Due to various tolerances (influence of temperature, impact speed…), 34mm means that an internal threshold of 20mm is needed for regulation purposes.

A.Pott reminds the difference between regulation and NCAP. Regulation is not choosing the worst case scenario, but the most common one (the one that covers the majority). In regulation, the cost/benefit is also a concern, NCAP testing afterwards coming on top. Regulation = allowance to place a vehicle on the market, NCAP is an assessment.
