SCUNV status report to WP.29

The IWG on SCUNV reports on activities from November 2025 to March 2026. The group held one meeting on 5 March 2026 and four Leadership Team meetings. Chapter 9 challenges regarding emissions methods were addressed by proposing acceptance of OBD results as an alternative and removing EURO wording references to ensure a harmonized global approach. The IWG intends to submit the Draft Resolution to WP.29 for approval as a Formal Document at the June 2026 Session, with formal adoption targeted for November 2026.

93. The Chair of the Informal Working Group on Safer and Cleaner Used and New Vehicles (IWG on SCUNV) presented their recent activities (WP.29-198-25). He thanked WP.29 for the mandate extension and reported that the group had continued their work towards resolving the challenges faced with Chapter 9 of a draft Resolution for Safer and Cleaner Used Vehicles. He advised that there had been one IWG meeting since the previous WP.29 session, as well as several leadership team meetings with the aim to address outstanding items and highlighted that significant progress had been made. He informed WP.29 that the document would be presented to the next session of IWG (30 March 2026) for final clearance and then submitted for adoption to the June 2026 session of WP.29 ahead of the submission deadline.

94. The representative from OICA wondered whether the document could be referenced in the WP.29 report. The Chair of the IWG on SCUNV advised that the document would be available on their Wiki page (Safer and Cleaner Used and New Vehicles (SCUNV) – Transport – Vehicle Regulations – UNECE Wiki). The representative of the Netherlands (Kingdom of the) expressed his support for the group and the achievements they had made so far.
