1. Adoption of the agenda

In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is the adoption of the agenda.

2. Highlights of the June 2024 session of WP.29

GRVA may wish to be briefed by the secretariat on the highlights of the June 2024 session of WP.29, regarding the activities of the Working Party on Automated/Autonomous and Connected Vehicles (GRVA) and other relevant issues.

3. Artificial Intelligence in vehicles

GRVA may wish to be informed of the outcome of the WP.29 Workshop on Artificial Intelligence (AI) held on 3-4 June 2024.

GRVA may wish to be informed of the WP.29 discussions on Artificial Intelligence (AI) in vehicles (in the context of vehicle regulations).

4. Automated/autonomous and connected vehicles
4. (a) Informal Working Group on Automated Driving Systems

GRVA may wish to be briefed on the outcome of the recent meeting(s) of the Informal Working Group (IWG) on Automated Driving Systems (ADS).

4. (b) GRVA workshops

GRVA may wish to be briefed on the outcome of the recent GRVA Workshops on ADS.

4. (c) Deliverables of the Informal Working Group on Event Data Recorder / Data Storage System for Automated Driving

GRVA may wish to be briefed on the outcome of the last meeting(s) of the IWG on Event Data Recorder / Data Storage Systems for Automated Driving (EDR/DSSAD) and review DSSAD performance elements for ADS prepared by the group.

4. (d) UN Regulation No. 157

GRVA agreed to consideration of the proposal tabled by the experts from the United Kingdom of Great Britain and Northern Ireland, introducing a technology neutral wording on the conditions for re-instatement of the system at the “initiation of each engine start / run cycle” as well as the initial OICA proposal.

4. (e) Coordination of work on automation between working parties (GRs)

GRVA may wish to discuss the work coordination between working parties on ADS.

(i) Fitness of UN GTRs and UN Regulations for ADS
GRVA may wish to be informed on the progress made by the corresponding Task Force on the Fitness for ADS (TF on FADS).
GRVA may wish to consider amendment proposals to UN Regulations Nos. 13, 13-H and 79 prepared by the Task Force.

(ii) Vehicle subcategories for ADS
GRVA may wish to be briefed on the progress made on the categorization of automated vehicles by the joint workshops organized with the Working Party on General Safety (GRSG) provisions.

(iii) Exchange of views on scenarios
GRVA may wish to be briefed on the outcome of the workshop on scenario catalogue hosted in London on 1-3 July 2024.

4. (f) Other business

GRVA may wish to consider any other proposal, if available.

5. Connected vehicles
5. (a) Cyber security, software updates and over-the-air issues

GRVA may wish to be briefed on the outcome of the recent meeting(s) of the IWG on Cyber Security and Over-the-Air (CS/OTA) issues.

GRVA agreed to resume consideration of an amendment proposal to the Consolidated Resolution on the construction of vehicles (R.E.3), tabled by the expert from the United Kingdom of Great Britain and Northern Ireland, aimed to clarify the provisions in Annex VII regarding software updates.

GRVA agreed to resume the discussion on the inclusion of the Categories R, S and T vehicles in the scope of UN Regulation No. 155, on the basis of new documents, if any.

GRVA agreed to resume consideration of an amendment to the interpretation document for UN Regulation No. 156.

GRVA/2024/31 | UN R156: Proposal for amendments to the Interpretation Document Proposal to introduce a mapping of requirements and references to ISO 24089:2023 ("Road vehicles – Software update engineering") where such referencing may aid the understanding and/or implementation of UN Regulation No. 156 requirements.

GRVA may wish to be informed on the outcome of the technical workshop(s) on the implementation of cyber security as well as on the outcome of a workshop on software updates provisions under the 1958 and 1998 Agreements, on the model of those already organized for the implementation of UN Regulation No. 155, if any.

GRVA/2024/31 | UN R156: Proposal for amendments to the Interpretation Document Proposal to introduce a mapping of requirements and references to ISO 24089:2023 ("Road vehicles – Software update engineering") where such referencing may aid the understanding and/or implementation of UN Regulation No. 156 requirements.
5. (b) Data protection and privacy-by-design

GRVA will be brief on the outcome of discussions conducted by the IWG on CS/OTA regarding data protection and privacy-by-design as well as regarding access to in-vehicle data, if any.

5. (c) Data and vehicle communications

GRVA may wish to resume discussion on the challenges related to telecommunication coverage, latency and interference and more generally about vehicles communications, if any.

GRVA may wish to be briefed on the outcome of the IWG on Intelligent Transport System and its Task Force on Vehicular Communications at their recent sessions.

5. (d) Other business

GRVA may wish to consider any other proposal, if available.

6. Advanced Driver Assistance Systems and UN Regulation No. 79
6. (a) Advanced Driver Assistance Systems

GRVA may wish to be briefed on the outcome of the recent meeting(s) of task force on Advanced Driver Assistance System (ADAS).

GRVA may wish to consider amendments to the UN Regulation on Driver Control Assistance Systems (DCAS).

GRVA/2024/32 | UN R171: Proposal for a Supplement Proposal to introduce new provisions to enable regulating DCAS supporting system-initiated manoeuvres and/or allowing skipping “Hands-on” requests, ensuring maintaining string stability and providing additional editorial corrections and clarifications.

6. (b) UN Regulation No. 79 (Steering equipment)

GRVA agreed to resume consideration of a proposal for amendments to UN Regulation No. 79, tabled by the expert from Australia, intended to facilitate a consistent approach across all Contracting Parties for Emergency Lane Keeping Systems (ELKS) covering vehicles of categories M1 and N1.

