1. Adoption of the Agenda

In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is its adoption.

2. UN Regulation No. 9 (Noise of three-wheeled vehicles)

The Working Party on Noise and Tyres (GRBP) is invited to consider a proposal by the experts from the International Motorcycle Manufacturers Association (IMMA) that allows using the state-of-the-art test track from the latest standard ISO 10844:2021.

3. UN Regulation No. 41 (Noise Emissions of Motorcycles)

GRBP will address a proposal for a Supplement to the 05 series of amendments which was submitted by the experts from the Informal Working Group on Real Driving – Additional Sound Emission Provisions (IWG RD – ASEP) to clarify the application of the ASEP testing conditions in Annex 7.

GRBP will also consider a proposal for a new 06 series of amendments that was prepared by the experts from the IWG RD-ASEP in order to strengthen the RD-ASEP testing conditions of motorcycles.

GRBP is invited to consider draft amendments to the 04 and 05 series of amendments submitted by the expert from IMMA, which strengthen provisions against test defeating, facilitate the conformity of production testing and correct the communication document.

4. UN Regulation No. 51 (Noise of M and N Categories of Vehicles)

GRBP will be informed about the activities of IWG RD – ASEP.

At the previous session, GRBP considered alternative proposals by the experts from the European Commission (EC) and from the International Organization of Motor Vehicle Manufacturers (OICA) regarding sound emission limits of electric vehicles equipped with exterior sound systems (ECE/TRANS/WP.29/GRBP/78, paras. 10-14) and agreed to establish a new group of interest on this issue. GRBP will be briefed on the activities of the new group.

GRBP may also wish to resume consideration of the revised document for reference prepared by experts from the Informal Working Group on Measurement Uncertainties (IWG MU).

5. UN Regulation No. 138 (Quiet Road Transport Vehicles)

GRBP will be informed about the activities of the Task Force on Quiet Road Transport Vehicles (TF QRTV).

GRBP will recall the discussions, at its previous session, on the proposals by the experts from EC and OICA (ECE/TRANS/WP.29/GRBP/78, paras. 18-21) and will be informed about the activities of the new group of interest on this topic.

6. Tyres
6. (a) UN Regulation No. 30 (Tyres for Passenger Cars and Their Trailers)

GRBP will address amendment proposals by the expert from the European Tyre and Rim Technical Organization (ETRTO) that clarify several definitions and make editorial changes.

6. (b) UN Regulation No. 54 (Tyres for Commercial Vehicles and Their Trailers)

GRBP is invited to consider draft amendments submitted by the expert from ETRTO with the aim to clarify several definitions and to make editorial changes.

6. (c) UN Regulation No. 75 (Tyres for Motorcycles/Mopeds)

GRBP will consider clarifications and corrections prepared by the expert from ETRTO.

6. (d) UN Regulations on Retreaded Tyres

GRBP will address editorial corrections and clarifications to the new 01 series of amendments to UN Regulations Nos. 108 and 109 that were submitted by the expert from ETRTO.

6. (e) UN Regulation No. 117 (Tyre Rolling Resistance, Rolling Noise and Wet Grip)

GRBP will be briefed on the activities of the Informa Working Group on Wet Grip Performance of Tyres in Worn State (IWG WGWT).

GRBP will address editorial corrections to the 02 and 04 series of amendments to UN Regulation No. 117 that were proposed by the expert from ETRTO.

Should GRBP adopt the amendments proposals to the 04 series of amendments in ECE/TRANS/WP.29/GRBP/2025/13, they will be combined with the amendment proposal to the same series of amendments that was adopted at the previous session (ECE/TRANS/WP.29/GRBP/2024/23 as amended by GRBP-80-11).

GRBP will wish to continue the discussion on the complexity and possible splitting of UN Regulation No. 117 and will be informed about considerations of the Group of Interested Experts established for that purpose.

6. (f) Tyre Abrasion

GRBP may expect a progress report of the Task Force on Tyre Abrasion (TF TA) and will consider its amendment proposals, if any.

6. (g) UN Regulation No. 142 (Tyre Installation)

GRBP will consider clarifications and corrections prepared by the expert from ETRTO.

6. (h) UN Regulation No. 172 (Snow performance of retreaded tyres and classification as traction tyre)

GRBP is invited to address amendment proposals prepared by the expert from ETRTO which introduce new reference tyres and editorial corrections.

6. (i) Other UN Regulations on Tyres

GRBP will consider amendment proposals, if any, to other UN Regulations on tyres.

7. Regulatory Fitness for Automated Driving Systems.

GRBP will be informed about the activities of the Task Force on Automated Vehicles Regulation Screening (TF AVRS) and will consider draft amendment proposals to UN Regulations Nos. 28 and 138.

8. Exchange of Information on National and International Requirements on Noise Levels

GRBP will continue the exchange of views on developing national or regional legislation and international requirements on noise levels. In particular, GRBP will be briefed on the activities of the Task Force on Vehicle Sound (TF VS).

9. Proposals for Amendments to the Consolidated Resolution on the Construction of Vehicles

GRBP will consider new proposals, if available.

10. Development of the International Whole Vehicle Type Approval System

GRBP will be informed about the progress in implementing the International Whole Vehicle Type Approval (IWVTA) (UN Regulation No. 0).

11. Highlights of the Recent Sessions of the World Forum for Harmonization of Vehicle Regulations

GRBP will be briefed by the secretariat about the highlights of the recent sessions of WP.29 on GRBP and common issues.

12. Exchange of Views on the Future Work of the Working Party on Noise and Tyres

GRBP may wish to update the list of priorities for the future work.

13. Other Business

GRBP is invited to come back to the list of UN Regulations under its responsibility which may be relevant for the purposes of software updates.

GRBP may wish to receive an update on the activities of the OICA internal task force on exterior acoustic signalling.

GRBP will consider any other subjects, as appropriate.

14. Provisional Agenda for the Next Session

GRBP is invited to provide guidance on the provisional agenda for the next session that is provisionally scheduled to be held in Geneva from 3 to 5 September 2025.
