Updated text for the use stage of the proposed Mutual Resolution No. 5 concerning Automotive Life Cycle Assessment (A-LCA) addressing use stage methodology, including system boundaries encompassing in-use energy consumption and GHG emissions covering well-to-tank and tank-to-wheel impacts, maintenance and consumables impacts, and leakages; defining service life values by contracting parties based on official data on vehicle age at recycling; establishing level concepts for selecting regional certification energy consumption values and determining discrepancy and deterioration factors to represent real-world performance; specifying methodologies for calculating in-use energy consumption for vehicles with single and dual-mode powertrains including off-vehicle charging hybrid electric vehicles; addressing methane, hydrogen, and fluorocarbon emissions; providing maintenance scope including consumables and maintenance parts with associated frequency determination; excluding replacement of major powertrain components by default unless justified; and requiring collection of specified activity data and GHG emission factors. Proposal to amend para. 6.3.1. to clarify use stage system boundaries, revise para. 6.3.2.1. regarding service life methodology and regional adaptation, delete and rewrite para. 6.3.3. on use stage consumption to introduce level concepts for certification values and restructure discrepancy and deterioration factor determination, reserve sections on vehicles with dual-mode powertrains and fuel cell and OVC-HEV deterioration calculations pending further development, amend para. 6.3.3.2.2.2. addressing OVC-HEV battery degradation (reserved), add para. 6.3.6.7. on swappable parts (reserved), and update Table 14 to include parts and/or components defined by vehicle manufacturer as mandatory for Level 3/Level 4 assessments, supported by GRPE/2026/2.
Proposal to amend para. 5.3.3.2. to clarify that steering shall remain possible with performance laid down in para. 6. for the intact steering system in case of control transmission failure, amend para. 6.1.1. to specify that tests shall be conducted on a level surface affording good adhesion at ambient temperature between 0°C and 45°C, with provisions for deviating conditions at manufacturer request with Technical Service agreement, and insert new para. 6.2.5.1.1. to permit vehicle manufacturers to request at least 10 “figure of eight” manoeuvres with 40 m diameter loops at 10 km/h speed prior to measurement of steering efforts with steering equipment failure.
Proposal to amend GRVA/2026/14 and GRVA/2026/18: insert new paragraph 2.28.1. defining “Highway-like road” as a non-highway section with at least two lanes, designated speed limit of at least 80 km/h, no prohibition of pedestrians and cyclists, physical separation dividing opposite traffic, and no at-grade marked pedestrian crossings, rail crossings, or road intersections; amend paragraphs 5.3.7.2.3.1. and 5.5.4.2.6.5. to address highway-like road operation and withholding of HORs; insert new paragraph 4.2.5.2.16. to Annex 4. specifying testing for longitudinally moving bicycle targets; amend Annex 1. to add items 6.4. and 6.4.1. regarding withholding of HORs; and insert new paragraph 16.2.3. establishing that as from 1 September 2029 Contracting Parties shall not be obliged to accept type approvals issued to the preceding series of amendments for systems capable of withholding HORs on highway-like roads.
Proposal to revise the terms of reference and rules of procedures for the Informal Working Group on Advanced Emergency Braking Systems. The IWG shall review current regulatory actions and data on Automated Emergency Braking Systems and provide recommendations on future regulatory actions including revisions to UN Regulation No. 152. The IWG shall examine current AEBS regulations worldwide, assess accident situations for passenger vehicles, draft state-of-the-art performance requirements for collision scenarios involving pedestrians at night, investigate regulatory improvements to performance requirements, and investigate feasibility to include updated requirements to avoid false activation of AEBS for light vehicles. The IWG shall deliver complete regulatory text for AEBS for passenger vehicle requirements as revision of UN Regulation No. 152 for the September 2028 session of GRVA at the latest.
The Electric Vehicles and the Environment Informal Working Group held its 97th session on May 19, 2026. Discussions addressed UN GTR 22/25 including Norwegian EV demographics, a proposed Readiness Monitor concept for State of Certified Energy activities, and OICA terminology amendments replacing “monitor” with “assessment of virtual distance” in Part C. The group reviewed Phase 4 priorities for UN GTR 21 and UN GTR 25, including Minimum Performance Requirements, conditioning cycles, and lifetime requirements addressing disconnects between mileage and year thresholds. The next session is scheduled for June 16–17, 2026.
Proposal to amend Amendment 2 to UN GTR No. 22: Modify para. 5.2. to define virtual distance calculation and add requirements for reporting virtual distance by vehicles with V2X functionality or Category 2 vehicles used for non-traction purposes, add new para. 5.2.1. specifying virtual distance determination, add para. 6.1.3. defining Part C family criteria for virtual distance verification, add para. 6.5. establishing Part C verification procedure for reported virtual distance with test conditions including environmental temperature 23°C ± 5°C, initial battery SOC according to normal charging procedure, discharge testing at highest available power, test duration of 50 km virtual distance or 2 hours, and pass/fail criteria requiring reported virtual distance not more than 5 per cent higher than measured virtual distance, add para. 6.5.2.1. with statistical decision chart for Part C pass/fail determination based on cumulative sample size and failed result counts, revise para. 6.1.4. to add family identifier format for virtual distance families, add para. 52.a. through 52.e. in the Statement of Technical Rationale documenting Phase 3 developments including family criteria for Part C verification, boundary conditions for virtual distance verification test with environmental temperature requirements and discharge test options based on kilometres or hours, OVC-HEV UBE correction in Annex 3, and additional regional regulation requirements in Annex 2, and add flow chart Figure 3 for Part C verification process.
GRE will consider new proposals, if any, for including in the list of future priorities.
