Progress report of the Task Force on Glare Prevention to the 95th session of GRE in October 2026. The Task Force comprises 11 Contracting Parties and 40+ participants from 11 NGOs. Nine meetings have been held since the kick-off meeting in January 2025. Homework teams have been established on literature examination, Periodical Technical Inspections, and UN Regulation No. 48. Contributions from NGOs address identifying issues with headlamp aiming, classification of glare and rating, and regulatory gaps between UNECE and PTI. Draft recommendations on the first step addressing reflected image distance are presented for GRE decision.

The Task Force on Glare Prevention presents recommendations to address glare from headlamps. Regulatory considerations include introducing adaptive cut-off lines, mandatory dynamic auto-levelling, Motorway Adaptive Driving Beam mode requirements, beam dimming for wet roads or urban areas, lowered maximum headlamp installation heights, improved automatic high-beam switching and ADB requirements, and maximum low-beam intensity limits. Additional recommendations address headlamp cleaning devices under UN R45, driver reminders, and user manual instructions. PTI-related considerations cover vehicle weight influence, floor evenness, cut-off line definitions, and coordination between type approval and inspection requirements. General considerations include driver instructions for ADB manual override and investigation of aiming differences. Actions beyond GRE mandate address illegal products, driver awareness, and infrastructure improvements.
