Consolidated proposal for the 03 series of amendments to UN Regulation No. 51, prepared by the expert group on UN R51 pursuant to their fourth meeting on 4 July.

This document is based on document GRB/2012/8 including documents GRB-57-17 (OICA amendments to the transitional provisions), GRB-2013-05 (modified ETRTO amendments for the use of the ISO 10844:2011 test track specifications), and the latest decisions of the EU Council.

Amendments agreed to document GRB-58-04 during the 58th session of GRB.

Proposal to amend the classifications of vehicle type in the consolidated version of the proposal for draft 03 series of amendments to Regulation No. 51.

There are two types of N1 having GVM<2.5t. One is front engine type. The other is a flat front vehicle with the engine under the seat and typical in Asian countries. Japan proposes that the sound limit of the latter type should be considered since the sound characteristics of the vehicles are same as that of the N1 having GVM<2.5t.
