx”), the meeting agreed to move Par. 2.2.1 between Par. 3 and 3.1 and to delete Par. 2.2 as follows: During the discussion of the draft simplified regulations, the meeting agreed to indicate the definitions of filament, gas-discharge and LED light sources in the resolution document only. Regulations will refer to them like for the R.E.3. Mr. de Visser will produce a final package for submission to the 75th GRE session (this is now available as document SLR-07-11).
