19. The expert from the United Kingdom of Great Britain and Northern Ireland introduced the report of the Special Interest Group on UN Regulation No. 157, provided in GRVA-09-22. He recalled the matters that the group was willing to address. He announced the ambition of the group to meet on a monthly basis and to complete its activities until September 2021. He also mentioned the workshop organized by the industry that discussed emergency vehicles and vehicle categories. GRVA agreed to keep ECE/TRANS/WP.29/GRVA/2020/32 and ECE/TRANS/WP.29/GRVA/2020/33 as well as ECE/TRANS/WP.29/GRVA/2021/2 and ECE/TRANS/WP.29/GRVA/2021/4 on the agenda for reference.
20. The expert from USA explained that in his opinion, there were two distinct activities. On one hand, activities related to scope extension to additional vehicle categories, speed increase and lane change for emergency situations. On the other hand, so called convenience lane changes that would fall in the remit of FRAV activities.
21. The expert from Japan supported the ongoing activities. He mentioned that the timeline was ambitious and would have to be adjusted as necessary to allow sufficient time for technical discussions and satisfactory coordination with the IWGs on FRAV and VMAD.
22. The expert from France fully supported the ongoing activities. He also noted that the timeline was ambitious but felt that it was necessary. He mentioned that the group did not discuss some important technical details such as speeds, accelerations, decelerations and the tyre performance. He explained that tyres were replaced in the lifetime of the vehicle and that the performance of tyre could vary, also in case of winter tyres installation, which has to be addressed as a safety risk. He wrote in the messaging system of the meeting that the IWG on FRAV could address this issue.

27. The expert from UK introduced GRVA-09-33, providing information on the discussions in his country regarding the implementation of UN Regulation No. 157, also related to traffic rules. The expert from ITU mentioned the complexity of traffic rules and the existing nuances regarding traffic rules something within the same country. He mentioned that he learned about activities of the Group of Expert reporting to WP.1 on the development of a database for traffic signs and asked if it was accessible.
28. GRVA noted the local nuances in traffic rules that had to be properly taken into account and inquired whether the Type Approval of a foreign Country would have enough knowledge about nuances in other countries. The expert from the Netherlands suggested that this discussion could be held at the level of the Executive Task Force of WP.1/WP.29. GRVA agreed that this point would require coordination among the GRVA IWGs.

25. The expert from France introduced ECE/TRANS/WP.29/GRVA/2021/17, which aimed at clarifying the requirements in case an alternative to the Software Identification Number (SWIN) is used. The expert from OICA provided comments on the proposal (GRVA-09-09). The expert from UK supported the proposal. He inquired about the reason why long transitional provisions would be needed. The expert from Germany commented that the French proposal was logic and consistent. He stated that Germany did not insist on the possibility of an alternative to SWIN. The expert from AVERE supported the French proposal. GRVA continued discussions in the course of the week.
26. Following consultations, GRVA adopted ECE/TRANS/WP.29/GRVA/2021/17 as amended by Annex III (GRVA-09-40) and requested the secretariat to submit it as draft supplement to UN Regulation No. 157 to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their June 2021 sessions.

31. The expert from United Kingdom of Great Britain and Northern Ireland introduced ECE/TRANS/WP.29/GRSP/2021/2 and GRSP-69-39 (this last correcting typo errors) through GRSP-69-01 as proposal for Addendum 1 to Mutual Resolution No. 1 (Specifications for the Construction, Preparation and Certification of the 50th percentile male Biofidelic Rear Impact Dummy, anthropomorphic test Device (BioRID-II UN). He explained that the structure of the proposal was stemming from GRSP-54-05 (Draft addendum 1 to M.R.1), introduced at the fifty-fourth session of GRSP (see ECE/TRANS/WP.29/GRSP/54, para. 4) and that the body of the proposal introduced the general design of the dummy, including the essential dimensions and how they are checked. He added that the text associated with the procedures for dismantling, assembling and adjusting the dummy had received editorial review and that proprietary names had been removed. It was noted that copyrights were expected to be removed from drawings when the proposal would be finally adopted by WP.29 and AC.3. He finally urged GRSP to recommend the proposal to allow a thorough implementation of UN Regulation No. 17 and UN GTR No. 7 by Contracting Parties of both Agreements. The experts from the Netherlands, Germany, Japan, France agreed with the recommendation of the expert from the United Kingdom of Great Britain and Northern Ireland. The expert from the United States of America endorsed in principle the proposal, however, she explained that a full technical review of the document was not completed by her Administration and requested a time reservation. It was noted that time for possible revision was still available prior the November sessions of WP.29 and AC.3 and being integrated even on informal basis if they would not be relevant. Finally, GRSP recommended ECE/TRANS/WP.29/GRSP/2021/2, as amended by Annex VII to the session report, and requested the secretariat to submit it as draft Amendment 3 to M.R.1 to the November 2021 sessions of WP.29 and AC.3.

GRSG considered and discussed documents proposing amendments to UN Regulation No. 39 (ECE/TRANS/WP.29/GRSG/2021/7, GRSG-121-21, 29 and 35), and upon comments delivered by experts from Canada, Finland, France, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission, IMMA and OICA, decided to resume consideration of the proposal based on an updated version, with the aim of including L category vehicles, at the October 2021 session of GRSG. GRSG invited interested parties to work towards developing the proposal based on the draft contained in document GRSG-121-35.

35. The representatives from Japan, the UK and the EC introduced GRPE-83-11 as a request for authorization to develop a new UN GTR No. [XX] on brake PM and PN emissions. The representative from the US asked, given the ambitious timeline, if a PM/PN measurement procedure was already close to finalization. The representative from EC, leading the activities on non-exhaust emissions, clarified that rig test procedure was well advanced and added some issues such as regenerative braking, extreme brake events, were still being considered by the group.
36. GRPE requested the secretariat to submit GRPE-83-11, as reproduced in Annex XII to WP.29 and AC.3 for consideration and vote at their November 2021 sessions as request for authorization to develop a new UN GTR No. [XX] on brake PM and PN emissions.

The representative from OICA required some time to assess the impact of such requests on the test procedure and administrative process, and requested GRPE to consider this document as a working document at the January 2022 session of GRPE.

28. The representative from the UK introduced ECE/TRANS/WP.29/GRPE/2022/3 as amended by GRPE-85-47 and during the session, as reflected in Annex IV to the session report. The representative of France, the Netherlands, Spain, Sweden and the EC supported the proposal.
29. GRPE adopted Annex IV and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2022 sessions as draft Supplement 1 to the 07 series of amendments to UN Regulation No. 49.

The expert from France presented ECE/TRANS/WP.29/GRSG/2021/20/Rev.1, a proposal for supplement 2 to the 01 series of amendments of the UN Regulation No. 39 (Speedometer and Odometer) to clarify the specification and requiring the units for odometers. He thanked experts from the United Kingdom, IMMA and OICA for their contribution to this proposal.
56. GRSG adopted ECE/TRANS/WP.29/GRSG/2021/20/Rev.1 and requested its submission to WP.29 and AC.1 at their March 2022 sessions.

GRE considered a proposal that had been prepared by the expert from IMMA with the aim to clarify the electrical connection requirements for the white front position lamp reciprocally incorporated with the front direction indicator, in line with the corresponding provisions in UN Regulation No. 48 (ECE/TRANS/WP.29/GRE/2021/23). GRE adopted the proposal, as amended by GRE-85-27, and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 as draft Supplement 22 to the 01 series of amendments, draft Supplement 5 to the 02 series of amendments and draft Supplement 2 to the 03 series of amendments to UN Regulation No. 53.
