5. New UN Global Technical Regulation on children left in vehicles

10. The expert from the Republic of Korea presented the status report of IWG on Children Left in Vehicles (IWG-CLIV) (informal document GRSP-78-06-Rev.2). He gave an overview of the work carried out by the group in its 11th (26-28 August 2025, China) and 12th (14-16 October 2025, Australia) sessions. He also laid out the plans for the future work of IWG-CLIV.

11. The GRSP secretary summarized the discussions that took place during the June 2025 and November 2025 sessions of AC.3 and informed that AC.3 had decided to postpone its decision on the request for authorisation to develop a new UN GTR. He further transmitted AC.3’s guidance that all relevant drawings and technical specifications of a proposed human surrogate as test tool should be copyright-free and be included in Mutual Resolution No. 1.

12. The expert from CI argued that the decision by AC.3 to postpone the authorisation to develop a new UN GTR should not interfere with the progress of the current work on technical requirements or with the development of a new UN Regulation. He added that the group would also work on enhancing the preamble of a potential new UN GTR in order to secure the authorisation from AC.3.

13. The expert from the United States of America stated that while his country supported working on this important child safety issue, the IWG had not yet developed sufficient data and research to move to a regulatory phase. He added as an example that comments and additional input had been offered by the United States of America for consideration by the IWG as it continues its work. Finally, he added that to achieve harmonization, a UN GTR should if not before, at least be developed concurrently after AC.3 grants authorization.

14. The expert from Canada agreed with the comments made by the expert from the United States of America.

15. Finally, the expert from Kids and Car Safety highlighted the relationship of this topic with the issue of Emergency Door Opening discussed under agenda item 2.
