Review of bus and motor-coach seat-belt systems with adjustable anchorages for use by adults or children. Certain systems do not conform with UN R14 and R16; however, Germany argues that the belts can have benefits under certain conditions and suggests revising R14 provisions.

Proposal to revise the upper belt anchorage height requirements of UN R14 in order to permit adjustable restraint systems that have recently appeared on the European market and have proven to satisfactorily restrain children and adults in buses and motor-coaches.
