1. Adoption of the Agenda

In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is its adoption.

2. UN Regulation No. 41 (Noise Emissions of Motorcycles)

GRBP will recall that, at its previous session, the expert from the International Motorcycle Manufacturers Association (IMMA) presented interpretation documents on the application of the Real Driving Additional Sound Emission Provisions (RD-ASEP) in the 05 series of amendments to UN Regulation No. 41. He explained that the objective of his documents was to avoid an excessive number of test runs through the proposed interpretation of the number of test points and the applicable test speed. GRBP decided to revert to this topic at this session.

3. UN Regulation No. 51 (Noise of M and N Categories of Vehicles)

GRBP will be informed about the activities of the Informal Working Group on Real Driving – Additional Sound Emission Provisions (IWG RD – ASEP).

GRBP is invited to consider corrections to the 03 series of amendments to UN Regulation No. 51 submitted by the experts from the International Organization of Motor Vehicle Manufacturers (OICA).

GRBP will recall that, at its previous session, the expert from the Informal Working Group on Measurement Uncertainties (IWG MU) presented a draft document for reference. During an in-depth discussion, several experts from contracting parties expressed concerns that the document could be misinterpreted as being legally binding and modifying the established sound limits in UN Regulation No. 51. In the absence of consensus, GRBP postponed the discussion to the present session.

4. UN Regulation No. 92 (Replacement Exhaust Silencing Systems for Motorcycles)

GRBP will recall the adopted guidelines on antitampering provisions for Non-Original Replacement Exhaust Systems (NORESS) and will consider a proposal of a special interest group that integrates the guidelines into the legal text of UN Regulation No. 92.

5. UN Regulation No. 138 (Quiet Road Transport Vehicles)

GRBP will be informed about the activities of the Task Force on Quiet Road Transport Vehicles (TF QRTV).

GRBP will also address clarifications tabled by the expert from Japan.

6. Tyres
6. (a) UN Regulation No. 75 (Tyres for Motorcycles/Mopeds)

GRBP will be informed about a corrigendum to the French text of UN Regulation No. 75.

6. (b) UN Regulations on Retreaded Tyres

GRBP will consider a correction to the 01 series of amendments to UN Regulation No. 108 (Retreaded tyres for passenger cars and their trailers) submitted by the experts from the European Tyre and Rim Technical Organisation (ETRTO).

6. (c) UN Regulation No. 117 (Tyre Rolling Resistance, Rolling Noise and Wet Grip)

GRBP will be briefed on the activities of the IWG on Wet Grip Performance of Tyres in Worn State (IWG WGWT).

GRBP will address a proposal for a new Supplement to the 04 series of amendments to UN Regulation No. 117 tabled by IWG WGWT.

GRBP/2024/23 | UN R117: Proposal for a Supplement 3 to the 04 series of amendments Proposal from the Wet Grip on Worn Tyres informal group to standardize provisions for the water depth measurement under the test procedures.

GRBP is invited to consider corrections to the 04 series of amendments to UN Regulation No. 117 submitted by the experts from ETRTO.

GRBP/2024/25 | UN R117: Proposal for a Supplement to the 04 series of amendments Proposal to clarify that wet adhesion provisions apply to C1, C2, and C3 tyres, correct ISO and internal references, clarify symbols "ARC" and "ARR" relationships to indoor drum test method, and clarify application to M+S marked tyres.

GRBP may wish to revert to the proposal by the expert of the American Automotive Policy Council (AAPC) that allowed, under certain conditions and weight limits, the use of LT-marked tyres with a rolling resistance greater than the current limits in UN Regulation No. 117.

6. (d) UN Regulation No. 124 (Replacement Wheels for Passenger Cars)

GRBP is invited to address a revised proposal by the expert from the Russian Federation that clarifies certain provisions.

6. (e) Tyre Abrasion

GRBP may expect a progress report of the Task Force on Tyre Abrasion (TF TA) and will consider its amendment proposals, if any.

GRBP will take note that, at the June 2024 session of WP.29, the representative of the Russian Federation presented WP.29-193-10 on the establishment of limits for emissions of harmful substances from tyres and suggested that TF TA should explore the possibility of introducing limits for polycyclic aromatic hydrocarbons in tyre production compounds. WP.29 recalled several precedents in UN Regulations which set out restrictions on the harmful substances, e.g. asbestos, in vehicle parts, and invited GRBP to look into the issue and to report back to WP.29.

6. (f) Other UN Regulations on Tyres

GRBP will consider amendment proposals, if any, to other UN Regulations on tyres.

7. Exchange of Information on National and International Requirements on Noise Levels

GRBP will continue the exchange of views on developing national or regional legislation and international requirements on noise levels. In particular, GRBP will be briefed on the activities of the Task Force on Vehicle Sound (TF VS).

8. Proposals for Amendments to the Consolidated Resolution on the Construction of Vehicles

GRBP will consider new proposals, if available.

9. Development of the International Whole Vehicle Type Approval System

GRBP will be informed about the progress in implementing the International Whole Vehicle Type Approval (IWVTA) (UN Regulation No. 0).

10. Highlights of the Recent Sessions of the World Forum for Harmonization of Vehicle Regulations

GRBP will be briefed by the secretariat about the highlights of the recent sessions of WP.29 on GRBP and common issues.

11. Exchange of Views on the Future Work of the Working Party on Noise and Tyres

GRBP may wish to update the list of priorities for the future work.

12. Other Business

GRBP will be informed about the activities of the Special Interest Group on Automated Vehicles Regulation Screening (SIG AVRS).

GRBP is invited to come back to the list of UN Regulations under its responsibility which may be relevant for the purposes of software updates.

GRBP may wish to receive an update on the activities of the OICA internal task force on exterior acoustic signalling.

13. Provisional Agenda for the Next Session

GRBP is invited to provide guidance on the provisional agenda for the next session that is provisionally scheduled to be held in Geneva from 18 to 21 February 2025.

14. Election of Officers

In compliance with Rule 37 of the WP.29 Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2), GRBP will elect a Chair and a Vice-Chair for the sessions scheduled for the year 2025. According to the Rules of Procedure of the Inland Transport Committee (ECE/TRANS/294, annex III), countries are invited to submit their nominations to the secretariat not later than on 7 September 2024.
