UN R17: Proposal for the 10 series of amendments

Proposal on behalf of the Drafting Task Force to transpose UN Global Technical Regulation No. 7, Phase 2 (GTR7-PH2) into UN Regulation No. 17.

12. The expert from Japan introduced ECE/TRANS/WP.29/GRSP/2020/8 in a presentation (GRSP-67-17) on behalf of the Task Force on aligning UN Regulation No. 17 with UN GTR No. 7, Phase 2 provisions. The expert from Italy requested a delay on transitional provision for all new vehicles (paragraphs. 13.13.2 and 13.13.3). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2020/8, as amended by Annex IV to the session report. The secretariat was requested to submit the proposal as the draft 10 series of amendment to UN Regulation No. 17, for consideration and vote at the November 2020 sessions of WP.29 and AC.1. At the same time, the expert from CLEPA withdrew ECE/TRANS/WP.29/GRSP/2019/9.

16. The experts from Japan and EC introduced GRSP-64-37 on the proposal of amendments (ECE/TRANS/WP.29/GRSP/2018/34) to UN Regulation No. 17 (Strength of seats) that would align it with Phase 2 of UN GTR No. 7 (see para. 5 above). The expert from CLEPA introduced GRSP-64-25, to clarify static alternative provisions of UN GTR No. 7, Phase 2 and modifications to the allowed range of tolerances to backset retention and to the energy dissipation test. GRSP agreed to hand over GRSP-64-25 to the IWG for its possible integration in the proposal of amendments to UN Regulation No. 17 and to the draft amendment to UN GTR No. 7. GRSP agreed to resume discussion on this subject at its May 2019 session on the basis of the progress of the IWG work.

21. The expert from Japan introduced ECE/TRANS/WP.29/GRSP/2019/27 and amendments GRSP-66-24 and GRSP-66-26 on behalf of the task force to align UN Regulation No. 17 with UN GTR No. 7, Phase 2 provisions. The expert from CLEPA introduced amendment GRSP-66-27 which also updates ECE/TRANS/WP.29/ GRSP/2019/9. At the same time, she withdrew ECE/TRANS/WP.29/GRSP/2019/7. However, GRSP noted that the expert of Germany had proposed an amendment (ECE/TRANS/WP.29/GRSP/2019/16) to the definition of integrated, detachable and separate head-restraints which had to be consolidated with the other documents as a whole. GRSP, therefore agreed to reiterate the establishment of a task force to complete harmonization of the UN Regulation No. 17 to the UN GTR No.7 and delegate documents ECE/TRANS/WP.29/GRSP/2019/9, ECE/TRANS/WP.29/GRSP/2019/16, ECE/TRANS/ WP.29/GRSP/2019/27, GRSP-66-24 and GRSP-66-26 to the new task force for consideration. GRSP agreed to resume discussion on this subject at its May 2020 session.
