24. The expert from Italy presented GRRF-79-30, introducing the amendments proposed in ECE/TRANS/WP.29/GRRF/2014/23/Rev.1 as amended by GRR-79-11 and GRRF 79 13 on new requirements for the approval of replacement brake discs for L category vehicles, taking into consideration the latest technologies available in the market.
25. The proposal received some comments. GRRF agreed to revisit this item on the basis of a revised proposal to be submitted by the expert from Italy and taking into account all the comments received
23. The expert from Italy presented ECE/TRANS/WP.29/GRRF/2014/23 proposing new requirements for the approval of replacement brake discs for L-category vehicles, taking into consideration the latest technologies available in the market.
24. The proposal received some comments. The expert from Spain recalled the work done on this matter by the informal group on UN Regulation No. 90. GRRF requested that an overview of the differences between this proposal and the outcome of the IWG in 2009. GRRF agreed to revisit this item on the basis of this document or a revised proposal submitted by the expert from Italy taking into account all the comments received.
26. The expert from Italy presented GRRF-80-31, introducing ECE/TRANS/WP.29/GRRF/2014/23/Rev.2 and GRRF-80-37 and proposing requirements for the approval of replacement brake discs for L‑category vehicles, taking into consideration the latest technologies available in the market as well as comments received during the previous session of GRRF. GRRF adopted the proposal with the following amendments:
(a) the proposed transitional provisions (paras 12.1 to 12.6) shall be deleted;
(b) The note under Table A15/2.9 shall read: “There are no groups…”

42. The expert from Sweden presented GRRF-78-43, supporting GRRF-78-05 submitted by the LKAS small drafting group, introducing definitions and related LKAS requirements in to UN Regulation No. 79. The expert from OICA introduced GRRF-78-11 amending GRRF‑78‑05 and revising the warning requirements for the driver in the case that their attention to the task of steering could not be assured. GRRF agreed to resume discussion at its February 2015 session based on revised proposals.
44. GRRF requested the secretariat to keep GRRF-78-14 as a reference document on the agenda, inform the IWG on ITS about this proposal and distribute GRRF-78-05 with an official symbol for consideration at the next GRRF session.

Description
|
European countries are considering new requirements to require the fitment of snow tyres for use in severe snow conditions on specific axles of heavy duty vehicles. New tyres are approved under UN R117; however, a large percentage of heavy duty vehicles are fitted with retreaded tyres which are outside the scope of UN R117. This proposal would transpose the relevant requirements for new snow tyres into UN R109 in order of avoid the exclusion of retreaded tyres from such applications/markets.

The expert from Hungary introduced GRRF 79 27, providing some comments. GRRF adopted the proposal as amended (GRRF-79-28 and GRRF-79-34) by Annex III and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions as draft Supplement 7 to Regulation No. 109.
37. The expert from France presented GRRF-78-10 proposing to introduce a new annex on snow tyre for use in severe snow conditions in to UN Regulation No. 109. GRRF agreed to revisit the document at its February 2015 session and requested the secretariat to distribute GRRF-78-10 with an official symbol at that GRRF session.

50. The expert from Japan introduced GRRF-79-29, presenting the proposals on LKAS discussed under item 9(b) as well as GRRF-79-15 tabled by the expert from Japan and Germany, superseding ECE/TRANS/WP.29/GRRF/2015/4 and proposing amendments to Annex 5 to the Consolidated Resolution on the Construction of Vehicles (R.E.3) inserting provisions for Remote Controlled Parking (RCP) systems. Noting that traffic rules in some countries would require the driver being seated in the car during its motion, and also noting the preference of GRRF to not amend R.E.3 for this purpose, GRRF advised the authors of the proposal to consider a new Regulation for RCP. GRRF agreed to resume consideration on this item at its September 2015 session.
39. The expert from Japan presented GRRF-78-22 amending Annex 5 to the Consolidated Resolution on the Construction of Vehicles (R.E.3), to insert provisions for Remote Controlled Parking (RCP) systems. GRRF noted some comments and requested the secretariat to distribute GRRF-78-22 with an official symbol for consideration at the next GRRF session.

