Proposal to

1. augment the provisions to address the needs of persons with reduced mobility by improving accommodations for wheelchair users and for persons who are visually and/or hearing impaired, and
2. replace the prohibition against the use of reinforced insulation for trolleybus circuits directly connected to the overhead power line with a requirement that such circuits shall be double insulated.
