He asked how an automated vehicle should know traffic rules at all times, at a particular location on the road, on a particular day, at a specific time and for a specific vehicle category. He stated that several road administrations had reached the conclusion that in order to make this possible, the traffic regulations must be made electronically available. He introduced the Management of Electronic Traffic Regulations (METR) concept.
