Proposal to develop an amendment in order to align GTR No. 3 with technical progress, addressing among others: ensuring electromagnetic immunity of ABS-systems, introducing ABS performance requirements for category 3-5 vehicles (three-wheelers), ensuring uniform requirements for equipment such as Electronic Stop Signal System and the means to disable the ABS, if equipped. This amendment aims to harmonize GTR with recent amendments made to UN Regulation No. 78.

18.3. | Global Technical Regulation No. 3

143. The representative of Italy presented ECE/TRANS/WP.29/51 proposing that AC.3 authorize the development of an amendment to GTR No. 3 under the sponsorship of his country, in order to align the provisions of global technical regulation No. 3 with those of Regulation No. 78, to ensure electromagnetic immunity of ABS-systems, introduce ABS performance requirements for category 3-5 vehicles (three-wheelers), ensure uniform requirements for equipment such as Electronic Stop Signal System and the means to disable the ABS, if equipped. This amendment aimed to harmonize the global technical regulation with recent amendments of the UN Regulation No.78 and was submitted to AC.3 for consideration.

144. The AC.3 adopted the ECE/TRANS/WP.29/2017/51 and requested the secretariat to reproduce it as an AC.3 document for the fiftieth session of AC.3 in June 2017.

5. (b) | Motorcycle braking: Global technical regulation No. 3

24. The expert from Italy introduced GRRF-83-09 proposing to insert in Global Technical Regulation (GTR) No. 3 (Motorcycle braking) provisions on tri-cycles Anti-lock Braking Systems (ABS), Emergency Stop Signal and means to disable the ABS function (‘ABS switch’) prepared in collaboration with the expert from IMMA. He informed GRRF on the related discussion at the Executive Committee AC.3 in November 2016 that agreed in principle with the proposal to align GTR No. 3 and Regulation No. 78. The expert from Canada answered to the proposal (GRRF-83-10). The GRRF agreed to resume consideration of these proposals on the basis of an official working document that the experts from Canada and Italy volunteered to prepare.

18.3. | GTR No. 3

128. The representative of Italy presented WP.29-170-07 proposing that AC.3 authorize the development of an amendment to GTR No. 3 under the sponsorship of his country, in order to align the provisions of GTR No. 3 and those of Regulation No. 78, to ensure electromagnetic immunity of ABS-systems, introduce ABS performance requirements for category 3-5 vehicles (three-wheelers), ensure uniform requirements for equipment such as Electronic Stop Signal System and the means to disable the ABS, if equipped on. AC.3 agreed with the proposal, invited GRRF to start working on these issues and requested the secretariat to distribute WP.29-170-07 with an official symbol for formal adoption at its March 2017 session.
