3.4.2. Working Party on General Safety Provisions (GRSG) (129th session, 7-11 April 2025)

35. The Chair of GRSG reported on the results of the 129th session of GRSG (for details, see the report in ECE/TRANS/WP.29/GRSG/108).

36. GRSG sought guidance of WP.29 and the Executive Committee of the 1998 Agreement (AC.3) on the correct administrative approach to present the amendments to S.R.1. under the sponsorship of one or more Contracting Parties to the 1998 Agreement. WP.29 agreed to resume this discussion in November 2025, awaiting possible sponsors to submit the official amendments to S.R.1 and confirmation from Contracting Parties on the appropriate WP.29 and AC.3 sessions.

37. GRSG noted the request for guidance from India on formulating a proposal for a new UN GTR for fire protection systems in the occupant compartment of internal combustion engine buses, based on the methodology of the Indian standard. At the same time, the representative of India proposed that this national standard - Fire Detection and Alarm System (FDAS) and Fire Detection and Suppression Systems (FDSS) for Buses - be added to the compendium of Candidates of the 1998 Agreement.

38. Concerning IWG on protection of Vulnerable Road Users (VRU Proxi), GRSG Chair sought endorsement of the extension of its mandate until October 2025. Several representatives took the view that IWG had already completed all elements of its mandate, leading to the establishment of several new UN Regulations; the representative of European Commission indicated that they would probably request more time. Some others pointed out that the effect of the implementation of this new UN Regulations should be analysed and evaluated before being revised. Finally, WP.29 agreed to extend the IWG mandate until October 2025 and to revert to this issue in November 2025, based on future GRSG considerations at its October 2025 session.
