Proposal to introduce a procedure and thresholds on wet grip performance for C1 tyres in worn state.
132. The Chair of GRBP presented the draft amendments to UN Regulation No. 117 on wet grip of worn tyres (agenda item 4.9.1). The representative of Japan supported these amendments, pointed out their importance for road safety and called for continuation of the work of GRBP on this matter, in particular improving the test methods.
78. The World Forum considered the draft amendments under agenda items 4.6.1, 4.6.3, 4.6.4 and 4.6.6 to 4.6.8. and recommended their submission to AC.1 for voting.
79. The World Forum recalled that it had accepted the request of the GRBP Chair to postpone to the June 2022 session consideration of the draft amendments under agenda items 4.6.2 and 4.6.9 (see para 60. above).
80. The representative of ETRTO proposed a modification to the draft amendments in ECE/TRANS/WP.29/2022/7 under agenda item 4.6.5 (WP.29-186-07). The representatives of the European Commission and the United Kingdom of Great Britain and Northern Ireland commented on the ETRTO proposal. Based on the received comments, the World Forum requested ETRTO to revise WP.29-186-07 and decided to postpone consideration of the draft amendments in ECE/TRANS/WP.29/2022/7 to the June 2022 session. In the interim, the World Forum requested the secretariat to arrange a written consultation of GRBP experts on the ETRTO proposal.
21. GRBP recalled that, at the previous session, it had adopted draft amendments on the procedure and thresholds on wet grip performance for C1 tyres in worn state which was subsequently submitted to WP.29 as draft 03 series of amendments to UN Regulation No. 117 (ECE/TRANS/WP.29/2021/12). To complement the document, the expert from IWG WGWT tabled further amendments (GRBP-75-25-Rev.1). GRBP adopted this proposal and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as part of a new 03 series of amendments to UN Regulation No. 117. The expert from IWG WGWT also presented a concept proposal for addressing wet grip requirements for C2 and C3 tyres in worn state (GRBP-75-26-Rev.1).
22. GRBP agreed to request WP.29 and AC.1 to postpone to their June 2022 sessions consideration of ECE/TRANS/WP.29/2021/12, in order to combine it into a consolidated proposal with the adopted amendments mentioned in the previous paragraph.
23. The expert from France, in her capacity of Co-Chair IWG WGWT, presented draft amendments that introduced a procedure and thresholds on wet grip performance for C1 tyres in worn state (ECE/TRANS/WP.29/GRBP/2021/12, as updated by GRBP-74-33-Rev.1). GRBP adopted GRBP-74-33-Rev.1 and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as a new draft 03 series of amendments to UN Regulation No. 117. GRBP noted that, with the aim to complete the proposal and remove few square brackets, an informal document would be prepared for the next session. If adopted, this document would also be submitted to the March 2022 sessions of WP.29 and AC.1. GRBP noted that, to avoid possible uncertainty, the adopted draft Supplement 14 to the 02 series of amendments (see para. 21 above) would be explicitly included in the future WP.29 document with the new draft 03 series of amendments to UN Regulation No. 117.
