Formal text adopted by the Working Party on Passive Safety (GRSP) at its fiftieth session proposing a new UN Regulation on Child Restraint Systems.
As noted in paragraph 53 under agenda item 4.12 above, the World Forum agreed to defer consideration of this item to its next session. The EU has not yet completed its internal review of the proposed regulation. Moreover, the EU expects that this review will take some time such that its ability to vote in November is also unlikely.
39. The expert from France, Chair of the informal working group on CRS introduced the status report of the work progress of his group (GRSP-51-34). He finally requested extending the work mandate of the informal working group for the Phases 2 and 3 of the planned work. GRSP endorsed the request amending the terms of references of the informal working group found in GRSP-51-34, as reproduced in Annex VI to this report and to seek consent from WP.29 at its June 2012 session.
40. The expert from Japan made two presentations (GRSP-51-38 and GRSP-51-39) and showed a summary of research conducted in his country (GRSP-51-40) on side impact test on CRS to introduce a proposal of amendment (GRSP-51-41) to the draft UN Regulation on CRS. GRSP agreed to resume consideration of GRSP-51-41 together with a further possible proposal of amendments to the draft UN Regulation (ECE/TRANS/WP.29/2012/53) at its December 2012 session. Accordingly, the secretariat was requested to distribute GRSP-51-41 with an official symbol at the next session of GRSP.

GRSP noted that WP.29 at its November 2012 session referred WP.29-158-22 to GRSP concerning further amendments and correction to the draft Regulation on Enhanced Child Restraint Systems (ECRS), adopted during that session (ECE/TRANS/WP.29/2012/53 and Corr.1). GRSP noted that further changes were needed (GRSP-52-16 and GRSP-52-20, superseding WP.29-158-22). GRSP agreed to resume consideration of this subject at its May 2013 session awaiting a consolidated proposal of amendments and to keep GRSP-52-16 and GRSP-52-20 as a reference in the agenda.

GRSP also noted a correction to a footnote (WP.29-158-27) in the new UN Regulation, referring to the informal working group website as the temporary repository for the drawing and specifications of Q dummies (ECE/TRANS/WP.29/1099, see para. 58). GRSP did not propose any change to WP.29-158-27 and endorsed the use of such specifications for application purposes of the UN Regulation. GRSP endorsed final approval of WP.29-158-27 at the March 2013 session of WP.29.
48. GRSP considered ECE/TRANS/WP.29/GRSP/2012/18, proposing test conditions to have the same stringency level in the acceleration and deceleration sled lateral impact tests. GRSP agreed to remove the square brackets from para. 7.1.3.1.3.4. and adopted it not amended. The secretariat was requested to submit ECE/TRANS/WP.29/GRSP/2012/18 to WP.29 and AC.1 for consideration and vote at their March 2013 sessions, as draft Supplement 1 to the new UN Regulation.
49. The expert from France, Chair of the informal working group on Child Restraint Systems, introduced the latest status report of his group (GRSP-52-17). He clarified that the group was working on Phase 2, to develop provisions for non-integral ISOFIX CRS (child restrained by adult safety belts). The expert from EC expressed his preference to dedicate the new UN Regulation only to ISOFIX CRS and UN Regulation No. 44 to CRS of other kinds. Also the expert from Germany made similar comments and suggested the removal of ISOFIX provisions from UN Regulation No. 44, to be dedicated only to non ISOFIX CRS.
The European Commission received the informal documents WP.29-158-22 and 27 too late to arrange for internal legal approval to enable vote at this session. In any case, France explains that document 22 would benefit from further review, so this document is sent back to GRSP for refinement.
Japan also explains that its proposal to permit acceleration sled testing has been passed by GRSP and so an amendment proposal is pending.
In sum, the new regulation will be voted as it exists in documents WP.29/2012/53 and its corrigendum while the corrigendum in document 22 will pass to the March session. The Japan acceleration sled amendment and a refined version of document 27 will also likely make the March agenda.

Remarks from Peter BROERTJES about Directive 2003/20/EC of the European Parliament and of the Council of 8 April 2003, amending Council Directive 91/671/EEC on the approximation of the laws of the Members States relating to compulsory use of safety belts in vehicles of less than 3,5 tonnes and the direct reference to regulation 44. According to EC lawyers, the iSize ECRS regulation can be considered as an improvement of regulation 44. This directive is then according to lawyers compatible with the use of iSize product. The EC will, if necessary communicate this in June 2013 if there are barriers from member states with the use of the new iSize regulation.
The iSize regulation will be in force on the July 9th.
Use of iSize fixtures: The CRS must fit into the iSize box for the declared height range stated on the CRS. The check of the gabarit has to be done with the CRS with the largest size of the declared range in at least one seating position. The lateral dynamic test will be performed in this configuration. For frontal impact the test shall be perform in extreme size position adjustment (worst case). The CRS can be outside the iSize box for comfort adjustability, outside the stated range, i.e. width adjustment, headrest adjustment, recline positions.
