UN R97: Proposal for Supplement 9 of 01 series of amendments

Proposal to ensure the recognition of the approvals according to the new regulations created by splitting UN R116 into three separate regulations. The proposal corrects an administrative error that omitted references to UN R162 and R163 in the text formally adopted during the March 2021 WP.29 session.