GRVA agreed to resume consideration of the proposals tabled by the experts from United Kingdom of Great Britain and Northern Ireland, introducing a technology neutral wording on the conditions for re-instatement of the system at the “initiation of each engine start / run cycle”, as well as the original OICA proposal.

GRVA may wish to be briefed on the outcome of an industry workshop on steer-by-wire. GRVA agreed to resume the consideration of an amendment proposal to UN Regulation No. 79 aimed to clarify the provisions for full power steering systems such as steer-by-wire systems.

6. (c) Acceleration Control for Pedal Error

GRVA may wish to be briefed on the outcome of the recent meeting(s) of the IWG on Acceleration Control for Pedal Error (ACPE).

GRVA may wish to resume the ACPE discussion in the context of the 1998 Agreement.

6. (d) Other business

GRVA may wish to consider any other proposal, if available.

7. Advanced Emergency Braking System

GRVA agreed to resume consideration of the proposal tabled by the expert from France for a supplement to UN Regulation No. 152 (Advanced Emergency Braking System for M1 and N1), aimed at allowing the use of virtual testing in the context of this Regulation.

GRVA agreed to resume consideration of an amendment proposal to the scope of UN Regulation No. 131 (AEBS for heavy vehicles), tabled by the expert from Australia, to clarify requirements in the scope requesting for reciprocal recognition with UN Regulation No. 152 (Advanced Emergency Braking System (AEBS) for M1 and N1 vehicles). The proposal is complemented by an informal document proposing amendments to UN Regulation No. 130 for the same purpose.

GRVA may wish to consider any other proposal, if available.

8. UN Regulations Nos. 13, 13-H, 139, 140 and UN GTR No. 8
8. (a) Electronic Stability Control

GRVA may wish to consider any proposal, if available.

8. (b) Electromechanical braking

GRVA adopted amendment proposals to UN Regulations Nos. 13 and 13-H related to electrical braking at its nineteenth session. GRVA agreed to resume consideration on the PTI testing in the context of these new braking systems.

8. (c) Clarifications

GRVA agreed to resume consideration of a proposal, tabled by the expert from Germany, for amendments to UN Regulation No. 13 aimed at clarifying the mass to be taken into account in the context of the Type IIA test, as well as the initial OICA proposal.

GRVA/2024/37 | UN R13: Proposal for a Supplement Proposal to ensure that endurance braking is assessed in the context of the Type II-A test based on the maximum mass of the vehicle or vehicle combination.

GRVA agreed to consider a proposal tabled by the experts from CLEPA and OICA, aimed at enabling the use of a positive lock type system as an alternative to a friction type parking braking system to fulfil the statis requirements of UN Regulations Nos. 13 and 13-H.

GRVA/2024/38 | UN R13: Proposal for a Supplement Proposal for provisions to enable the use of approval of a park lock device as an alternative to the friction parking braking to hold the vehicle.
GRVA/2024/39 | UN R12-H: Proposal for a Supplement Proposal to enable the type approval of a park lock device as an alternative to the friction parking braking to hold the vehicle.

GRVA may wish to review amendments to UN Regulations Nos. 13, 13-H, 139 or 140, if available.

GRVA/2024/37 | UN R13: Proposal for a Supplement Proposal to ensure that endurance braking is assessed in the context of the Type II-A test based on the maximum mass of the vehicle or vehicle combination.
GRVA/2024/38 | UN R13: Proposal for a Supplement Proposal for provisions to enable the use of approval of a park lock device as an alternative to the friction parking braking to hold the vehicle.

9. Motorcycle braking
9. (a) UN Global Technical Regulation No. 3

GRVA may wish to review proposals related to UN GTR No. 3 (Motorcycle brakes), if any.

9. (b) UN Regulation No. 78

GRVA agreed to resume consideration of the proposal for amendments to UN Regulation No. 78, tabled by the expert from World Bicycle Industry Association (WBIA), aimed at introducing specific deceleration requirements for the Speed Electronically Power Assisted Cycles were belonging to the Category L in UN Regulation No. 78.

GRVA may wish to review any proposal for amendments to UN Regulation No. 78 (Motorcycle and Moped Braking), if available.

10. UN Regulation No. 90

GRVA may wish to review other proposals for amendments to UN Regulation No. 90, if any.

11. Exchange of views on guidelines and relevant national activities

GRVA may wish to receive information on national activities related to vehicle automation and connectivity, if any.

12. Revision 3 to the 1958 Agreement

GRVA may wish to receive a status report on the activities of the IWG on International Whole Vehicle Type Approval (IWVTA) and subgroup activities, if any.

13. Other business
13. (a) Inland Transport Committee Climate Change Mitigation Strategy

GRVA may wish to follow up on the Inland Transport Committee Climate Change Mitigation Strategy adopted by ITC in February 2024 and may wish to prepare reporting activities as necessary for the purpose of WP.29 and the Inland Transport Committee.

GRVA agreed to resume consideration of the content of the presentation of the expert from the Netherlands on sustainability considerations of connected and automated vehicles.

13. (b) Arrangement of meetings

GRVA may wish to be briefed on the input from WP.29 regarding the May 2025 session envisaged in Bangkok, Thailand.

13. (c) Programme of Work

GRVA may wish to update its programme of work to provide guidance to the GRVA leadership team in preparation of the Administrative Committee on the coordination of work (AC.2) sessions in 2024.