40. The expert from CLEPA, on behalf of CLCCR, introduced ECE/TRANS/WP.29/GRRF/2014/8 as amended by GRRF-79-02 and GRRF-79-21, aimed at removing a design restriction from Regulation No. 79 that prevents the approval of new technologies. The proposal received some comments. GRRF agreed to resume consideration on this item at its September 2015 session based on a revised proposal that the author volunteered to prepare. The secretariat agreed to consult the Working Party on Lighting and Light-Signalling on the issue of trailer mounted warning light.
37. On behalf of CLCCR, the expert from CLEPA proposed amendments to UN Regulation No. 79 (ECE/TRANS/WP.29/GRRF/2013/25) inserting new requirements for trailers with a steering control system utilising electrical energy from the towing vehicle. The proposal received some comments (GRRF-75-11). The expert from Japan noted the absence of a definition for “IP54”. GRRF agreed to resume consideration of this subject at its next session on the basis of a revised proposal.
31. At the request of the author of ECE/TRANS/WP.29/GRRF/2014/8, GRRF agreed to defer this agenda item to its next session.
47. At the GRRF request, the secretariat presented the idea of introducing a warning lamp into Regulations Nos. 79 and 13 to light up at any brake application and to indicate the proper functioning of the trailer electrical braking system on some trailers (GRE-73-09). GRE agreed that such lamps do not fall under the scope of Regulation No. 48 and, if required, such an exemption could be introduced explicitly into the definitions of Regulation No. 48.
54. The expert from CLEPA introduced on behalf of CLCCR the proposal ECE/TRANS/WP.29/GRRF/2015/43 superseding ECE/TRANS/WP.29/GRRF/2015/8. The proposal received some comments and was amended during the session as reproduced in GRRF-80-40. GRRF agreed with the proposal but preferred to review it again in February 2016 in view of a possible adoption in June 2016 by WP.29 and AC.1.54
48. The expert from CLEPA recalled, on behalf of CLCCR, the proposal ECE/TRANS/WP.29/GRRF/2016/20 previously adopted by GRRF with a scrutiny reservation. CLCCR reviewed the text in square brackets and proposed to delete it as proposed in GRRF-81-13. GRRF adopted the proposal as amended by Annex V to the report and requested the secretariat to submit it together with ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 79.

29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2015/9 proposing the reintroduction of the transitional provisions related to Supplement 4 to the 02 series of Amendments to Regulation No. 117 (paras. 12.8. and 12.9.) and deleted unintentionally. GRRF recognized that the deletion was not the original intention of the Contracting Parties. The expert from the Russian Federation proposed (GRRF-79-19) to reinstate the Transitional Provisions as well as the reference to Annex 4 in paragraph 2.1. of Annex 3. Based on GRRF-79-19, the Secretariat and the expert from the Russian Federation proposed GRRF-79-33 with amendments aligning the original transitional provisions with the guidelines on Transitional Provisions.
30. GRRF adopted ECE/TRANS/WP.29/GRRF/2015/9 as amended by Annex II to the session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2015 sessions as draft Supplement 8 to 02 series of Regulation No. 117.
30. The expert from ETRTO presented GRRF-78-13 proposing a corrigendum to Supplement 2 to 02 series of UN Regulation No. 117. The proposal noted that the Supplement to UN Regulation No. 117 introducing limits for C2 tyres in paragraph 6.4.1.1. had been adopted after the parallel proposal introducing those for C3 tyres. It highlighted an unintended consequence whereby the limits for C3 tyre had been deleted. Following the discussion, GRRF agreed that, while the consequence was an error, it was not appropriate to correct the regulation using corrigenda and agreed to consider the proposal as a Supplement.
66. Agenda item 4.8.7, Regulation No. 117, ECE/TRANS/WP.29/2015/65, insert the following correction:
Annex 4, the title, footnote 1, shall read: “replace “paragraph 12.9” with “paragraph 12.8””

46. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2015/12 as amended by GRRF-79-09 and ECE/TRANS/WP.29/GRRF/2015/13 as amended by GRRF-79-10 proposing a separate Regulation dedicated to Tyre Pressure Monitoring System (TPMS) and removing the provisions related to TPMS of Regulation No. 64. The expert from the Russian Federation presented GRRF-79-20-Rev.1 containing an alternative proposal for the drafted transitional provisions in GRRF-79-09. GRRF agreed to revisit this item at its September 2015 session on the basis of a revised proposal.
52. The expert from OICA introduced GRRF-78-39 proposing a separate UN Regulation dedicated to Tyre Pressure Monitoring System (TPMS). He presented GRRF-78-48 proposing the corresponding amendments to Regulation No. 64, removing the provisions related to TPMS. He also presented GRRF-78-38, the corresponding consolidated version (based on UN Regulation No. 64 without the TPMS provisions). GRRF agreed to split UN Regulation No. 64 in two parts and to keep both proposals (GRRF-78-38 and GRRF‑78‑39) on the agenda of the seventy-ninth GRRF session.
61. The recalled the purpose of ECE/TRANS/WP.29/GRRF/2015/12 as amended by GRRF-79-09 and ECE/TRANS/WP.29/GRRF/2015/13 as amended by GRRF-79-10 proposing a separate Regulation dedicated to Tyre Pressure Monitoring System (TPMS) and removing from Regulation No. 64 the provisions related to TPMS. No document was submitted before the start of the session. The expert from OICA submitted at the end of the session GRRF-80-34 and GRRF-80-35 for review and comments by the experts of GRRF in view of the submission of an official document for the February 2016 session of GRRF.
58. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2016/4 proposing to remove the TPMS requirements from Regulation No. 64 as suggested by the IWG on IWVTA. He presented ECE/TRANS/WP.29/GRRF/2016/5 proposing a new Regulation on TPMS. Following discussion, GRRF agreed on the proposals as amended and reproduced in GRRF-81-21 and GRRF-81-22.
60. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/4 as amended by Annex X of the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as draft 03 series of amendments to Regulation No. 64.

59. The expert from EC proposed amendments (GRRF-81-17) to ECE/TRANS/WP.29/GRRF/2016/5 clarifying that the manufacturer has the obligation to design a TPMS system which shall detect underinflation under a wide range of driving conditions and not only in the conditions of the test procedures in Annex 3 of the Regulation. GRRF adopted with the proposal as amended (GRRF-81-17-Rev.1). GRRF noted that the agreed proposal would not modify the test procedures as described in Annex 3 of the Regulation. The expert from the Russian Federation and some type-approval authorities raised a question about general provisions in UN Regulations for which no procedure was defined to verify the compliance with these general provisions for manufacturers. GRRF suggested that WP.29 could have a general discussion on the compliance off the test procedures and could provide guidance to the WP.29 subsidiary bodies.
61. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/5 as amended by Annex XI of the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions.

18. The Chair of the IWG on Regulation No. 55 introduced ECE/TRANS/WP.29/GRRF/2015/14, partially addressing the mandate defined in the terms of reference to the group. He announced that further work would be necessary to deliver the remaining items expected. The Chair of GRRF agreed to inform WP.29 about the necessity to extend the mandate duration of the group. The proposal received some comments. The Chair of the IWG volunteered to prepare a revised proposal for the September 2015 session of GRRF.
17. The Chair of the IWG on Regulation No. 55 introduced ECE/TRANS/WP.29/GRRF/2015/34, ECE/TRANS/WP.29/GRRF/2015/35, and ECE/TRANS/WP.29/GRRF/2015/36 presenting the outcome of the work done by the group and taking into account the comments received at the previous sessions of GRRF.
18. GRRF adopted the proposals, as reproduced Annex III (based on GRRF-80-41) to the session report and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 55.
