GRSG | Session 120 | 11 Jan 2021

5. GRSG reviewed the proposals by IWG on EDR/DSSAD for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements (ECE/TRANS/WP.29/2020/100, as amended by GRSG-120-01 and GRSG-120-05), for a new UN Regulation on Event Data Recorder (ECE/TRANS/WP.29/2020/123, as amended by GRSG-120-02 and GRSG-120-05), and for a new 01 series of amendments to the new UN Regulation on Event Data Recorder (GRSG-120-03 and GRSG-120-05).

6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.

7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.

GRSG adopted amendments to document ECE/TRANS/WP.29/2020/123, proposal for a new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-02 and GRSG-120-05 and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.

Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG adopted a proposal for 01 series of amendments to the new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-03 and GRSG-120-05 with square brackets removed related to the additional data elements (pages 22 and 23 of document GRSG-120-03) and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.

10. As the European Commission request to align transitional provisions with the dates provided by the EU General Safety Regulation did not find support by the other intervening contracting parties during the session, their representative envisaged that a related informal document would be provided by the European Commission to WP.29 for consideration at its March 2021 sessions, subject to the outcome of European Union internal process.

27. The expert from the Netherlands on behalf of the IWG on Event Data Recorder (EDR) / Data Storage system for Automated Driving Vehicles (DSSAD) introduced the status report (GRSG-125-25) of the group. He informed GRSG that the IWG had completed the light duty vehicle EDR performance elements appropriate for adoption in the 1958 and 1998 Agreement Resolutions or UN Regulations, completed UN Regulation No. 160 accordingly and DSSAD requirements within UN Regulation No. 157 (Automated Lane Keeping System). He also announced ECE/TRANS/WP.29/GRSG/2023/11, ECE/TRANS/WP.29/GRSG/2023/12 and ECE/TRANS/WP.29/GRSG/2023/15 on the acceleration data accuracy verification procedures. Moreover, he explained that the IWG had developed proposals on EDR for Heavy Duty Vehicles (HDV), as a: (a) new UN Regulation (ECE/TRANS/WP.29/GRSG/2023/13 amended by GRSG-125-07) and (b) a guidance document on EDR for HDV appropriate for adoption in 1958 and 1998 Agreement Resolutions or Regulations (ECE/TRANS/WP.29/GRSG/2023/14 amended by GRSG-125-08). He explained that the proposals were based on an existing Society of Automotive Engineers standard, data, analyses, research and contains unique triggering of acceleration, safety-systems and last stop.

28. Finally, GRSG agreed to combine ECE/TRANS/WP.29/GRSG/2023/12, as amended below, and ECE/TRANS/WP.29/GRSG/2021/32 as amended by GRSG-122-35 and submit them as proposal for amending the Guidance on EDR Performance Elements to the November 2023 session of WP.29 for information only. Moreover, it was agreed to send ECE/TRANS/WP.29/GRSG/2023/14 and GRSG-125-08 to the IWG for reconsideration.

103. The Chair of GRSG recalled the work done by Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD), on the preparation of proposal for the performance of elements appropriate to be used in 1958 and 1998 Agreements.

104. The expert from Netherlands on behalf of IWG on EDR/DSSAD introduced document GRSG-122-35, Proposal to revise document ECE/TRANS/WP.29/GRSG/2021/32 which is a proposal for amending guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreement Resolutions or Regulations (ECE/TRANS/WP.29/2020/100/Rev.1).

105. GRSG continued consideration on the proposal by IWG on EDR/DSSAD ECE/TRANS/WP.29/GRSG/2021/32 as amended by GRSG-122-35, while awaiting further information from IWG on EDR/DSSAD at the 123rd session of GRSG in March 2022.
